CD2024-01)City of Stillwater Washington County, Minnesota RESOLUTION HPC 2024-02 RESOLUTION GRANTING DESIGN REVIEW APPROVAL IN THE DOWNTOWN DESIGN REVIEW DISTRICT FOR 324 MAIN STREET SOUTH (CASE NO. CD2024-01) WHEREAS, the City of Stillwater received an application from Dominionaire Contracting Inc. ("Applicant"), on behalf of The Grand Garage located 324 Main Street South, legally described as in Exhibit A (the "Property"), for exterior building fagade improvements (masonry repair) located in the Downtown Stillwater Design Review District; and WHEREAS, a portion of the structure is a contributing building in the National Registered Stillwater Historic Commercial District; and WHEREAS, on March 20, 2024, the Heritage Preservation Commission for the City of Stillwater considered the request. NOW, THEREFORE, BE IT RESOLVED, that the Heritage Preservation Commission of the City of Stillwater hereby approves the masonry repair located at 324 Main Street South. The design approval is based on the following findings: The proposed design meets the requirements of the Stillwater Design Guidelines. 1. The proposed building alteration or new construction, including its appurtenances, does not materially impair the architectural or historic integrity of the building and site, adjacent buildings and sites, or the neighborhood as a whole. 2. If located in a historic district, the proposed building or site alteration or new construction is compatible with, and will ensure continued significance and integrity of all properties within the historic district based on the period(s) of significance under which the district was designated. 3. Granting the design permit will be in keeping with the spirit and intent of this chapter and does not negatively alter the essential character and significance of the building, site, and its surroundings. Conditions of Approval (must be added to the Plan Set): 1. Repair must retain same architectural detail as existing condition. 2. Repair must be in accordance with the Secretary of Interior Standards for Rehabilitation. 3. Final Construction Plans submitted with the Building Permit application shall note the following; repair must retain same detail as existing condition and follow Secretary of Interior Standards for Rehabilitation. 4. Brick shall be repaired over replaced wherever feasible 5. Replacement brick shall match existing in terms of color, texture and composition 6. Mortar replacement shall match existing mortar in terms of color, texture and composition 7. Detail of brickwork must be maintained 8. Replacement materials must be approved by City Staff prior to installation. 9. All minor modification to the plans shall be approved in advance by the Community Development Department. All major modifications shall be approved in advance by the HPC. Determination of the distinction between "major' and "minor" is defined in the Zoning Ordinance. 10. Design approval does not constitute final approval. The Applicant must secure proper permits and approvals from the City prior to construction. 11. Minimize use of vertical control joints, and coordinate location of said joints once determined. 12. Coordinate with staff regarding the location and color of any new or replaced metal flashing and color, the color of new flashing should match existing flashing to be consistent and darker in color, not white or beige. 13. Protect the existing historic mural on southside of the 1880s building. 14. Grates and openings on east side of 1880s building not be removed or replaced.
