RESOLUTION NO. 96-118
CITY OF STILLWATER, MINNESOTA
AUTHORIZATION FOR THE TAX BASE REVITALIZATION ACCOUNT
Whereas, the City of Stillwater is a participant in the Livable Communities Act's
Housing Incentive Program for 1996 as determined by the Metropolitan Council, and is
therefore eligible to make application for funds under the Tax Base Revitalization
Account; and
Whereas, the City has identified a clean up project within the City that meets the Tax
Base Revitalization account's purposes/s and criteria; and '
Whereas, the City has the institutional, managerial and financial capacity to ensure
adequate project administration; and
Whereas, the City certifies that it will comply with all applicable laws and regulations as
stated in the contract agreements; and
Whereas, the City Council of Stillwater, Minnesota agrees to act as legal sponsor for
the project contained in the Tax Base Revitalization grant application submitted on May
16, 1996;
BE IT FURTHER RESOLVED that the Community Development Director is hereby
authorized to apply to the Metropolitan Council for this funding on behalf of the City of
Stillwater and to execute such agreements as are necessary to implement the project
on behalf of the applicant.

RE: TAX REVITALIZATION ACCOUNT APPLICATION
Dear Mr. Johnson:
The City of Stillwater is pleased to submit the enclosed application for the Livable
Communities Tax Revitalization Account. The Maple Island plant site is centrally
located and its redevelopment and reuse is critical to the future of the downtown.
The Maple Island plant site, like other industrial sites in the older part of the region, has
pollution problems and must be cleaned up before it can be reused.
The proposed improvement of the site will have a clear public benefit. The site tax
base will increase by over $2 million and 150 jobs produced. The tax base revitalization
account grant $266,400 along with the city's coi'itribution of $765,000 are necessary to
clean up the site and allowing a economically viable community commercial use of the
site. It is highly unlikely this site will be developed in the near future without this type of
special assistance.
The Stillwater project seems to be a nice fit with the goals of the livable communities
act. I look forward to your review of our project.
