August 26, 2024
REGULAR MEETING 7:00 P.M.
Chairman Macswain called the meeting to order at 7:00 p.m.
Present: Chairman Macswain, Commissioners Haveles, Larson, Lehmann, Quie,
Councilmember Polehna
Absent: Commissioner Hanson
Staff: Parks Superintendent Rogness
APPROVAL OF MINUTES
Possible approval of minutes of June 24, 2024 meeting
Motion by Commissioner Quie, seconded by Commissioner Larson, to approve the June 24, 2024
meeting minutes. All in favor.

DISCUSSION ITEMS
Staff Updates
Superintendent Rogness reviewed the 2025-2034 Capital Improvement Plan (CIP).
Commissioner Quie asked about the Pioneer Park bandshell, and Mr. Rogness answered the
repairs slated for 2025 will include blocks, possibly the ceiling and floor, adding more
electrical power, and landscaping.
Commissioner Haveles noted the sunken portion of Pioneer Park in the center could be
improved; he would like to see a more cohesive integrated approach to this area.
Councilmember Polehna stated the sunken portion is a foundation of an original house which
was left for historical purposes.
Mr. Rogness stated that portion is difficult to maintain, and Commissioner Quie said either the
home foundation should be made "historic", or the area should be improved.
Councilmember Polehna noted that the City Council voted to move ahead on a half percent
sales tax which will finish the upgrade of Aiple house at Lumberjack Landing, riverbank
stabilization, Bridgeview Park, and renovation of the gazebo downtown.
Parks and Recreation Commission Meeting
August 26, 2024
Commissioner Haveles suggested relocating the gazebo where it won't be impacted by
flooding, and Councilmember Polehna replied the State Historic Preservation Office (SHPO) is
very restrictive on what is allowed on nationally -registered structures.
Commission Member Updates
Commissioner Quie asked about concerns brought up by pickleball players.
Mr. Rogness said some pickleball groups or individuals have complained that the City has so
many hours available to one particular pickleball group at the new pickleball courts at
Northland. They are not part of that group and just want to play pickleball with friends. The
courts are heavily used, as the sport is very popular.
Commissioner Lehmann asked if the CIP should include more pickleball courts.
Motion by Commissioner Quie, seconded by Commissioner Lehmann to bring this topic up in
March 2025. All in favor.
Chair Macswain asked about Friends of Lily Lake inviting the Commission or the Council to a
meeting, and Mr. Rogness said he told them the Commission would be happy to meet.
ADJOURNMENT
Motion by Commissioner Lehmann, seconded by Commissioner Haveles to adjourn. All in favor.
The meeting was adjourned at 7:32 p.m. After adjournment, the Commission toured Bridgeview
Park, Lot 15 (Skatepark Location) and Sunrise Park.

Timeline
• 2014: The Bridgeview Park master plan is updated over a six -month -period.
• 2016-2017: The City evaluates site conditions at Lumberjack Landing and
develops a preliminary site concept plan, based on input from stakeholders, City
staff and elected officials.
• March 2020: City gathers guidance and feedback from local, state and national
agencies about the Lumberjack Landing concept and possible improvements.
• 2020: Residents provide feedback online using an interactive mapping tool.
• Residents expressed interest in paddle sports, hiking trails along the river,
beach access, fishing and restoration.
• More than half of the people surveyed said keeping the existing Aiple
residence is important or very important.
Timeline
• 2021: Stillwater resident Geri Freels graciously donates $1 million to help
fund the rehabilitation of the Aiple residence.
• 2021-2023: City develops the "Riverfront Renewal" plan to invest $13.5
million to expand access and recreational activities at Lumberjack Landing
and Bridgeview Park.
• 2023: The City secures $6 million in state bonding funds from the MN
Legislature to help pay for various projects at both Lumberjack Landing and
Bridgeview Park.
• The Minnesota Legislature authorized the City of Stillwater to seek voter
approval of a local half -percent sales tax to raise $6.2 million to support the
project.
• 2024: The city approves ballot language for the November 2024 ballot
seeking a half -percent sales tax for a 10-year period.
The Cost
• The $13.5 million "Riverfront Renewal" investment plan would be
supported through four funding sources:
• Local half -percent sales tax: $6.2 million over a 10-year period, plus interest
and financing costs.
• Funding from State Legislature: $6 million in state bonding funds approved
in 2023.
• Donations and grants: $1 million private donation, $50,000 grant from the
MN Department of Natural Resources and $50,000 from the Legacy Fund.
• City contributions: $179,000 for renovations to the Aiple house and
vegetation management.
