Mr. Beechum reviewed his activities since the last .meeting. He w.s not successful in establishing an ice rink at the Northhill location,because of the. ground's inability~o.tlo~4 water. .An estimate is being obtained to provide a 2" _'t C)f blacktop plus: curbing 80 that a rink can be made next y~... Some thought was given to letting St. Josephs Township operate the beach, possibly on a long tem lease of $1.00 per year or so. Also some thought 'wa(S given to just letting it go. It was finally decided to let the City Council decide whether to rebuild the building and what it would cost. Mr. MelstrOD'l was to check with the St. Josephl5" people relative to their interest. Also, beach clean-up will be needed, and the caretaker should be hired one week before opening to do this. Mr. Junkers left. A meeting was scheduled for May 12, 7:30, to hire life guards and other personnel for the summer. Mr. BaecMum will put an advertisement in the paper for such people. The contract between the City and the American Legion Post No. 48 of Stillwater relative to American Legion Junior Baseball Program was brought up. Discussion brought out that a sum of $100 is paid to the Legion each year for operation of this recreation program. A motion was made and passed that the City accept the contract. The $100 was in the 1967 budget.) Staples Field is used by Little League for their program. e Parks. Caretaker is now at work at Pioneer Park. The schedule of fees for table use this year is $.25 on weekdays and $.50 on weekends. Mr. Blectium pointed out that this year mowing would be done as last year by Hooly. A discussion of salaries to be paid in 1967 resulted in the following schedule for lifeguards and caretakers: qualifications senior life-saving certificate hourly rate 1.45 * Water safety instructor certificate 1..55 * maximum 1.65 1. 75 a ~ per hour increase to be added for each year of previous service to maximum shown. caretakers: $285.00 per month plus the proceeds of the concession stand at the respective beach. Concession stands to be operated at no expense to the city. Hours at both be~es will be from 12:00 noon to 8:30 p.m. daily. Although the meeting was called for the purpose of selecting personnel, the matter of the contract with _~erican Legion Post L~8 for conducting their junior baseball program was brought up. Mr. O(Brien pointed out that there was an error in the minutes of the April 27 meeting of the commission. The error was corrected to read that the sum of $100.00 be paid to the post immediate~ and a like sum be paid on or before October 1,1967. The commission secretary has the contract ($200.00 per year). The com....nission recomend6 to the City council that this first payment be made at once. 11eeting was adjourned. Submitted by. Non*members present: Dick B1ekum, recreation supervisor & Dan Stapay, Dist. 834 recreation Director. Thi~ meeting was called to consider & prepare a proposed operating budget for 1968. The meeting was delayed from 7:JO to 8:00 p.m. to allow more members to come. Due to the urgency .of the business at hand the meeting was convened at 8:00 p.m. with the above-mentioned persons present. Opening discussion was relative to the new building present~ being constructed at the American Legion beach by Diversified Erectors Inc. The building had just been inspected by those present. Thefo1lo~~ng needs in addition to the contract were specifically advised: 1. screened doors for the entrances to both dressing.rooms. 2. roof vents or fans for each dressing roam. 3. plywood partition and counter with compartments beneath for the concession area. , total estimated cost for above $400.00 The question arose as to why the $200.00 owwd the American Legion post for coaching the Legion baseball team had not been paid. No one seemed to know the answer. It was recomended that this be.....taken care of at once as per the contract with the Post. Mr. stapay advised that the ~chool district could provide maintainance of these diamonds and bill the city. There will be a balance of $90.00 in this item. CITY OF STILLWATER RECREATION COMMISSION STILLWATER, MINNESOTA minutes of recreation commission meeting ~ Sept. 6, 1967 continued. Mr. Dan Stapay, dist. 834 recreation director then explained his anticipated pr8gram. He explained that he was just getting started & was addressing all groups who were interested in listenjing. He felt .that some direction should be given to the developement of recreation in this area to bring it up to its potential, and that a long range study was needed. He was informed that several studiea were already available. . He stated that, in general, if the school district controlled any activity on facilities provided by the city, the district would provide supervision and staffing. The city would maintain the facility. He indicated the desire for close cooperation between his department and the city recreation commission . For example: if the city would provide a wanning house at the Staples field rink, the school district would provide supervision of said house and free-skating activities on the. rink. e Mr. Stapay also requested that the city furnish & maintain a speed-skating track and an adjacent free-skating area on Lily Lake in addition to the hockey rink. The school district would provide supervision; and, if possible, a free-skating area on McKusick Lake. He also inquired about a community room for meetings of recreational groups, & was informed the city had no such facility at present. Also he requested the use of the playground facilities at Pioneer Park for summer supervised recreation programs. The city recreation supervisor informed him that there would be no problem there. Mr. Stapay also indicated that he would like to form a district-wide recreation commission to adIise his office & to publicize the district's programs. Mr. Stapay was thanked for his comments ~his presence at the meeting. Discussion then centered on the needed long range capital improvements and expenditures to bring our program up to near its potential. Such needed improvements are listed below in order of their priority to update existing facilities and existing undeveloped areas. 1. Maintainance vehicle - such as Jeep, Scout, Bronco, etc., with four wheel drive, pickup box, front power-take-off, blade, power broom, rear hitch, for year- round maintainance of skating rinks, ball fields and all recreation facilities.
