The Phase I ESA identified several "Recognized Environmental Conditions" as defined by ASTM E 1527-97. Attached is a cost estimate for completing Phase II work associated with the Recognized Environmental Conditions. The Phase II cost estimate was prepared with the assumption that none of the tasks will be completed concurrently or consecutively. If the tasks can be scheduled concurrently or consecutively, there will be a cost savings to the City of Stillwater. Following is a summary of the Recognized Environmental Conditions (italics) and the recommended scope of work. Surface soil staining and areas of sparse vegetation growth were noted near the Terra Chemical Terminal Warehouse and Truck Staging Area. A review of the Minnesota Department of Agriculture (MDA) file for the Terra Chemical Terminal indicates that fertiliser spills have occurred at the Site. SERVICE recommends that soil sampling in accordance tivith MDA guidelines be completed to evaluate the soil stained areas and spills near the loading/unloading conveyors and scale area. SERVICE recommends that three surface soil samples be collected in the truck staging/cleanout area and below the fertilizer handling equipment. Select soil samples will be analyzed for the MDA Herbicide List 1 parameters, pesticides, nitrate-nitrogen and total kjeldahl nitrogen concentrations. Based on the chemistry results, the City of Stillwater may want to enter the site into the MDA Voluntary Cleanup Technical Assistance Program to obtain a No Association letter. Funds are available through the Minnesota Agricultural Chemical Response and Reimbursement Account (ACRRA Account) for reimbursing a volunteer or responsible party for evaluating and/or remediating agricultural chemical releases. ~:~, aost cP~~,~ ~.r• :~;,,_ ~ 97077ProPhasetL0498 ,. .. ' T Multiple areas of fill were noted. The fill appeared to consist of both controlled and uncontrolled fill. Concrete chunks were observed in some areas which may indicate demolition debris was used for fill. An area of mounded soil was also noted near the Terra Chemical Terminal Warehouse. If future development will disturb the fill, SERVICE recommends that test pits or trenches be completed to evaluate the content of the fill. SERVICE recommends that test pits be completed in the fill areas to evaluate the type of fill that has been placed at the Site. SERVICE has estimated that one day of test pits utilizing the City of Stillwater's backhoe and operator will be sufficient to evaluate select fill areas. For estimating purposes, SERVICE has included the collection and analysis of three soil samples for polynuclear aromatic hydrocarbons (PAH) and volatile organic compound (VOC) analysis. A former Coal Gasification Plant operated adjacent northwest of the Site near the northern property boundary. Phase II evaluation is recommended near this area to evaluate if historical activities associated with the Coal Gasification Plant have adversely impacted the Site. SERVICE recommends that three continuously sampled geoprobe soil borings be completed near the northeastern property boundary to evaluate potential soiUgroundwater impacts from the former off-site coal gasification plant. For cost estimating purposes, SERVICE has included one soil sample and three groundwater samples for analysis to determine PAH and VOC concentrations. The potential exists that the former Service Station west of the site may have impacted the Site _ with petroleum contamination. SERVICE recommends that groundwater samples be collected - near the western Site property line adjacent to the former Service Station to evaluate groundwater quality entering the Site. SERVICE recommends that three geoprobe soil borings be completed to evaluate groundwater quality entering the site from the former service station. The groundwater samples will be analyzed for VOC and gasoline range organic (GRO) concentrations. Historical activities associated with the Hersey, Bean and Brown Blacksmith Shop, Refuse Burner, and Machine Shop may have adversely impacted the Site. Further evaluation with regard to the referenced sites is recommended. Test pits may be the most cost effective way to evaluate these historical sites. SERVICE recommends that an attempt be made to locate the former referenced structures at the Site. To evaluate subsurface conditions or to assist with locating potential footings associated with the structures, SERVICE recommends that test pits or trenches be completed. SERVICE'S cost estimate assumes that the City of Stillwater's backhoe and operator will be used to assist with this evaluation. For cost estimating purposes, SERVICE has included three soil samples for analysis to determine PAH and VOC concentrations. 2 97077ProPhaseQ.0493 The Terra Chemical Terminal warehouse siding appears to be constructed with transite panels. Transite generally contains asbestos. Broken pieces of transite were also noted on the ground adjacent to the building. If the building will remain at the Site, SERVICE recommends that an asbestos operations and maintenance plan be prepared for the transite. The broken pieces of transite should also be picked up by a licensed asbestos abatement contractor and disposed of properly. SERVICE has provided an estimated cost to mobilize an asbestos abatement contractor to pick up and properly dispose of the broken pieces of transite that SERVICE observed lying on the ground. SERVICE has also provided a cost estimate for preparing an Operations and Maintenance program for the transite. Given the long history of industrial/commercial property use, the potential exists that other areas on the site may be impacted with contaminates that will not be found in the recommended Phase II work If conceptual plans are available for the development of the site as an extension of Lowell Park, SERVICE recommends that these plans be reviewed and any areas that may require footing or soil excavation be considered for test pits or soil borings to evaluate subsurface conditions. This work wozrld be completed at the same time as the previously recommended work. This alternate Phase II Scope of Work will reduce the possibility that future development will encounter soil or groundwater contamination which will stop or slow the project at potential futzrre additional costs. This scope can be evaluated with either test pits or soil borings. Soil borings would only be recommended if future geotechnical borings would be required or if the future development area is in a currently finished area where test pits would be too disruptive. For cost estimating purposes, SERVICE has assumed that test pits will be completed with the City of Stillwater backhoe and operator. As previously discussed, the cost estimate assumes that none of the work will be completed concurrently or consecutively. If some of the tasks will be completed concurrently or consecutively, the cost for the tasks will be reduced. The Site averages approximately 300 feet in width. The property narrows to less than 100 feet in width near the northern boundary and expands to approximately 700 feet in width near the southern boundary. The Site is located at an approximate elevation of 700 feet above mean sea Ievel. The property to the west of the site rises in elevation between 20 and 60 feet. State Trunk Highway #36 is located on this flat area. West of State Trunk Highway #36 the topography rises another approximate 100 feet. The northern boundary of the Site is bordered by the Andiamo docking area and the southern boundary of the Site is bordered by the Sunnyside Marina. The western edge of the Site is bordered by railroad tracks and beyond by State Trunk Highway #36 and to the east by the St. Croix River. West of State Highway #36, is a former Service Station. The Site is improved with an approximate 11,000 square foot precast concrete waiUwood frame Fertilizer Warehouse and an approximate 3,000 squaze foot metal frame Quonset structure. Conversations with Aiple personnel indicate that a third storage building used to exist west of the Quonset structure. The City of Stillwater operates the "South Lift Station" near the center of the Site. (Photographs #1, 2 and 3, Appendix A). The South Lift Station was not accessed as part of the Phase I evaluation. The warehouse is used for the seasonal storage of Diammonium Phosphate (DAP) and the Quonset structure is used for the storage of equipment and parts. A small metal storage structure was also observed near the barge construction area and reportedly is used to store metal cutting/welding supplies. During the Site-walk, SERVICE observed remnant sections of railroad tracks, building foundations and wood pilings. The Site is used by the Aiple Marine Company and the Terra Chemical Terminal. Aiple Marine constructs/repairs barges and Terra Chemical Terminal stores and distributes DAP. According to the Washington County Geologic Atlas, the bedrock that outcrops near the western edge of the property is from the St. Lawrence and Franconia Formations. Depending on the stage of the St. Croix River, groundwater would be expected to be encountered ten (10) to fifteen (15) feet below grade. In general, groundwater flow would be east toward the St. Croix River. During flooding or at a high river stage, groundwater flow along the river may be more southerly or reverse and temporarily flow inland or west. 3 G:\Common\97066PhaseI ESA 2.2 Storage Tanks 2.2.1 Underground Storage Tanks (USTs) Visual evidence (i.e., pipes, vents, pumps, stains) indicating past or present USTs was not observed at the Site. - 2.2.2 Aboveground Storage Tanks (ASTs) No evidence of AST use was observed at the Site. 2.3 Polychlorinated Biphenyls (PCBs) PCBs may be found in coolants or lubricating oils used in some older electrical transformers, light ballasts, electrical panels or other similar equipment. Pole-mounted transformers owned by Northern States Power (NSP) were observed near the Terra Terminal and adjacent to the South Lift Station. Pole-mounted capacitors were also observed approximately 300 yards south of the Fertilizer Warehouse building (Photographs #3, 4, and 5, Appendix A). No leaks or staining were observed. No further evaluation with regazd to the transformers or capacitors is recommended. Given-the age of the buildings (Fertilizer Warehouse appears on 1961 Sanborn Map), the potential exists that light ballasts may contain PCBs. SERVICE recommends that all replacement light ballasts be evaluated for "No PCB" labeling. If the "No PCB" labeling is not present, SERVICE recommends that these ballasts be properly disposed of or recycled. 2.4 Asbestos-Containing Materials (AGMs) The warehouse building exterior appears to be constructed with transite panels. This material generally contains asbestos. Testing would be required to determine the actual asbestos content. Localized areas of damaged transite were observed. Broken pieces of transite were observed on the ground during the Site-walk. SERVICE recommends that the transite be picked up by a licensed asbestos abatement contractor and disposed of properly. Trsite is generally not friable unless it is damaged or abraded by cutting, sanding, drilling or grinding. If future renovation will damage or disturb the transite, SERVICE recommends that it either be treated as asbestos containing or have the material tested to determine the asbestos content. If the building will be utilized by the public, SERVICE recommends that an operations and maintenance plan be prepared for the transite. ~ G:1Common\970G6Phascl ESA 2.5 Utilitie s The Site is su lied with dri , PP nkuig water by the City of Stillwater, which in turn receives its water from a series of wells. No private water supply wells were observed on-Site. The Site is supplied with sewer service by the City of Stillwater. Storm water run off is controlled by the local topography change, which is generally east toward the St. Croix River. Electricity and - natural gas is supplied by Northern States Power. 2.6 Waste and Chemicals Stored solid waste was observed near the barge construction area. Bulk Lubricating fluids were observed inside of the Quonset garage and three 55-gallon drums were noted near the Terra Terminal Warehouse (Photographs #6, 7 and 8, Appendix A). SERVICE recommends that all waste materials - or fluids be properly recycled or disposed of. SERVICE understands that the Fertilizer Warehouse is used seasonall to store Y dry bulk DAP. DAP consists of 17.5% nitrogen, 20% phosphorous and 1.5% sulfur. Areas of stained soil and sparse vegetation growth were noticed near the Fertilizer Warehouse and adjacent truck staging area. SERVICE recommends that soil sampling be completed to evaluate the soil stained areas. Multiple areas of fill were noted. The fill a eared to c fill. The western edge of the Site is bordered by railroad tracks and beyond by State Trunk Highway #36. West of State Trunk Highway #36 is a former Service Station (northern quarter of Site). East of the Site is the St. Croix River. The potential exists that the former Service Station west of the site may have impacted the Site. SERVICE recommends that a groundwater sample be collected near the western Site property line to evaluate if potential contamination associated with the former Service Station is impacting the Site. 5 G:1Common\97066Phascl ESA .: , ~.
