HomeMy WebLinkAboutResolution HPC2024-16 RESOLUTION GRANTING DESIGN APPROVAL FOR A DWELLING LOCATED IN THE NEIGHBORHOOD CONSERVATION DESIGN REVIEW DISTRICT FOR 1904 5TH STREET NORTH (CASE NUMBER: CD2024-035)City of Stillwater Washington County, Minnesota RESOLUTION HPC 2024-16 RESOLUTION GRANTING DESIGN APPROVAL FOR A DWELLING LOCATED IN THE NEIGHBORHOOD CONSERVATION DESIGN REVIEW DISTRICT FOR 1904 5TH STREET NORTH (CASE NUMBER: CD2024-035) WHEREAS, the City of Stillwater received a design review application from Frankie Peterson ("Applicant") and Karen Kramer ("Property Owner"), located 1904 5` Street North, legally described as in Exhibit A (the "Property"), regarding the construction of a new single family dwelling located in the Neighborhood Conservation Design Review District; and WHEREAS, on September 18, 2024, the Heritage Preservation Commission for the City of Stillwater considered the request. NOW, THEREFORE, BE IT RESOLVED, that the Heritage Preservation Commission of the City of Stillwater hereby approves the design for the construction of a new single-family dwelling in the Neighborhood Conservation Design Review District. The approval of the design is based on the following findings: The proposed design meets the requirements of the Stillwater Design Guidelines 1. The proposed building alteration or new construction, including its appurtenances, does not materially impair the architectural or historic integrity of the building and site, adjacent buildings and sites, or the neighborhood as a whole. 2. The proposed building or site alteration or new construction is compatible with, and will ensure continued significance and integrity of all properties within the historic district based on the period(s) of significance under which the district was designated. 3. Granting the design permit will be in keeping with the spirit and intent of this chapter and does not negatively alter the essential character and significance of the building, site, and its surroundings. Conditions of Approval: 1. Prior to Construction of the New Dwelling the Plat ("Frankie Valley") must be recorded at Washington County. 2. Plans shall be consistent with the plans included in the report brought forth to the Heritage Preservation Commission on September 18, 2024. 3. Applicant shall replace at least 4 trees per City Code Section 22-3 Tree and forest protection (e) Tree Replacement Plan. 4. All minor modifications to the plans shall be approved in advance by the Community Development Director. All major modifications shall be approved in advance by the HPC. Determination of the distinction between "major" and "minor" is defined in the Zoning Ordinance. 5. Design approval does not constitute final approval. The Applicant must secure proper permits and approvals from the City. 6. The Applicant shall submit a final cut sheet and palette for the proposed building materials for review and approval by Staff prior to issuance of the Building Permit. 7. Prior to issuance of Building Permit, the Applicant shall submit final architecture plans showing consistent window sizing for the proposed windows for review and approval by Staff. 8. Prior to issuance of Building Permit, the Applicant shall submit a final architecture plan showing an attempt at creating a main entry way for the dwelling that suggests a separation from street to dwelling, per Design Guidelines, for review and approval by Staff. 2024.
