RESOLUTION NO. 94.. 68
THE CITY OF STILLWATER, MINNESOTA
WHEREAS, the retaining wall system built in 1937, on the St. Croix River at
Stillwater by the Works Progress Administration (WPA), was designed to protect the
City from flooding, and the riverbank from erosion; and
WHEREAS, the retaining wall system, the interstate lift bridge, Lowell Park, and
much of the commercial section of downtown Stillwater are all listed on the "National
Register of Historic Places. of the U. S. Department of Interior; and
WHEREAS, the wall system has severely deteriorated over the past 55 years.

of 250 square feet under the retaining wall, causing tlf8forwardmovement of the
upper wall, and resulting in the deterioration of the six Inch concrete slabs which form
the wharf; and
WHEREAS, it has been determined on the basis of core samples, that a large
section of the riverfront property was created by filling during the logging era creating
pockets of sawdust and wood debris fill, and resulting in soil conditions that are highly
suspect; and
WHEREAS, the trunk sanitary sewer system, and the lift station used by the City
Is located adjacent to the wall system, and would also be threatened in case of the
failure of the wall; and
WHEREAS, the United States Congress has appropriated $2.4 million of the
$3.2 million needed for the repair, reconstruction, extension, and expansion of the
levee wall system in the Energy and Water Resources Development Appropriations
Ad of 1994; and
WHEREAS, the City of Stillwater has set aside $400,000 for half of the 25%
non-federal matching funds required by federal law; and
WHEREAS, the Minnesota DNR recommended that the $400,000 State share of
the 25% non-federal matching needed, be appropriated in $200,000 Increments in FY
1994 and FY 1995; and
WHEREAS, the Minnesota State Legislature did Include $200,000 in the FY
1994 Bonding Bill as half of the State's share of the non-federal matching funds
needed for the project with the acknowlegement that an additional $200,000 would be
needed in FY 1995; and
n WHEREAS, the Stillwater flood control project Is listed as one of the top five
priority projects in the FY 1995 recommendations for funding by the MN DNR; and

WHEREAS, the bids have been advertised for the development of 'plans and
ifications' for the project by the U. S. Army Corps of Engineers, and will be
a arded in March, 1994.
WHEREAS, it is anticipated that the remaining $200,000 in State matching
f nds will be needed before another State Bonding Bill is enacted in order to avoid
y delay in the completion of the project.
NOW, THEREFORE, BE IT RESOLVED:
That the City of Stillwater urgently requests the Minnesota State Legislature to
a propriate $200,000 in the FY 1995 State Bonding Authority for the remaining State
atchlng funds needed for the $3.2 million project, to permit the repair, construction,
e ension, and expansion of the flood wall system on the St. Croix River at Stillwater to
ove forward, and avoid any delays in the project completion.
THEREFORE, the Clerk of the City of Stillwater shall be, and is hereby directed,
t transmit three copies of this resolution to the Chair of the Senate Finance
mmittee, the Senate Environment and Natural Resources Finance Division, the
ouse Capital Investment Committee, the House Environment and Natural Resources
In&nee Committee, the Commissioner of the Minnesota Department of Natural
esources, and the Governor of the State of Minnesota.
