All in favor. OPEN FORUM There were no public comments. CONSENT AGENDA There were no items on the Consent Agenda. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Update on Planned Lot 8 Reconstruction and River Market Co-op Parking Lease Community Development Director Gladhill stated that River Market Co-op is requesting an amendment to the lease for Parking Lot #8a. The existing lease dated December 7, 1999 provided an initial 20-year term with three additional 10-year extensions at a rate of $1/year for 50 spaces, and also included an assessment for a portion of costs of reconstruction of Lot #8. The City is planning to reconstruct Lot #8 in 2024. In discussing the cost allocation, River Market instead offered amendments to reduce the number of stalls reserved and pay applicable parking fees (in lieu of the $1/year current rate). He reviewed the terms of the proposed lease. Staff believes the proposal is fair, as it would open up 25 stalls to general public parking. Staff recommends approval and plans to bring a full lease amendment to the City Council on April 2. Sara Morrison, General Manager of River Market Co-op, said there have been many meetings about the proposed lease amendments. Commissioner Lentz asked who would be responsible for signage, and Mr. Gladhill replied River Market will be responsible for signage and enforcement. Chairman Glynn asked if the narrow walkway into the parking lot will be redone, and Mr. Gladhill said he will check with the City Engineer. Downtown Parking Commission Meeting March 21, 2024 Page 2 of 2 Motion by Commissioner Rheinberger, seconded by Commissioner Kaufer, to recommend that the City Council approve the lease amendments as proposed. All in favor. FYI/STAFF UPDATES Update and Discussion on Downtown Parking Changes Implementation - Additional Credit Card Terminals, South Main Street Loading Zone Pilot Study Mr. Gladhill updated the Commission on several items: hourly parking payments are going well and generating a net increase in revenue. The number of parking permits added to the system was far more than anticipated. City staff are working with the soon to be new owners of the apartment complex next to the parking ramp to have the new owner manage all of their allotted parking permits. A major sales tax audit revealed that the City was not collecting all the right sales taxes for downtown parking, so the City may need to pay about $40,000 depending on the interpretation of the regulation. Two new credit card terminals are ready to install. There are many fraud sites purporting to be “Stillwater Passport App.” The request from the Loft at Studio J to stripe a 3-4 space loading zone on Main Street has been submitted and the City is awaiting a decision from MnDOT. Commission Work Plan Mr. Gladhill provided the current work plan. Commissioners noted that in general, the Commission could focus on improving communication with downtown users and businesses on a number of parking topics including fake apps, identifying parking zones, parking passes and employee parking. Mr. Gladhill said next month’s meeting could be a strategy session on the work plan to identify the top priorities. COMMISSION REQUESTS Chairman Glynn asked about the Aiple property and parking lot construction timeline. Mr. Gladhill explained the Aiple property development as Lumberjack Landing is part of about $8 million in a package of riverfront improvements being partially funded through $6 million in State funding. The City hopes to begin construction in 2025. River Grove School was granted exclusive daytime use of that parking lot on a temporary basis by the City Council. Commissioner Rheinberger asked for a Lumberjack Days update, and Mr. Gladhill replied that the Locals are passing the torch and the City is working with another entity to handle the event. Mr. Gladhill also stated the gravel parking area on the south end near Bridgeview Park that is now used by a private business will go away in 2025 when the City improvements are started. Commissioners agreed that when the gravel parking goes away, those cars will have to park somewhere and the Commission should start start thinking about options. NEW BUSINESS Work Plan Discussion Community Development Director Gladhill provided the most recent work plan and asked what the Commission would like to focus on for the next calendar year. He noted past discussions of the need for better communication materials and signage, and on street parking. Councilmember Junker suggested closely monitoring the impact of the pay parking implemented last September. He also said the City now must pay sales tax on pay parking, due to a state law requiring that unless parking spaces are identified and numbered, the entity must pay sales tax. The City has engaged its legislators to look into it. Commissioner Havir asked if there is a relatively inexpensive quick fix such as numbering each stall, and Councilmember Junker replied that is not clear yet. Mr. Gladhill noted that far more would be spent monitoring a numbered parking stall system, even if it was in-kind staff time. It’s more cost effective to pay the sales tax which is about $10,000 per year. He recommends focusing on increasing wayfinding and customer service signage, short term home rental parking, and monitoring the new parking permit software that will roll out in May or June. Councilmember Junker asked if Police Chief Mueller could attend the next Commission meeting to discuss enforcement efforts. Downtown Parking Commission Meeting April 18, 2024 Page 2 of 3 Chairman Glynn noted that part of the pay parking program was to develop a future plan for expansion of the parking system or redistribution of parking spaces. He would like to keep focus on the goal of a second parking ramp at Second and Chestnut, and establish revenue triggers and utilization triggers. Mr. Gladhill provided updated revenue numbers. He stated the parking program broke even despite the delay in starting the pay parking zone. Generally, parking nets $300-400,000 per year in revenue and staff conservatively estimated another $300,000 with the pay parking change. But the first quarter of 2024 (the slowest time) revenues were double the norm, $105,000 revenue versus expenses of about $90,000. 2024 should at least break even. With capital planning in the future, the Commission also should talk about other revenue opportunities such as state funding. Councilmember Junker commented that Lot 8, the River Market Lot, will be redone by June 1. Then River Market will convert to their 25 spots and the City will pick up 26 new spots. Mr. Gladhill recapped the focus for 2024: downtown parking expansion plan, second ramp, additional lots, maybe some pilot projects with Stillwater Trolley to do circulators for events, signage, short term home rental parking, parking permits. Chairman Glynn would also like to review Passport Parking options that the City may not be using yet, and Councilmember Junker would like to know if there is a way to show the number of available spots in the parking ramp. Parking Fees and Parking Permits for Short Term Home Rentals Mr. Gladhill asked the Commission for input on alternatives for Short Term Home Rental parking, where license plate-based enforcement does not work because license plates change. Currently, about a dozen downtown STHR operators have been provided with a Residential Parking Permit for their guests’ window display. Possible alternatives are: current method of window display; charging an hourly fee in a 24-hour parking area (Lot 12 or parking ramp); reserving a zone or space for STHR guests with window display. Councilmember Junker suggested requiring the STHR operators to buy a defined STHR permit, not identified as Residential but as STHR. Chairman Glynn asked why the City can’t simply make any parking lot 24/7. Why make a separate STHR permit? Mr. Gladhill answered that is possible but he would like to check with public works first about clearing the lot for maintenance. There should be a time limit so it doesn’t become a storage lot. Commissioner Havir said there may be a lot of unlicensed STHR operators who rent their homes in the summer, unbeknownst to the City. Mr. Gladhill responded that the City has a way to identify potential listings and has close to 100% knowledge of the licensed and unlicensed home rentals. With added enforcement the City will catch those who are not purchasing parking permits now. Commissioner Rheinberger agreed with Chairman Glynn, why create a different window hanger? Mr. Gladhill said the City should track data on the parking impacts of STHRs. The recommendation would be to continue with the current system, requiring STHRs to purchase a parking permit. Commissioner Bates asked if there is a way to make the process completely digital so they don’t have to hang a window tag, but instead enter their license number, and Mr. Gladhill said he will check with Passport. Downtown Parking Commission Meeting April 18, 2024 Page 3 of 3 Commissioner Havir brought up loading and loading dock areas as the busy season starts. Streets are often blocked by trucks, causing a public safety issue especially with events and guests in the street taking photos. She asked what the City is doing to ease traffic flow and enforce loading zones. Mr. Gladhill agreed loading zones need to be addressed. He suggested signing, “area closed for loading until 3:30 pm” or whatever time is chosen. This can be discussed at the next meeting. Commissioner Bates asked if there is an official City policy on party bus parking, and Chairman Glynn answered buses are supposed to park up the hill. Councilmember Junker remarked the City attracts about eight party buses a night on weekends. They often park in the Desch Building lot with engines idling for hours, disturbing condo residents. He checked with Mr. Desch and he has not given anyone permission to park in his lot. Mr. Gladhill said he will address this with Police Chief Mueller. This also includes a more stable License Plate Number Database for enforcement purposes. Fees paid by the end user for this program total $4.65 (convenience/software fee, merchant fees, and payment gateway fees). The purpose of this request is to seek direction from the Commission as to whether Base Permit Fees (ranging from $20 to $35 per month) should be adjusted to offset this amount. For context and background, Staff estimates approximately 150 permit holders prior to changes made in 2023. Staff had estimated an increase to 200 to 250 total permit holders with changes to the program in 2023. However, the City has already experienced over 300 permit holders actual and should expect an additional increase of number of permits with the upcoming transition to a better software system and increased enforcement. In other words, reducing the base fee to offset the new software fees will not negatively impact forecasted net revenues. System Training Once a majority of the project milestones have been completed and the target launch date is confirmed,Passport will work with the Client to set-up the remote web-based training plan. Passport will assist the Client with determining who should be involved in the training sessions and when they should occur from a scheduling perspective around the target go-live date. Passport will host a training session with any Client employees who will interact with the new Passport Parking system.Passport recommends that all parking staff,anyone responsible for the adjudication of parking citations,Client accountants,and enforcement managers be present for training.Passport will work with the Client if additional training sessions are required. All training is done via a “Train the Trainer”method,equipping each person present with the tools and knowledge to train their teams now and in the future. Custom Integrations or Configurations Monitoring Digital Permits with LPR Passport will work with the Client,Minuteman,and Genetec to enable its integration with the Genetec vehicle-based license plate recognition system for the purposes of monitoring Passport Digital Permits to be used in conjunction with the monitoring and issuance devices the Client utilizes.
