ORDINANCE NO. 501
AN ORDINANCE REGULATING THE DISPOSAL OF LIQUID WASTE AATERIALS INTO THE
SANITARY SEWER SYSTEM.
THE CITY COUNCIL OF THE CITY OF STILLWATER DOES ORDAIN:
SECTION 1. LICENSE REQUIRED. No person or firm shall dispose of any
substances removed from any privy, privy box, cesspool, septic tank or other
vault used as part of a sanitary sewer system into the sanitary sewers of the
City without first having obtained a license to do so from the City.
SECTION 2. APPLICATION. All applications for a license as described above
shall be accompanied by a statement showing:
a. Name and address of applicant
b. Description of the equipment to be used for the transport of
sanitary sewage
c. Number of vehicles owned or used by the firm engaged in the transport
of sanitary sewage
d_ Evidence of possession of a bond in the penal sum of $1,000
conditioned •:Pon compliance with all laws of the State and
Ordinances of the City pertaining to the business of the removal,
transporting and hauling of sanitary sewage.
SECTION 3. LICENSE FEE. The annual fee for each license shall be $25.00
and each license shall expire one (1) year from the date of issuance.
SECTION 4. PERMIT REQUIRED. No duly licensed person or firm shall dispose
of any sanitary sewage into the sanitary sewer system of the City without first
having obtained a permit from the office of the City Clerk. Said Permit Pee
shall be $5.00 for each full or partially full vehicle which is emptied into the
system. All Permit Fees received pursuant to this Section shall be paid into the
Sanitary Sewer Revenue Fund of the City.
SECTION 5. EQUIPMENT. Sanitary Sewage transported pursuant to this Ordinance
must be conveyed to the place of disposal in tanks or other receptacles constructed
of a metal or other non -porous material provided with at least two manholes on
the top thereof and an outlet on the bottom, adequately capped to prevent any
leakage.
SECTION 6. LOCATION AND STORAGE OF EQUIPMENT. No person or firm shall place,
keep. store or maintain any wagons, vehicles, receptacles, containers, vessels
or utensils used in connection with his business in any place in the City without
having first obtained a permit to do so from the City Council. No receptacle,
container, tank or v%.icle containing any sanitary sewage may be stored overnight
in the City.
SECTION 7. SPILLING. No sanitary sewage shall be allowed to spill, splash,
leak, or become deposited on any public street or alley or on the surface of the
ground.
SECTION 9. ON LAND DISPOSAL PROHIBITED. No sanitary sewage which has not taan
at least partially treated to re: eve its septicity shall be allowed to be disposed
of on any land within the City.
SECTION 9. PROHIBITED WASTES. No wastes (liquid or solid) prohibited by the
Regulations of the Metropolitan Sewer Board shall be allowed to be deposited in
the sanitary sewer system of the city.
SECTION 10. TIME AND LOCATION OF DISPOSAL. No sanitary sewage shall be
emptied into the sanitary sewer system of the city except at such times and at
such locatsons as may be designated by the Director of Public Works.

SECTION 11. PENALTY. Any person convicted of violating this Ordinance
shall be considered to have commited a misdemeanor and shall become subject
to the applicable penalties therefor. Such penalty may be imposed in addition
to the revocation or suspension of license.
SECTION 12. EFFECTIVE DATE. This Ordinance shall be in full force and
.effect from and after its passage and publication according to law.
