Mayor Kozlowski called the meeting to order at 7:00 p.m. Present: Mayor Kozlowski, Councilmembers Collins, Junker, Odebrecht, Polehna Absent: None Staff present: City Administrator Kohlmann City Attorney Land City Clerk Wolf Community Development Director Gladhill Fire Chief Glaser Police Chief Mueller Public Works Director Sanders PLEDGE OF ALLEGIANCE Mayor Kozlowski led the Council and audience in the Pledge of Allegiance. RECOGNITIONS OR PRESENTATIONS Proclamation - Phil Johnson, former Stillwater Soccer Coach The Council recognized Phil Johnson, Stillwater Ponies head soccer coach for 32 seasons and inductee into the Minnesota State High School League Hall of Fame. May 22 was proclaimed Phil Johnson Day. Library Board of Trustees Presentation Stillwater Public Library Trustee Carrie Simon and Library Foundation Executive Director Elsbeth Howe reviewed the mission, impact and accomplishments of the Stillwater Public Library and provided 2023 highlights. Councilmembers commended the board and staff. Certificate of Appreciation for Todd Gardner (joint Cable Commission) The Council recognized Todd Gardner for 31/z years of service on the Joint Cable Communications Commission. OPEN FORUM Patrick Sheahan, 913 William Street North, questioned the location of the new Staples Park playground near the baseball field, and the lack of a contract for playground installation. Public Works Director Sanders responded the Parks Commission and staff felt the existing playground was not in an ideal location and many families using the Community Garden wanted better sight access to watch their children. Over the years, the park has not been used for organized ballgames. The intent is to maintain the ballfield, but not for organized City Council Meeting May 21, 2024 use. City Clerk Wolf confirmed the fence contract was approved and the fence will be installed in the next two weeks. STAFF REPORTS Public Works Director Sanders gave updates on the river elevation, River Market parking lot striping, and downtown Special Service District projects. Councilmember Polehna thanked Public Works staff for their work on the Dine Here Dance Here event. Police Chief Mueller gave an overview of activities, including a meeting with Washington County on several items; reimbursements from Homeland Security; and fundraising events. Fire Chief Glaser reported on meeting with Lake Elmo and Mahtomedi Fire, and preparation for upcoming events. He noted the passing of retired firefighter Kenny Schmitz. Community Development Director Gladhill shared information on Department activities, the Rivertown Commons project and upcoming Washington County Emergency Housing public hearing. City Clerk Wolf stated that candidate filing for Wards 2 and 3 is open until June 4; and reminded the Council of the Human Rights Commission educational event May 29. City Administrator Kohlmann noted the PFAS grant application is moving forward; the Library has applied for a grant for the roof project; there is no bonding bill this Legislative session, but a social district was approved to start August 31, 2025. CONSENT AGENDA May 7, 2024 Workshop and Regular Meeting Minutes Payment of Bills 4th of July Celebration Event Conditional Use Permit Amendment and Encroachment Agreement for 232 Main St N - Resolution 2024-056 Lawn Care and Snow Removal Abatement Services Agreement Maryknoll Lift Station Improvement Project Temporary Construction Easement and Memorandum of Understanding - Resolution 2024-057 Preliminary Plat and Final Plat for 1904 5th St N - Resolution 2024-058 Short Term Home Rental License for 1133 Nightingale Blvd Sidewalk Saw Cutting Agreement Temporary Liquor License for Stillwater Public Library Foundation Washington Avenue Frontage Road Project Engineering Services Agreement Motion by Councilmember Polehna, seconded by Councilmember Collins, to adopt the Consent Agenda. All in favor. PUBLIC HEARINGS There were no public hearings. UNFINISHED BUSINESS There was no unfinished business. Page 2 of 4 City Council Meeting May 21, 2024 NEW BUSINESS Downtown Lighting Improvement E ui ment Supply Bid Award and Agreement Public Works Director Sanders stated the City received two bids, with the lowest bid in the amount of $878,982 submitted by Border States Industries, Inc. Staff recommends that the Council accept the bid and award the contract to Border States Industries, Inc. Motion by Councilmember Junker, seconded by Councilmember Odebrecht, to adopt Resolution 2024-059, Accepting Bid and Awarding Contract for Equipment Supply for the Downtown Lighting Improvement Project (2022-07). All in favor. Lumberjack Days 2024 Event Agreement and Temporary Liquor_License City Administrator Kohlmann stated Brian Asmus, LID Stillwater Events, submitted an application for 2024 Lumberjack Days July 19-21. Mr. Asmus is part of AMG Companies, a group that has successfully has hosted music events with crowds exceeding 30,000. They intend to host traditional Lumberjack Days events, such as the parade, downhill derby, bingo, lumberjack competition, and ramp up the excitement level in years to come. LID Stillwater Events is a new company, so to follow Minnesota liquor laws, the Greater Stillwater Chamber of Commerce Foundation has applied for the liquor license for the event, and will also host the parade for the event. Fees for the event were discussed and Mayor Kozlowsi noted next year fees should follow the Fee Schedule. Motion by Councilmember Junker, seconded by Councilmember Collins, to approve the event with fees set at $7,720 and enter into a contract with LID Stillwater Events for the 2024 Lumberjack Days Celebration, and to approve the Temporary Liquor License with the Greater Stillwater Chamber of Commerce Foundation holding the license for LID Stillwater Events. All in favor. COUNCIL REQUEST ITEMS There were no Council request items. ADJOURNMENT Motion by Councilmember Junker, seconded by Councilmember Collins, to adjourn. All in favor.
