HomeMy WebLinkAbout0481 Ord (Regulating Traffic & Parking During Snow Emergencies, Calendar Parking)• • ORDINANCE NO. 4B1 AN ORDINANCE REGULATING TRAFFIC AND PARKING DURING SNOW EMERGENCIES AND PROVIDING FOR A SYSTEM OF CALENDAR PARKING. THE CITY COUNCIL OF THE CITY OF STILLWATER DOES ORGAIN: SECTION 1. SNOW EMERGENCY ROUTES -DESIGNATION. 1.01 The following streets are hereby designated snow emergency routes: South Third Street from Myrtle Street to Churchill Street West Churchill Street from South Third Street to South Greeley Myrtle Street from Main Street to Greeley Street North Fourth Street from Myrtle Street to Wilkins Street Pine Street from South Third Street to South Greeley Street Greeley Street from Myrtle Street to West Anderson Street West Anderson Street from South Greeley to South Everett e 1.02 On each street designated as a snow emergency route, permanent signs shall be erected on each side of the street or avenue at reasonable intervals. which signs shall bear the words "Snow Emergency Route". These signs shall be distinctive and uniform in appearance and shall be visible to persons traveling on the street or highway. SECTION 2. SNOW EMERGENCY PARKING PROCEDURES. 2.01 Whenever the Superintendent of Streets, or his representative, determines that existing weather conditions or forecasted weather conditions require that traffic be expedited or snowplowing be carried out on certain route as designated above. he shall put into effect the snow emergency prohibitions established by this article by declaring, that a snow emergency exists. Said announcement shall be given over WAVN Radio Station and by such other means as the Street Superintendent deems practical. 2.02 Notwithstanding the provisions of subdivision 2.01 hereof, a snow emergency automatically exists on any part of any snow emergency route on which there has been an accumulation of snow and ice of one inch or more for one hour or more between 6:00 A. M. and 11:00 P. M. on any day. 2.03 Once in existence, a snow emergency under this article shall remain in effect until terminated by announcement of the Superintendent of Streets with this article. 2.04 All persons shall within one hour after the public announcement of such snow emergency as provided in Section 2.01 or accumulation of snow or ice as provided in 2.02 remove their motor vehicles from all snow emergency routes and thereafter it shall be unlawful to park on streets so designated until the snow removal operation is completed in the area involved. 2.C5 Any vehicle found in .iolation of any of the provisions of this Ordinance may be immediately removed and impounded by any police officer or any duly authorized person and shall be surrendered only in accordance with the procedures outlined in Ordinance No. 435. 2,e4 All emergency and official vehicles responding to an emergency call, including doctors' automobiles, shall be excluded from the provisions of this ordinance. 2.07 whenever the Superintendent of Streets or his representative, shall find that some or allhe ay conditions thatwhich the snow emergencythe hasnterminated, ow emergency no longer exists, may declare in whole or in part, effective immediately upon announcement. • 30-8 ORDINANCE NO. 481 ( continued) • • SECTION 3. SNOW EMERGENCIES - OPERATION OF VEHICLES. 3.01 No person operating a motor vehicle on a snow emergency route, when a snow emergency exists, shall allow such vehicle to become wholly or partly stalled because the drive wheels thereof are not equipped with tire chains or snow tires. 3.02 No person operating a motor vehicle on a snow emergency route, when a snow emergency exists, shall allow such vehicle to become stalled because the motor fuel supply is exhausted or the battery has become inoperative. 3.03 whenever a vehicle becomes stalled for any reason, whether or not in violation of this article, on a snow emergency route, when a snow emergency exists, the operator of such vehicle shall take immediate action to have the vehicle towed or pushed from the roadway of such snow emergency route. No person shall abandon or leave his vehicle in the roadway or a snow emergency route when a snow emergency exists. SECTION 4. PARKING LOTS. Parking in public parking lots in the City shall be regulated by temporary signs prohibiting parking therein erected by the Street Superintendent as the need for the same arises in order to facilitate snow removal in those areas. SECTION 5. CALENDAR PARKING. 41,,,;..„C*Itr 5.01 Except in areas herein designated as Snow Emergency Routes, all persons parking vehicles on streets and highways shall park such vehicles 1 according to the following system from November first through April first of X each winter season: •y Beginning 12:01 A. M. on November first and until the end of the week in 3 which November first falls and during every second week thereafter until midnight April first, vehicles shall be parked on that side of the street or avenue which abuts premises, whether improved or unimproved, that are or may be identified hitwithreference to odd numbered addresses. During the week following the week in which November first falls and during every second week thereafter until midnight April first, vehicles shall be parked on that side of the street or avenue which abuts premixes, whether lit improved or unimproved, that are or may be identified with reference to even numbered addresses. 5.02 Every Sunday between the hours of 7:00 P. M. and midnight shall be a changeover period and the provisions of this section shall not be inforce during such time. 5.03 For purposes of this section, the term "week" shall designate a period beginning and ending on midnight Sunday. (11:59 P. M.) SECTION 6. REPEAL.. Ordinance No. 380 of the City of Stillwater and all other ordinances or parts thereof inconsistent herewith are hereby repealed. SECTION 7. PENALTY. Any person who shall do any act forbidden or fail to perform any act required in this ordinance shall be guilty of a misdemeanor and upon con- viction thereof shall be punished by a fine of not to exceed $300.00 or by imprisonment in the county jail for not more than ninety days.
