Mayor Kozlowski called the meeting to order at 4:33 p.m. Present: Mayor Kozlowski, Councilmembers Collins, Junker, Odebrecht, Polehna Absent: None Staff present: City Administrator Kohlmann City Attorney Land City Clerk Wolf Community Development Director Gladhill Finance Director Provos Fire Chief Glaser Police Chief Mueller Public Works Director Sanders IT Manager Rice Library Director Troendle OTHER BUSINESS MN PERA Statewide Volunteer Firefighter Retirement Plan Doug Anderson, Executive Director with MN PERA, gave presentation on statewide volunteer fire fighter retirement plan. PFA Treatment Mitigation Discussion Matt Ellingson, Water Waste Engineer at TKDA, gave presentation on PFA Option Analysis and Recommendations for the City of Stillwater. Options included interconnections with other water utilities, residential whole home or point of use filters, blending water in the distribution system, drilling new wells, keep impacted wells off, granular activated carbon water treatment. Recommendations consisted of Granular Activated Carbon Water Treatment, encourage water conservation or using Well No. 9 as a peaking well to meet demands Mayor Kozlowski requested Public Works Director Sanders to review providing communication with residents on how to preserve water and use of filtration systems. Councilmember Odebrecht suggested the Human Rights Commission look into filtration systems options for low-income families or opportunities for funding such purchases for families. Attorney Land proposed the question of having temporary water treatment units built until a more permanent option is decided on, stating the city may have other options with City Council Meeting May 7, 2024 Page 2 of 5 lesser price tags. Public Works Director Sanders advised that they are looking into funding sources. Comprehensive Zoning Code Amendment Mr. Gladhill gave an update on the scope of work and primary goals for the comprehensive zoning code amendment, specifically development and making it easier to understand for staff and the public. Staff anticipates using staff resources as well as getting feedback from city council, commissions and public. STAFF REPORTS Public Works Director Sanders provided an update on Greeley St S lane closures and parking lot 8 resurfacing project. He stated the St. Croix River level has increased which resulted in road closures at Mulberry Point, end of Nelson Street and lower Loop Trail. Mr. Sanders thanked City Clerk Wolf and Councilmember Pohlena for picking out the interior colors for the Lumberjack Landing building project and a grant application has been submitted for the Shotty Mills Bergstein buildings project. Police Chief Mueller addressed the increase of graffiti in the downtown district and have identified individuals responsible; and motorcycle noise and enforcement has increased on the north end of the city. Fire Chief Glaser provided an update on staffing, community events the department is involved in, and the retiree coffee event held last week. Finance Director Provos advised the state audit for fuel tax is coming up. Community Development Director Gladhill provided an update on daily department activities such as permits and code enforcement. He also stated the Emergency Housing application has been submitted. City Clerk Wolf advised Council that Waste Management is changing days on two reycyling pickup routes; Stillwater Human Rights Commission will be holding a special event on May 29th; and new appointments and resignations on the City’s boards and commissions. City Attorney Land reminded Council she will be hosting the annual boards and commission training on May 8th in the Council Chambers. City Administrator Kohlmann gave an update on the 4th of July event planning as well as Lumberjack Days event; the Management team-building sessions have concluded; and congratulated Councilmember Collins for being the 2024-2025 Teacher of the Year. IT Manager Rice stated all users now have .gov domain in email addresses, multifactor authentication has been enabled, and cyber security training is coming for staff. The IT Department is in discussion with Verizon to assist the City with emergency cell service during major events like 4th of July and Lumberjack Days. Mr. Rice is looking into grants and funding for simplifying the network between City Hall and St. Croix Rec Center. Phone system infrastructure will need updating and conversations are in process. Library Director Troendle gave updates on upcoming events, activities and reading programs. He also state a grant application in process for the terrace roof project. RECOGNITIONS OR PRESENTATIONS Proclamation – International Foreign Exchange Students Day Mayor Kozlowski read a proclamation introducing May 7th as International Foreign Exchange Students Day in the City of Stillwater. Proclamation – Stillwater Gazette’s Stu Groskreutz Day Mayor Kozlowski read a proclamation introducing May 8th as Stu Grozkreutz Day in the City of Stillwater. Stillwater Police Department Oath of Duty Presentation Police Chief Mueller conducted Oath of Duty for Sergeant Dave Wulfing and Sergeant Josh Gow. Certificate of Appreciation Mayor Kozlowski presented Certificate of Appreciation to Wally Milbrandt, Charter Commission, Heidi Presslein, Human Rights Commission and Stephanie Souter, Parks and Recreation Commission for their service. Proclamation – Building Safety Month Mayor Kozlowski read a proclamation making May 2024 Building Safety Month in the City of Stillwater. Proclamation – Arbor Day Mayor Kozlowski read a proclamation making April 26th Arbor Day in the City of Stillwater. OPEN FORUM Louise Hansen, Rivertown Commons resident, thanked council and staff for all their hard work. City Council Meeting May 7, 2024 Page 4 of 5 Rick Heidick, Sustainable Stillwater, shared upcoming activities for May’s National Bike Month and suggested recommendations for maintaining a bike friendly city. Lizzie Harris, Owens Street resident, voiced biking opportunities, concerns for more safe biking infrastructure and to reduce speed limits.
