RESOLUTION NO. 95-125 THE CITY OF STILLWATER, MINNESOTA WHEREAS, the history of the Minnesota National Guard at Stillwater began with the organization of the Minnesota Enrolled Militia at Stillwater on April 29, 1861 at Fort Snelling, Minnesota as Company B, 1st Regiment, Minnesota Volunteers; and WHEREAS, the Unit served gallantly in twelve campaigns of the Civil War, and was called to National service for every major United States conflict through world War II, and was honored with the French Croix de Guerre with Palm, and the Streamer HBelvedereH in world War II; and Whereas, members of the Stillwater Headquarters Company, 1st Brigade served in Korea, Viet Nam, and Dessert Storm; and WHEREAS, the Headquarters and Headquarters Company of the 1st Brigade at Stillwater has served in numerous State civil emergencies and natural disasters since its' organization 134 years ago; and WHEREAS, the Stillwater defense services to the St. Minnesota; and Unit continues to Croix valley and provide ci vi! the State of (" , , WHEREAS, Stillwater Unit takes an active community, making its' facilities available for Boy community events, and recreational activities. role in the Scout Troops, WHEREAS, the Stillwater Unit serves as the Headquarters for more than 2,400 guardsman representing one third of the total National Guard members in the State; and Whereas, the existing facility was constructed in 1922, it can not accommodate the military vehicles assigned to their cc:mmand, and is too small to adequately provide the needed services to the other units within the 1st Brigade; and WHEREAS, the Stillwater Armory, has deteriorated extensively, and is substandard with respect to Minnesota State Building Codes, the Life Safety Code, OSHA regulations, and requirements identified by the Americans with Disabilities Act; and r WHEREAS, the functional to support the requirements of the assigned unit, including space deficiencies in classrooms, training areas, administration, secured equipment storage, and civilian and military vehicle parking; and WHEREAS, these functional deficiencies adversely affect to effectively train for accomplishment of its' assigned readiness mission; and II; I " , , ('.. r " WHEREAS, the City of Stillwater, in 1991, donated eight acres of land in the industrial park of $291,065 for the purpose of constructing a new armory ; purchased and area at a cost National Guard WHEREAS, such a facility would be so constructed to accOl'l1lllOdate the addition of other community facilities, either before, simultaneously, or after the new armory was built; and WHEREAS, the newly constrUcted armory would be available for use within the COlllllUnity when not being used for National Guard functions; and WHEREAS, the construction of a new armory is the first priority of the State, and, therefor, the State of Minnesota and the City of Stillwater have contributed $1.2 million toward the completion of this facility. NOW, THEREFORE, BE IT RESOLVED: That the City of Stillwater urgently requests the United States Congress to authorize and appropriate $ 2.695 million for the Federal share of the cost of constructing a new National Guard Armory in Stillwater, Minnesota on the land donated by the City. THEREFORE, the Clerk of the City of Stillwater shall be, and is hereby directed, to transmit three copies of this resolution to the Chairman and Ranking Member of the Military Installations and Facilities Subcommittee of the House National Security Committee, the Chairman and Ranking Member of the Senate Readiness Subcommittee of the Senate Armed Services Committee, Chairman and Ranking Member of the Military Construction Subcommittees of the House and Senate Appropriations Committees, and the Chairman and Ranking Member of the Military Construction Subcommittee of the Senate Appropriations committee, Senators Paul Wellstone and Rod Grams of Minnesota, Congressman Bill Luther, Representative, Minnesota 6th District, Lieutenant General Edward D. Baca, Chief, National Guard Bureau, U.S. Department of Defense, and Major General Eugene R. Andriotti, Adjutant General, Minnesota Army and Air National Guard.
