Present: Chairman Dybvig, Commissioners Cox, Hoffman, North, Steinwall, Swanson, Councilmember Odebrecht Absent: None Staff: Community Development Director Gladhill, Planning Manager Gutknecht, Assistant City Planner Molasky APPROVAL OF MINUTES Possible approval of minutes of December 20. 2023 regular meeting Motion by Commissioner Steinwall, seconded by Commissioner Hoffman, to approve the minutes of the December 20, 2023 meeting. Motion passed 6-0-1 with Councilmember Odebrecht abstaining. OPEN FORUM There were no public comments. CONSENT AGENDA There were no items on the Consent Agenda. UNFINISHED BUSINESS There was no unfinished business. PUBLIC HEARINGS Case No. CD 2024-008: Conditional Use Permit for CBD Retail Establishment - Intoxicating located at 1300 Frontage Rd W: Case of KMH Retail. Inc. - Motion to Continue Public Hearing to March 27. 2024 Motion by Commissioner Hoffman, seconded by Commissioner Swanson, to continue the Public Hearing to March 27, 2024. All in favor. NEW BUSINESS There was no new business. DISCUSSION Recodification Project Update Mr. Gladhill updated the Commission on the recodification of the City Code. He reviewed policy and process amendments that impact the Planning Commission. On February 20, 2024, the City Council held the First Reading and moved the recodification forward with no changes. The Second Reading and formal adoption is anticipated to be in early March. Planning Commission Comprehensive Zoning Code Amendment Update February 28, 2024 Mr. Gutknecht stated that the Planning Division is beginning a comprehensive zoning code update to consolidate zoning districts and simplify and streamline the code. Staff will work with both Commissions and host Community Workshops as part of the process, with plans to formally adopt before the end of 2024. Mr. Gladhill summarized the timeline for the budgeting process to implement some of the Planning Commission initiatives included in the update. Review Natural Resources Chapter of Comprehensive Plan and Steep Slope Ordinance Purpose Mr. Gutknecht reviewed the purpose and scope of the steep slope ordinance, which has now been placed in the Natural Resources Chapter. FYI STAFF UPDATES Residential Economic Stability Initiative Update Councilmember Odebrecht explained that the City is creating an initiative that will assist residents who are struggling to afford housing, through addressing zoning changes and determining the best use of $145,000 funding that will be coming from the State. This is not an emergency housing program or a panacea solution for all housing challenges. The name of the group has changed from Affordable Housing Initiative to Residential Economic Stability. Stillwater's Accessory Dwelling Unit ordinance is a beneficial tool that already exists. However the State legislature has proposed a Missing Middle Housing Bill that would alter zoning and land use regulations and pre-empt local authority over zoning. Stillwater officials are working with other organizations to monitor the legislation closely.
