The approval of the demolition is based on the following findings: FINDINGS Demolition of the resource has been evaluated against and, on balance, has been found supportive of the goals and policies of the comprehensive plan, especially those dealing with the health, safety and welfare of the community, and relevant area plans, taking into account factors such as: the merits of proposed new development on the site, the merits of preserving the resource, and the area's desired character, including the planned/forecasted redevelopment as medium density residential. 2. Demolition of the existing structure supports the Site Development's conformance to the established districted adopted guidelines, particularly the guidance of medium density development through a Zoning Map Amendment to CTHR: Cove Townhouse Residential, consistent with the Comprehensive Plan guidance as medium density residential. 3. The Property is not identified as a historic or cultural resource in the Comprehensive Plan. 4, The Property is not in a Design Review District. 5. The Property is not listed in the City's Heirloom Homes and Landmark Sites list. 6. There is not an existing or planned City accepted neighborhood study or property architectural inventory. 7. A comprehensive review of cultural resources resulted in little significance for the structure/parcel. 8. Denial of a demolition permit would impact the reasonable use and rate of return of the Property in order to be consistent with the Comprehensive Plan. CONDITIONS OF APPROVAL 1. Plans shall be consistent with those included in this report. 2. All minor modifications to the plans shall be approved in advance by the Community Development Department. All major modifications shall be approved in advance by the HPC. Determination of the distinction between "major" and "minor" is defined in the Zoning Ordinance.
