Joint Planning Board Members Present: David Johnson, chair; David Francis; Terry Zoller
Planning Commission Members Present: Jerry Fontaine, chair; Glenna Bealka; Russ
Hultman, Darwin Wald, Tom Weidner and Terry Zoller (member of both bodies)
Mr. Fontaine called the meeting to order at 7:10 p.m. and introduced Joint Planning
Board/Planning Commission members in attendance.
Mr. Russell reviewed the process to date, including amending the city's Comprehensive Plan, the
orderly annexation agreement between the city of Stillwater and Stillwater Township; and the
AUAR review of the annexation area. He said the proposed development plans are consistent
with the Comprehensive Plan in all major areas. The plans have been reviewed by the city's Park
and Recreation Board.
Marc Putnam reviewed the development plans for Liberty on the Lake (Newman property). He
talked briefly of housing types, open space/parks, density, setbacks, and the 6.2-acre commercial
site. He stated the developers would like to take advantage of the ordinance allowing accessory
structures. He also stated that the developers would provide for 280 percent reforestation.
Dan Herbst reviewed the development plans for Legends of Stillwater (Staloch property). He
said the intent is to construct 156 housing Q?''?@9/afl@f a period of three years; traditional housing
design would be encouraged. Park/open space makes up 22 percent of the development. Forty
significant trees which would be lost will be replaced with 470, he said. He also briefly
addressed plans for a trail system.
Roger Tomten of Tomten Environmental Design reviewed goals in the city's Comprehensive
Plan and outlined some draft design guidelines relating to parks, streetscapes, intersections,
residential building guidelines, building facades, residential garages, setbacks and landscaping.
Glen Van Wormer, SHE, reviewed traffic/circulation. He stated that traffic concerns had been
addressed extensively. Specifically, he reviewed plans for 62nd and 72nd streets, access from
County Road 15 and County Road 12, and the access to the new elementary school. He also
addressed internal traffic circulation and the proposed width of roadways. Joe Lux, Washington
County public works, said there is some concern regarding the proximity of the school entrance
to the Highways 15/12 intersection where a traffic light might be needed in the future. In general,
Mr. Lux stated most traffic concerns had been pretty well met.
Klayton Eckles, city of Stillwater engineer, explained plans for extension of water/sewer to the
area. He stated there are some concerns regarding the internal storm sewer plans which may
require some redesign. He stated he had just started the review of the grading plans.
Sherrie Buss of Bonestroo, Rosene, Anderlik gave a brief overview of the AUAR and mitigation
plan. She listed several areas of concern. The amount of impervious surface is of concern. A

significant issue, she said, is the requirement for a forest protection plan; the developers have not
yet provided such a plan. Also she said it is the recommendation that native species be used to
replace vegetation that is lost; she noted the plans for the Liberty on the Lake development list
some aggressive, exotic species which would be contrary to the AUAR recommendations. Also
she said, the AUAR recommends a 25-50' buffer along the lakeshore to protect from runoff. It is
also recommended that planting along ponding areas mimic natural wetlands.
Molly Shodeen of the Department of Natural Resources stated the plans need to be reviewed
further for compliance with the state density/setback requirements for shoreline developments.
She noted that ancillary structures above garages, which would be permitted according to the
draft design guidelines, would be considered additional dwelling unit according to DNR
standards. She stated she needed to spend more time reviewing the plans with Mr. Russell and
the developers.
Laurie Maher, chair of the Friends of Long Lake Association, listed several goals/concerns:
keeping as much of the oak forest preserved as possible; identification of wetlands; and keeping
the trail system as unobtrusive as possible.
Ned Gordon, 2970 Marine Circle, questioned whether the walk-outs proposed in the Liberty on
the Lake development would be in compliance with the city's bluffland ordinance; whether there
has been any consideration given to measuring the volume of runoff vs. the rate of runoff to
Long Lake; and whether the proposed park dedications meets the city's requirements.
Mr. Francis asked about the DNR's 86&bW0Eegarding compliance with the shoreline
development requirements. It was noted that Mr. Russell will meet with the DNR and developers
to adress that concern. Mr. Francis noted that the zoning amendment for the annexation area will
include shoreland requirements and must be approved by the Joint Board.
Mr. Francis also asked if there are any alternatives to the proposed traffic circle/turnaround
entrance to the elementary school. Mr. Lux stated it is the proximity of the traffic circle to the
Highway 12/15 stop sign that is of concern. Homer Tompkins, one of the Liberty on the Lake
developers, suggested another meeting may be needed regarding the traffic circle. Mr. Tompkins
also stated he would like to meet with staff and Mr. Tomten regarding the draft design
guidelines.
David Johnson said he was in favor of the traffic circle concept and made a suggestion regarding
the stacking of buses in the morning. Mr. Johnson asked about runoff to the north of the
development. Mr. Eckles said a small volume will go north from the school, most will come
through Long Lake, as recommended by the AUAR.
Tom Weidner asked about the volume increase vs. rate of runof£ An engineer from the Cudd
developers addressed the proposed cfs.
Ms. Maher asked about plans for 72"a Street. Mr. Van Wormer explained that the street would
not be a major carrier for through traffic.

Mr. Fontaine reviewed tentative dates for future actions on the development plans. Tentative
dates include a public hearing on Jan. 19 conducted by the Planning Commission, a Jan. 28
meeting of the Joint Planning Board, with the plans going to the City Council on Feb. 3.
Mr. Wald, seconded by Mr. Hultman, moved to adjourn the meeting at 10 p.m.
