Please note the minutes of June 30, 1977 regarding the salary
for Bob Brothen.
Attached is a copy of Page 11 of the Personnel Policy
which should apply to the situation.
11.
SECTION 13. FRINGE BENEFITS - GENERAL.
\- Benefits shall begin to accrue on the first day of employment
except as modified by Section 4.04, herein.
SECTION 14. OFFICE HOURS/WORK WEEK
The normal work day for all employees shall be eight (8) hours
and the normal work week shall be five (5) days.
SECTION 15. WAGES.
Wages shall be determined annually by the City Council. Increases
shall not be automatic, but rather based on adequate performance of
duties and responsibilities. Pay periods shall end on the 15th and the
last day of the month and employees shall be paid on the 5th and the
20th of the month.
SECTION 16. OVERTIME AND COMPENSATORY TIME.
Overtime, when authorized, shall be paid at the rate of one
and one-half times the normal hourly wage. Wherever possible,
employees shall be required to take compensatory time off on a
one-to-one ratio in lieu of receiving overtime.

Gentlemen:
I live at 405 Oakes which is right near the intersection of Oak and
County Road 5. I understood that the vacant area on that corner was
city property and I thought it was a park or at least the intention
was to make it a park. I notice that the Council debated selling
the land to a developer and I would strongly urge that it be dedicated
as a park because many of the children in the area use it for baseball,
kites, and other activities.
I would appreciate it if you would instruct a clerk to notify me of
any hearing relative to the sale or disposition of this property so
that I may appear before the Council. Thank you..

I have been asked to contact you regarding your absence from
the monthly Recreation Commission meetings .
If you find that it is inconvenient for you to serve on this
�.. Commission and attend their meetings , we feel that it would
advisable that you submit your written resignation to the Mayor
and the Council who shall appoint someone to replace you.
When members are absent from these meetings , it sometimes
results in not having a quorum and the Commission- is unable
to conduct any official business and this results in calling
special meetings.
If you have any questions regarding this matter, please feel
free to contact me or Dave Eckberg.

unless there is a tournament . Tournament charge was $75 . 00 for
Friday evening and all day Saturday and Sunday.
For the upcoming 1979 season a four gam per night schedule is
Planned, Monday - Thursday. With a charge of $6 . 00 per game this

The 1978 softball season brought in $9.00 a night with ! three

Meeting was called to order at 7 : 35 P . M. by Chairman Eckberg
Present : David Eckberg, Bill Powell , Dennis Sullivan, Bill
-- Burtzlaff, Linda Kluy, Don Jahnke , Jeannine Hoffbeck,
and Dick Blekum
Absent : Jerry Mahoney
Also Present : Ed Brooms and Mr. & Mrs . Thomas Wright .
The minutes of the last meeting were read and approved.
STAPLES TENNIS COURTS
A discussion was held on the lighting problem at these courts .
It was moved by Don Jahnke that a recommendation be made to the
Council that a gate be put in and the lights repaired. Harold
Kimmel should check to see if there is anything in a previous
contract with Suburban Lighting that would come into this matter.
(We are unable to change bulbs or expand the capacity because
of the design of the lights . ) . This project was a Margaret
Rivers Foundation Project and it is possible that any financial
need for expansion of lighting could come from this source .
Motion was seconded and carried 7--0 .
CROIXWOOD SEVENTH ADDITION
There are erosion problems occurring here and work should be
-- started as soon as possible . The Revenue Sharing Budget when
setup should take care of the financing of this project.
OLIVE STREET PROPERTY
A discussion was held on this property. Mr. Broome and Mr. & Mrs .
Wright explained their feelings and those of their neighbors .
Mr. Sullivan moved, seconded by Bill Powell that we not
develop it as a park but let the Council decide if it should be
sold or left as an open area. Motion carried unanimously.
Lindy Kluy moved, seconded by Bill Burtzlaff, that if this
property is sold, the money be utilized for recreational use
as recommended by the Mayor . Motion carried 7--0 .
ARENA MANAGER JOB
The notices have been sent out and it has already been in the
Gazette. Applications are coming in. A meeting was set for
Tuesday, October llth at 6 : 30 P. M. to go over the applications .
The Commission will send two representatives to the interview
before the City Council

Don Jahnke .
Present : Don Jahnke , Jerry Mahoney, Dennis Sullivan, Bill
Burtzlaff, Linda Kluy, Jeannine Hoffbeck (arrived
at 7 : 12) , David Eckberg (arrived at 7 : 30) .
Absent : Glenn Thompson and William Powell
APPLICANTS FOR ARENA MANAGER:
Dick Blekum read over the applications for the Commission. It
was recommended that the following eight be interviewed by the
Council on Wednesday, October 19 , 1977 :
Dean Eckegren Robert Hughes
Jeffrey King Dean Williams
Norman Webb Karen Angst
James Fackler Cheryl Elgren
These applicants should be given the opportunity to see the
arena prior to the interviews .
Don Jahnke and Dave Eckberg will represent the Commission at
this Council session.
LILY LAKE
Dennis Sullivan moved that a recommendation be sent to the
City Council about the level of the Lily Lake and that something
should be done to lower the level NOW before the spring run-off
and the winter snow. Seconded by Don Jahnke - motion carried
unanimously.
