RESOLUTION GRANTING DESIGN APPROVAL IN THE DOWNTOWN
DESIGN REVIEW DISTRICT FOR A TEMPORARY SAUNA LOCATED AT 425
NELSON ST, STILLWATER, MINNESOTA
WHEREAS, the City of Stillwater received a request from Nomad Sauna
("Applicant") and John Koch ("Property Owner") for property 425 Nelson Street,
legally described on Exhibit A ("the Property") to allow for temporary placement
and operation of a portable sauna; and
WHEREAS, the Heritage Preservation Commission considered the
request at its November 9, 2023 meeting; and
NOW THEREFORE BE IT RESOLVED that the Heritage Preservation
Commission of the City of Stillwater hereby approves the design of the proposed
temporary sauna allowing the sauna to be located on site for greater than 20
hours. The approval is subject to the following conditions:
FINDINGS OF FACT
1. The trailer shall generally follow the adopted Commercial Historic District
Design Manual and not be generic in design.
a. White utility trailers are not permitted without significant exterior
design improvements.
2. The exterior of the trailer shall not contain neon colored/fluorescent paint.
3. The trailer shall not contain neon lighting, display any moving parts, be
illuminated with any flashing or intermittent lights, nor may it incorporate
any animation. No device may be illuminated to obscure or mimic an
official traffic sign or signal. This includes indoor lighting which is visible
from public streets.
4. The trailer shall not use outside sound amplification, televisions or other
similar visual displays, nor may it use noisemakers such as bells, horns or
whistles.
CONDITIONS
1. Plans must be consistent with the materials presented as part of Case No.
CD 2023-60 presented to the Heritage Preservation Commission
2. Applicant shall receive approval of an Interim Use Permit from the Planning
Commission.
3. Review of future proposals from this applicant shall require approval by the
Heritage Preservation Commission.
4. Applicant shall not dispose of waste water on the ground or storm drain, it
must be disposed of through the sanitary sewer.
5. Applicant shall follow all requirements set by the City of Stillwater Building
Official and/or Fire Department
