RESOLUTION REQUESTING STATE LEGISLATION FOR
FUNDING OF TROUT STREAM PRESERVATION PROJECTS
WHEREAS, the trout stream known as Brown's Creek is a valuable local, regional and
state resource; and
WHEREAS, Stillwater is committed to protecting and preserving this resource in the face
of development pressures and has developed a trout stream protection project with an
estimated cost of $3.5 million; and
WHEREAS, funding is not readily available and Stillwater has been working with
Brown's Creek Watershed District, the City of Oak Park Heights, and the Department of
Natural Resources as well as other State agencies to devise funding strategies; and
WHEREAS, funding will become available in the future as cities collect impact fees from
developments.
NOW THEREFORE, BE IT RESOLVED that the City of Stillwater requests the
Minnesota State Legislature to pass legislation that would provide no interest loans to
municipalities for the purpose of constructing trout stream preservation projects.
BE IT FUTHER RESOLVED, that the City of Stillwater requests that an appropriation
for $3.5 million be approved for the City of Stillwater in fiscal year 2000.
