HomeMy WebLinkAboutResolution HPC2024-05 RESOLUTION GRANTING DESIGN APPROVAL IN THE DOWNTOWN DESIGN REVIEW DISTRICT FOR GRAPHIC DESIGN SIGNS IN UNION ALLEY BETWEEN 124 MAIN STREET AND 236 MAIN STREET SOUTH (CD2024-022)City of Stillwater Washington County, Minnesota RESOLUTION HPC 2024-05 RESOLUTION GRANTING DESIGN APPROVAL IN THE DOWNTOWN DESIGN REVIEW DISTRICT FOR GRAPHIC DESIGN SIGNS IN UNION ALLEY BETWEEN 124 MAIN STREET AND 236 MAIN STREET SOUTH (CD2024-022) WHEREAS, the City of Stillwater received a design review application from Sara Jesperson ("Applicant"), regarding the installation of Graphic Design Signs located in the Downtown Stillwater Design Reivew District; and WHEREAS, the Graphic Design Signs will be located at the following locations- 1 . 124 Main Street South, stucco walls 2. 221 Chestnut Street East, wood paneling 3. 210 Main Street South, two (2) destressed wooden gates 4. 210 Main Street South, garage door 5. 214 Main Street South, brick wall (panels affixed to wall in mortar joints) 6. 213 Chestnut Street East (US Bank), concrete parking ramp 7. 224 Main Street South, steel staircase and CMU Block 8. 232 Main Street South, painted CMU; and, 9. 236 Main Street South, painted non -historic brick. WHEREAS, the on May 15, 2024, the Heritage Preservation Commission for the City of Stillwater considered the request. NOW, THEREFORE, BE IT RESOLVED, that the Heritage Preservation Commission of the City of Stillwater hereby approves the installation of the Graphic Design Signs located in the Downtown Stillwater Design Reivew District. The approval of the design is based on the following findings: Findings: The proposed design meets the requirements of the Stillwater Design Guidelines and the City Code. 1. Section 28-2 of the Stillwater City Code defines Graphic Design Signs as, "any mural or pictorial scene or graphic design painted on the side of a wall or building or painted on a sign board affixed to a wall and in which a mural or scene has its purpose artistic effect. A graphic design sign is a non-commercial speech sign." 2. Section 28-348(h)(1)h describes the placement of Graphic Design Signs, saying, "Graphic Design signs may only be placed on non-contributing buildings, portions of contributing buildings where historic brick or masonry does not exist, or on portions of structures outside of a historic district where historic brick or masonry does not exist." 3. The Stillwater Design Guidelines provide additional direction for signs to ensure appropriate preservation and enhancement of the Downtown Design Review District. The guidelines encourage the preservation of historic painted wall signs, suggest a historic theme, and should not advertise a new business or company. 4. Staff finds that the Applicant's proposed graphic design signage program would not impact any historic brick and/or masonry, as the proposed surfaces include stucco, block and wood lattice. 5. At 236 Main St S, the brick material is not a historic brick and is simply a brick veneer on a concrete masonry unit wall. Conditions of Approval: 1. Any proposed Graphic Design Signs shall not be applied to any historic brick, masonry or wood surface. 2. Graphic Design Signs proposed within City Right -of -Way require a License Agreement be entered into by the Applicant and subject to City of Stillwater City Council approval. 3. The following conditions of approval apply to specific locations. a. Applicant cannot install a graphic design sign on the painted historic brick associated with 124 Main Street South, but can paint on stucco surface. b. Applicant can paint non -historic surface in window inset, but cannot paint historic brick at 221 Chestnut St E. c. Prior to installation of the Graphic Design Sign for 224 Main Street South, the applicant shall confirm that the proposed paint is compatible with metal surfaces. d. The Graphic Design Sign proposed for brick wall addressed as 214 Main Street South shall be a panel, sized to be framed by existing brick wall, and affixed to wall within the mortar joints. Graphic Design Sign cannot be painted directly on to brick. 4. Before installation of Graphic Design Sign, applicant shall provide proof of sign to Community Development Director for review and approval. 5. Graphic Design Signs shall not advertise for any product, business or company. 6. Graphic Design Signs shall be maintained by the Applicant in order to ensure that they remain in good condition, absent of peeling or any other deterioration.
