HomeMy WebLinkAbout0448 Ord (Licenses for Work Within City)305 • • ORDINANCE NO. 448 AN ORDINANCE FOR THE LICENSING OP INDIVIDUALS, FIRMS, CORPORATIONS, CON- TRACTORS AND SUBCONTRACTORS DOING OR PERFORMING WORE WITHIN THE CITY OF STILLWATER The Council of the City of Stillwater does hereby ordain: Section 1. It is deemed to be in the interest of the public and the residents of the City of Stillwater that the work involved in building, alteration and construction be done only by individuals, firms and corpora- tions that have demonstrated or submitted evidence of their competency to perform such work in accordance with the applicable codes and ordinances of the City of Stillwater regulating the same. Section 2. No person shall perform work for which a permit is required under Ordinance #336 of the City of Stillwater and Ordinances amendatory thereto unless he or his employer holds a license issued under the provi- sions of this Ordinance. A license shall be required for any person engaged in the following business or works (1) General contractors in the business of building construction, alterations or repair. (2) Masonry and brick work. (3) Roofing (4) Moving and Wrecking of Buildings (5) Sign erection, construction and repair, including billboards and electrical signs. (6) Excavators (7) Plastering, stucco work, sheetrock taping. (8) Painting Contractors r* y- o .r9 G:.,-K=-„ e+> a. — r.> . Section 3. Application for such license shall be made to the City Coun- cil and shall be granted by the Council upon proof of applicant's qualifica- tions therefore, and upon filing writhe City Clerk a Certificate of Insurance evidencing the holding of public liabiity insurance in the amount of $25,000.00 per person and $50,000.00 per accident for bodily injury or death, and $5,000.00 for property damage, said Certificate of Insurance to provide for notice to the City of cancellation of the same by the issuing agency. M537 �•• 0^-49- Section 4. License Fee. The annual fee for each license shall be $25.00 s4193 and each license shall expire on the lst day of January following the date of issuance. Section 5. The owner of any property may perform work on property which he occupies so long as the work, when performed, is in accordance with the Codes and Ordinances of the City of Stillwater and for such purpose a permit may be granted to such owner without a license as herein required. Govern- ment units shall not be required to obtain licenses for work upon, or in con- nection, with their own property. Manufacturers shall not be required to obtain licenses for work done to equipment as part of the manufacturing process. Section 6. Revocation. The City Council shall have the power to suspend or revoke the license of any person licensed under this Ordinance whose work is found to be improper or defective or so unsafe as to jeopardize life or property provided that the person holding such license shall be given twenty days notice of intention to revoke same and upon application therefore shall be granted the opportunity for a hearing before the Council before such action of revocation is taken. • A x 306 Section 7. This Ordinance shall not be construed to affect the responsi- bility or liability of any licensee for damages to person or property caused by his work. The city council of the City of Stillwater shall not be held as assuming any liability by reason of the licensing of persons, firms, or corporations engaged in such work. Section 8. Any person, firm, or corporation who shall violate any of the provisions of this Ordinance shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than $300.00 and by imprisonment of not more than ninety days. Section 9. This ordinance shall be in force from and after ite pub- lication according to law.
