HomeMy WebLinkAbout1992-150 ", RESOLUTION NO. 92-150/151 c-' REPAIR OF FOURTH & WILKINS STREETS STORM SEWER WHEREAS, the City of stillwater has in certain areas of the City antiquated and outdated storm sewer systems that at least in some cases, are difficult to service, repair and evaluate; and, WHEREAS, one of these storm sewer systems is a rock tunnel that lies underneath the right of way of Fourth Street at its intersection with wilkins Street and the purpose of this tunnel has been to carry storm water from the property to the west of North Fourth Street through the tunnel, down a ravine in order that the storm water eventually be collected by an in-place storm sewer system in the right of way of Aspen Street at Second Street; and, WHEREAS, on Sunday, the 12th of July, 1992, an unusually severe storm occurred within the city, dumping large volumes of rain on property north of William Street and west of North Fourth Street and during this storm, the storm water tunnel beneath Fourth Street evidently collapsed; and, (' WHEREAS, large volumes of storm water collected in a low spot near the intersection of Fourth Street and Wilkins Street and, it having no outlet, pooled to a depth that caused flooding at 216 West Wilkins Street, 300 West Wilkins street, 1100 North Fourth Street, 1106 North Fourth Street and 1102 North Fourth Street. The flOoding, in some cases, reached a depth of several feet in the basements and first floors of these homes; and, WHEREAS, it is necessary that the City immediately repair the collapsed storm water system in order that additional flooding can be avoided and further, that efforts be made to accommodate the people that were driven from their homes by this flooding. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That an emergency is hereby declared within the meaning of the Stillwater City Code and Chapter 12 of the Minnesota Statutes. 2. That the City Emergency Plans heretofore prepared by the City Engineer for the emergency repair of this storm sewer system are hereby approved. 3. That the bids submitted to the City Engineer and reviewed by the City Council for the necessary emergency work, are hereby awarded to the apparent low bidder in each case, C. W. Houle and Montgomery contracting, Inc., and the bids, in the form attached to this Resolution as Exhibits A and B respectively. 4. That the Mayor and Clerk are hereby authorized to sign respective contracts with these contractors in order that the work be immediately done. r 5. I l J., for any homeowners that are displaced by this flooding and to direct City crews to assist in the clean up of the flooding and to take all other action necessary to protect the citizens of the City from this emergency.
