A RBSOLUTION IN OPPOSITION
TO THE PAM NEARY GROWTH
HANAGBMI!NT ACT POR
WASHINGTON COUNTY
WHEREAS, According to M~tropolitan Council's preliminary population
forecasts for Stillwater, the City of Stillwater will grow by over 25\ from 1990
to 2010 from 13,882 to 17,400, and,
WHEREAS, Stillwater is more than 90\ developed with almost no vacant land
that has not been subdivided available for new development I and
WHEREAS, the current MUSA line does not recognize the approved growth area
and realities of growth pressure and the MUSA line should be enlarged
accordingly I and
WHEREAS, the Neary bill, by freezing the MUSA would frustrate all approved
growth forecasts and plans 'and thereby cause great economic hardship to land
owners who have made investments in anticipation of annexation and to the City
that has built core facilities in reliance upon approved growth forecasts I and

WHEREAS, the bill is ill advised and contrary to good sensei,
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. That the City Council go on record as being strongly opposed to the
proposed legislation.
2. That the resolution be sent to Representative Neary, Representative
Krenz, Representative Holsten, Senator Laidig and Senator Swenson.
Enacted by the City Council this ls1- day of pebruary, 1994.
