RESOLUTION 99-376
APPROVING FINAL PLAT AND FINAL PUD
FOR LONG LAKE VILLAS
CASE NO. FSUB/99-55 AND CASE NO. FPUD/99-54
WHEREAS, the concept PUD was approved July 20, 1999; and
WHEREAS, more detailed design changes have been made to address the concept approval
conditions,
NOW, THEREFORE BE IT RESOLVED, the Final PUD for Long Lake Villas is approved
with the following conditions:
I. A revised site plan for the townhouse portion of the project shall be submitted before final
plat recording. The site plan shall show the buildings elevation changes closer to the road
and further from Brewers Pond.
2. A 50-foot pubIic road right-of-way shall be provided for the cul-de-sac off of Brewers
Court to provide future access for properties to the north.
3. Trail easements shall be provided for trails located outside of right-of-way.
4. N on-sidewalk trails shall be 8- foot paved trails.
5. Additional landscaping shall be added to break up the back elevation of the buildings along
the south side of the site.
6. Natural area easements shall be recorded and marked along the drainage channel of Lots
48,49,50,51, and 53 and around Brewers Pond lots 6-11.
7. The disturbed area along Brewers Pond shall be planted with wetland grasses and flower
seed mix.
8. The trail connecting the project to 620d Street shall be paved when single family lot pubIic
improvements are constructed.
9. The utiIity trunk charges shall be paid before final plat recording.
10. The design for the attached rental unit structures shall be reviewed and approved by the
Planning Commission before building permits are issued.
11. Easements as required by the City Engineer shall be shown or recorded with the final plat.
12.0utlots "A" and "B" shall be dedicated to the City for park dedication and road right-of-
way purposes.
BE IT FURTHER RESOLVED, the proposed final plat request, attached hereto as Exhibit A,
which is consistent with the preliminary plat and subdivision plan, is hereby approved.

SECTION VIII.
AUTHORITY
The City hereby grants to the Consultant all authority reasonably necessary to pursue and
achieve the objectives of this Contract.

e. By working in advance on draft of the appropriation bill needed to secure
the remainder of Stage II funding, and Stage III.
3. To maintain contacts and keep the Minnesota Congressional Delegation, the
Minnesota State Legislature members, and the Minnesota Department of Natural Resources
(DNR) officials informed of changes, problems, and progress in levee funding.
B. TERRITORIAL PRISON WALL
1. To secure support in the Minnesota House and Senate for a grant of
approximately $2,000,000.00 for repair and reconstruction of the Historical Wall surrounding
the Territorial Prison Site; and
2. Work with local legislative representatives and various committee chairs; and
3. Work with State Historical Society officials who playa major role in state
spending for Historical resources, and
4. Keep the City Council and Staffup to date on all efforts.
C. BROWN'S CREEK FUNDING
I. Continue to work with the Minnesota DNR and Minnesota Legislature for
funding needed to divert run off from newly annexed areas away from Trout Stream, and
2. Work with engineer to ensure all submitted material is given to DNR in a timely
fashion to qualify for any grants that could be used for this purpose
D. GENERAL SERVICES
General service work will include other State and Federal projects given prior authorization by
the City Council.
SECTION II.
PLACE OF ,YORK
It is understood that Consultant services will be rendered largely at the City of Washington,
District of Columbia and at the State Capitol of Minnesota and not in the Office of the City.
SECTION III.
TIME DEVOTED TO WORK
The City will rely upon the Consultant to put forth such effort as is reasonably necessary to
fulfill the spirit and purpose of the Contract.
