Utilities Superintendent Benson called the meeting to order at 8:00 a.m. Present: Chairman Speedling, Commissioners Hutter, Hudak, Whitcomb (arrived later) Absent: Councilmember Polehna Staff: Utilities Superintendent Benson, Public Works Director Sanders APPROVAL OF MINUTES Possible approval of minutes of February 8, 2024 meeting Motion by Chairman Speedling, seconded by Commissioner Hutter, to approve the minutes of the February 8, 2024 meeting. All in favor. OPEN FORUM There were no public comments. NEW BUSINESS PFAS Information Update Public Works Director Sanders had prepared a presentation for the City Council meeting on April 2nd and showed the Commission the same presentation. Commissioner Hudak asked if the funding from the EPA will include MDH MBV limits? Or will it only include the EPA’s limits? Mr. Sanders said he’d follow up on the question. Mr. Sanders continued with the presentation. Chair Speedling asked if the only option is to shut down the wells? Mr. Sanders stated the MDH doesn’t recommend shutting down the wells, they issue ‘Health Risk Advisory’s’ to let the public know about the PFAS in the drinking water. The City of Stillwater chose to shut down the wells, #6 due to the anticipation that it would exceed the EPA’s values and the other two wells out of caution. Commissioner Whitcomb asked how much water can be consumed before the health is impacted? Commissioner Hudak mentions the PFAS contaminant is cumulative and builds up over time, not only through consumption but contact as well. Conversation takes place about how the MDH came up with 0.0079 as their limit and how testing is tricky. PFAS are in many common products not just water. Commissioner Whitcomb expresses how hard it is/will be to keep up with contaminant levels that continue to get smaller and change frequently, seems like it could be never ending. Mr. Sanders states the biggest difference is that now, the EPA has issued regulations on PFAS contaminant levels that can be fined. One of Stillwater’s wells is above the EPA’s regulation of 4 ppt and one other well is close. Discussion takes place about the unknowns of the source of the PFAS and water supply issues. Mr. Sanders hands out talking points from TKDA (Engineering Firm). Mr. Sanders resumed the presentation from the Council meeting. The commission discusses how often the standards and acceptable levels of contaminants can and will likely change. EPA’s goal is 0% of PFAS in water. Utilities Commission Meeting April 11, 2024 Page 2 of 2 Treatment options are discussed, TKDA will have some options for the City by May 1st. Some of the options are that the water be treated at the well with granular activated carbon, or a water treatment system is created for the entire water distribution system. Woodbury has/is looking at a distribution system and it cost approximately $350 million. More updates to come. DIRECTOR/SUPERINTENDENT UPDATE No update.
