Nature Valley Grand Prix Stillwater Criterium Sunday, June 15,2008 Proposal for the City of Stillwater, Minnesota The Great River Energy Bicycle Festival is a five-day cycling event. The Festival includes activities ranging from professional bicycle racing to lots of options for kids and their families. This will be the Festival's eighth year and sixth year in Stillwater. The Festival's road racing events are organized into a series, titled the Nature Valley Grand Prix. The Grand Prix is part of the National Racing Calendar (NRC), USA Cycling's listing of the top professional races in the country. On its weekend, the Grand Prix is the most important bicycle race for pro cyclists in North America. Professional/Elite Bicycle Races in Stillwater The Nature Valley Grand Prix concludes with a race in Stillwater and that is regarded as "the most difficult bicvcle criterium in the United States!". For 2008, the Stillwater Criterium will be held much the same as before with some minor improvements to attract more spectators and racers and again will be the closing race to the weekend's events. The 2008 Stillwater Criterium will include just three divisions: pro/elite men, pro/elite women and advanced amateurs. In addition to the racing, we are planning an Hill Climb Time Trial for amateurs - seeing who can make it from Chestnut to Pine up Chillecothe Hill the fastest! This will be good entertainment! Schedule 10:30am - Streets closed 11 :00 - Amateur race (40 min.) 12:00 - Women's intro 12:10 - Women's elite race (45 min.) 1: 1 0 - Hill Climb Time Trials 1 :30 - Men's Intro 1 :45 - Men's elite race (60 min.) 3:30 - Streets open Associated Activities The audience for the Great River Energy Bicycle Festival is Minnesota and Wisconsin families. In addition to bicycle racing, the Festival organizers provide stunt riders, DJ music, an expo area with food vendors and kids' activities. Stillwater area groups are encouraged to add their own family activities to the Festival as the south neighborhood hosts a picnic in Triangle Park in conjunction with the race. StreeU1loadClosures A complete closure of the race course is needed to ensure safety for racers, spectators and residents. This circuit will be closed to traffic and free of obstructions (e.g. parked cars, dumpsters). Closure will last from llam to 3:30 pm. Resident Notification A key to a successful event is to minimize inconveniences for the residents. Pre-Event . Late Winter I Early Spring - Letters, schedules and course maps will be sent to all affected residents and businesses. The letters will include contact information for people wishing to discuss their concerns with the organizer. . Two weeks advance - A reminder will be delivered to the residents and businesses affected by impending street closures. . Day Prior to event - Street closure signs will be posted per Police Department guidelines. . Other - Press releases and maps will be sent to the Stillwater Gazette (among other media outlets). Posters and brochures will be distributed throughout the community. Event Day . Pedestrian crossings - Pedestrians can cross the course at many locations. . Detours - will be designated per Stillwater and Washington County guidelines. . Maps - Course marshals will provide course maps and schedules to motorists who ask for information. · Vehicle crossings - vehicles can cross the course under police or race director supervision (driving on the course during a race is prohibited for safety reasons.) . Vehicles on the course - If it is essential that a vehicle use the course during the event, they can do so before, between or after the completion ofthe races. Route Security Route security will be provided by a combination of police and volunteers. Every intersection will be staffed and police will be stationed at key intersections. Many of the comer marshals will be equipped with radios. Four police officers will be on duty. One each will be stationed at Chestnut/2nd, Pine/3rd and 3rdlChesnut. The fourth officer will "float". Construction Schedule A limited amount of event setup may be conducted on Saturday, June 14. This will primarily involve pre-placement of materials to be used the next day (e.g. barricades, snow fencing). Event setup will begin Sunday morning at 7 am and will be completed by llam. Road barricades needed to close the race circuit will be pre-placed on Friday or Saturday They will be pulled into place when needed (see above) and then pulled back when the roads open. Tear down will begin at 3:30 pm and should be completed by 6:00 pm. Most materials will be loaded into trucks immediately. Materials requiring pickup by vendors (e.g. road barricades) will be removed on Monday. Expo Area / Food Vendors In addition to the bicycle racing action, the Festival will have an expo area located in the parking lot located at the northwest comer of Olive and Second Street. The expo area is an addition that helps to attract more spectators by having bicycle industry and fitness related vendors, festival sponsors and food vendors. The expo should not affect parking as it is located inside the race course. The parking lot will be posted for no parking on race day. Typical setup of the expo area allows a vendor a lO'xlO' space with pop-up tent. Food vendors will typically sell sandwiches, cold beverages, coffee and ice cream. Any cooking with open flames or any significant power source will be coordinated with the fire department for any safety concerns. Parking To minimize congestion in downtown Stillwater, we will use the event web site and printed materials to encourage racers, volunteers, officials, organizers and anyone who is traveling to Stillwater specifically for the race to park in lots that are either inside the course or are up the hill (e.g. Lots 12, 13 & 14, as designated on ilovestillwater.com). We will also encourage people to travel to the event by bicycle and will provide a secure bike corral for their convenience. Requested City Support: Police: 4 officers onsite - Chief Dauffenbach and Craig Peterson are event contacts Medical Personnel: 2 EMT's onsite - Stuart Glaser is an event contact Streets Support: street patching and cleaning prior to race day Insurance The Nature Valley Grand Prix is permitted under USA Cycling, the national governing body of the sport of bicycle racing. Insurance is provided by USA Cycling's carrier, American Specialty Insurance Services of Roanoake, IN. The policy includes $1 million in liability coverage per incident and $4 million in excess liability in addition to other coverage. The City of Stillwater, sponsors and other participating parties will be named as "other insured" and will be issued certificates of insurance. Benefiting Charity All proceeds made from the Nature Valley Grand Prix will be benefiting our charity, Children's Hospitals. Organizing Body The Great River Energy Bicycle Festival is organized by Minnesota Bicycle Festivals, Inc. MBF is a non-profit corporation that was established specifically to create and manage bicycle racing events. The MBF officers, Board of Directors and the managers of all of the component events donate their services to support the Festival and Children's Hospitals. Hansen, City Administrator Date: 1/15/2008 Re: Preventive Maintenance agreement with Johnson Controls The maintenance agreement for HVAC at City Hall & Public Works expired on December 31, 2007. I have negotiated with Johnson Control and they have agreed to provide us with a three (3) year contract at the same price we have paid the last couple of years. We currently pay $10,931 for City Hall/Fire and $5,902 for Public Works. In addition, they have agreed to cut in half a $1,260.93 billing that has been is dispute. Johnson has provided excellent service and the pricing is fair. RECOMMENDATION: Enter into the three (3) year fixed price contract with Johnson Controls. " RESOLUTION 2008-06 APPROVAL OF PREVENTIVE MAINTENANCE AGREEMENT WITH JOHNSON CONTROLS BE IT RESOLVED by the City Council of Stillwater, MN that the contract between the City of Stillwater and Johnson Controls for the preventative maintenance of the HVAC systems at City Hall/Fire Department and the Public Works facility from January 1, 2008 to December 31, 2010, as on file with the City Clerk, is hereby approved and authorizes the Mayor to enter into and sign said agreement. Third St. StillwaterMN 55082 www.stillw aterli bra ry.org 2008 Capital Release #1 At its January meeting, the Board of Trustees passed a motion requesting that the City Council release funds for the following item from our approved 2008 capital budget. 3M StaffRFID workstation $3,750 MEMORANDUM To: Mayor and City Council ~f6 From: Shawn Sanders, Director of Public Works Date: January 10,2008 Subject: Water Monitoring Proposal DISCUSSION: Attached are the costs for water monitoring from the Washington Conservation District for areas that were addressed in the City's Lake Management Plan. The cost ofthe monitoring amounts to $7581.00. For Lily Lake, the city has been paying for monitoring for phosphorous, secchi depth and chlorophyll for the past several years in the amount of$1200. Additional monitoring is recommended for the lake to measure the internal phosphorous release. This would be an additional cost of $1300. New water quality monitoring is recommended for Brick Pond, in the amount of$959. Middle St. Croix River WMO has indicated there is a possibility that this cost would be paid for by them. A formal request will be made at their next meeting in February. For Lake Mckusick, bi-weekly samples are taken and monitored through the Met. Council's Camp Program (Citizen Assisted Monitoring Program) and the Middle St. Croix River WMO. One new test is recommended for the lake that would measure the internal phosphorous release. This test would be an indicator to see if the phosphorous is coming from the sediments in the lake. This cost is $4074. Other monitoring includes the Browns Creek Tributary from the diversion structure to Jackson WMA Pond. Monitoring along the tributary would aid in finding potential sources of the phosphorous source into annexation area. Samples at three different locations along the tributary will be taken through out the year. Browns Creek Watershed District has indicated that will pay for this cost. For, 2008, $25,000 was budgeted in the storm sewer fund under contractual which would include these monitoring costs. MEMORANDUM TO: Stillwater City Council Shawn Sanders, Public Works Director/City Engineer FROM: Travis Thiel, Water Resource Specialist DATE: January 3, 2008 RE: Requested Monitoring Activities and Costs Related to Lake Management Plans On December 21, 2007, Mr. Shawn Sanders and I discussed the options and costs of water monitoring tasks recommended to City by the City of Stillwater's Lake Management Plan Report. The monitoring recommendations in the plan outlined the following monitoring activities to pursue: Lily Lake Measure internal phosphorus release in Lily Lake Monitor water quality in Brick Pond Monitor water quality in Lily Lake McKusick Lake Identify any phosphorus loading sources between Long Lake and the Brown's Creek diversion structure and the northwest annexed area and the diversion structure Measure internal phosphorus release in McKusick Lake Monitor water quality in McKusick Lake At the request of Mr. Sanders, I have put together costs associated with these tasks for the 2008 City of Stillwater monitoring work plan (see attached table). Since these projects are directly adjacent to each other, it will be cost-effective to bid and construct them together. It is anticipated that bids will be opened on February 15th and presented to Council at the February 19th meeting. The Lily Lake Parking Lot reconstruction project involves reconstructing the pavement ofthe ice arena parking lot and the entrance and exit. The cost estimate for the Lily Lake parking lot project is $197,000 which will be funded by Capital Outlay Bond Proceeds and the Storm Sewer Fund. The Driving Park Ravine project is to correct an erosion wash-out on the slope above Lily Lake. The washout will be restored and a storm sewer pipe will be installed to convey runoff down the slope to a constructed sediment basin adjacent to Lily Lake. The cost estimate for the Driving Park Ravine project is $37,000 which will be funded by Capital Reserves. RECOMMENDATION It is recommended that Council approve the plans and specifications for the Lily Lake Parking Lot Project (2006-03) and the Driving Park Ravine Project (2006-07) and order advertisement for bids for the projects. The City Clerk is ordered to prepare and cause to be inserted in The Gazette and in the Construction Bulletin an advertisement for bids upon the making of the improvement under the approved plans and specifications. The advertisement shall be published once in the Stillwater Gazette and in the Construction Bulletin, shall specify the work to be done, shall state that bids will be received by the City Clerk until Friday, February 15th, 2008, at 10:00 a.m. at which time they will be publicly opened at City Hall by the City Engineer; will then be tabulated and will be considered by the Council at their next regular Council meeting on February 19th, 2008, in the Council Chambers. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the Clerk for ten (10) percent of the amount ofthe bid. They have recommended that Erica Fultz be appointed to the commission to balance the commission's ward representation. Council should be aware that Ms. Fultz is a relative of Mr. Peroceschi who is also on the Planning Commission; however, there is no prohibition of family members serving on the same commission in the City's Charter. ORDINANCE NO.: AN ORDINANCE AMENDING STILLWATER CITY CODE ~51-5 "SNOW EMERGENCIES" The City Council of the City of Stillwater does ordain: 1. AMENDING. Section 51-5, Subd. 5, "Calendar Parking" of the Stillwater City Code is amended by enacting subparagraph (7) as follows: "(7) After all snow has been cleared, parking is allowed on North William Street from North Street to a point 120 feet north of North Street." 2. The ftrst proposal, submitted by Barry Stack and Joe Anez, proposes a two phase project, the ftrst phase being a survey for a ftxed fee of $26,000. The second phase, involving a Wisconsin District Court proceeding to judicially set the boundaries, at $11,000, for a total project estimate of $37,000.00. A second proposal was submitted by Stevens Engineers of Hudson, Wisconsin. They do not propose an estimate of services for a judicial proceeding, but propose services for a boundary survey at an hourly basis, estimated to be between $5,000.00 and $6,500.00 with reimbursable costs estimated at $350.00. This estimate is not a ftxed estimate and actual hourly charges are proposed to be billed at the Engineering Firm's standard hourly rate. >::- , The third proposal was submitted by BDM Consulting Engineers and Surveyors, PLC of St. Paul. They proposed the completion of the boundary survey for an estimate of $4,500.00 with a not to exceed figure of $5,000. Since BDM proposes the lowest guaranteed cost for the survey work and provided evidence of competency and qualifications, it is recommended that the City contract with BDM for the proposed services on a "Not to Exceed" basis of $5,000 for completion of the boundary and certificate of survey for the Wisconsin property. With regard to legal fees. Since litigation is not involved at this time, my work associated with managing the project will be considered part of my retainer obligations and not separately billable. This would involve negotiations with ad joiners, if necessary, in preparation of any needed deeds or other instruments. If it is necessary to bring an action in the District Court of St. Croix County to determine the boundaries of the property and set judicial monuments, which is work outside of my retainer, I will discuss that phase of the project with the City Council before any work begins on a lawsuit and provide an estimate of costs for litigation at that time. Hopefully, litigation can be avoided. Once that estimate is established, the City Council will decide whether to continue with the project or not. This memo is an update on the work completed to date. In order to create the firm estimate, LSA is working with staff and property owners to create a ramp that fits on the site with a maximum number of parking stalls while minimizing or avoiding impacts to the bluff, pocket park and abutting buildings and uses. · At this point no architectural concepts have been addressed · A preferred preliminary option is emerging. · The footprint of that option can be seen in the attached air photo entitled Option 1. It shows surface parking on 3rd Street; a ramp facility on 2nd Street between the Lowell Inn and Rivertown Commons, and a parking deck bridging the bluff between 2nd and 3rd Streets. · From the attached stall layout plan for the preferred option it can be seen that about 348 stalls would be built. [Currently the combined existing surface parking in the Trinity lot, the Lowell Inn lot and the City lot is about 100 spaces. Therefore, the preferred option would net about 250 parking stalls.] · Other design options, some of which are attached, have been eliminated for various reasons. Those reasons include a project cost that would exceed available revenues, and disturbance of the bluff. · The first look at facility cross sections in relationship to surrounding buildings and physical features are attached. · The height of the preferred ramp option would be 36 feet. She didn't see a scalpel in her future —rather she dreamed of deep white powder and the lovely sound of the skis on a black diamond. Saterbak was a two-time Minnesota High School state ski racing champion. In addition to being a member on the Buck Hill Ski Team under renowned coach, Erich Sailer, Saterbak was ranked nationally in slalom and named to the United States developmental ski team. An ankle injury eventually forced the decision to switch gears, opting for the challenging career of sports medicine. These days, despite her demanding career, Saterbak still carries a hefty ski schedule. Skiing now is about family fun, about keeping up with her husband and five year old daughter. When asked which ski trips she looks forward to most this year, the answer is quick and concise: "Vail, Vail, and Vail." Saterbak's most memorable moment from last year's ski season was witnessing Marlee ski nearly all of Vail at just four years old. "Watching my daughter take on the sport and say that she wants to ski with me is the biggest gift ever. We wanted to include her from the beginning so that she knew she was involved." Life has gone full circle in some ways for Saterbak. At one point she was con- tending for a spot on the United States Ski Team —now she is their consulting physician. Her duties regularly take her to ski events in Colorado or Europe. "I know what to expect on the moun- tain. I am equipped with the emergency pack on my back plus walkie-talkies when I am helping to facilitate a lot of the care.
