CITY COUNCIL MEETING MINUTES
August 15, 2023
SPECIAL MEETING 3:30 P.M.
Mayor Kozlowski called the meeting to order at 3:35 p.m.

OTHER BUSINESS
2024 Proposed Budget Workshop
City Administrator Kohlmann presented the 2024 budget recommendations. The
recommended total property levy increase is 7.95%. Additional information on home values
and impacts will be provided when available from the County.
STAFF REPORTS
Public Works Director Sanders shared concept drawings for Lumberjack Landing; updated
the Council on the Chestnut Plaza Project; and stated that Teddy Bear Park will be closed for
two weeks in September for resurfacing.
Police Chief Mueller stated staff is doing active threat response training and School Resource
Officer training. He explained legislation that restricts agents of the school from placing
certain types of restraints on students, including protective holds; this places officers at risk.
He gave personnel updates.
Fire Chief Glaser reported on a mutual aid fire in Mahtomedi; a live burn in Grant; the
Stillwater Township picnic; CPR training; and a Lower St. Croix Valley Fire panel discussion.
There have been about 1,600 fire calls so far in 2023.
Finance Director Provos noted that a 2012 bond will be called in September and future
bonding authorization will be requested.
City Council Meeting
August 15, 2023
Community Development Director Gladhill updated the Council on development projects,
property abatements, staff vacancies and the Zephyr Theater/school project.
City Clerk Wolf stated election judges are being recruited.
City Administrator Kohlmann stated Representative Hill will be at the September 5 City
Council meeting. There will be a meeting in September on creating a special service district.
The City is listed in the Green Business Directory.

Mayor Kozlowski led the Council and audience in the Pledge of Allegiance.
RECOGNITIONS OR PRESENTATIONS
Proclamation - Stillwater Junior Legion Baseball Team
Mayor Kozlowski read a proclamation congratulating the Stillwater American Legion Post
#48 for capturing the Division I Junior Legion Baseball State Championship on July 30.
Stillwater Police Department Oath of Duty Presentation - Officer Jerome Carey
Police Chief Mueller gave the Oath of Duty and Officer Carey's wife Morgan pinned on his
badge.
Washington County Historical Society 2024 Budget Request - Brent Peterson
Washington County Historical Society Executive Director Peterson explained the services,
showcased artifacts, and requested $7,500 for 2024 operating support.
Council Service Awards - Traffic Safety Review Committee Members Jonathan Baller, David
Jones, Robert Juen and Melissa Wetzel
Mayor Kozlowski thanked members of the Traffic Safety Review Committee for their service
to the City.

Mayor Kozlowski commended Mr. Grode for his contributions to the City.

OPEN FORUM
Robert Dombrowsky, 924 S 7th Street, voiced concerns with the 2023 Street Improvement
Project. He asked for a $2,000 discount in his assessment because of poor work on his
driveway and street.
Craig Reed, president of Heifort Hills Estates Homeowners Association, and Larry Kelly,
treasurer, brought up several issues with Integrity Land Development. He asked the City
Council for help obtaining documentation about the status of the 2018 development
agreement and the money held in escrow; high water causing sump pumps to run
continuously; and the north side retaining wall which is too close to homes and should be
removed. He requested the City's help to rectify the issues and to hold the developer
responsible for items not completed.
City Attorney Land stated she has told Mr. Reed to make a broad Data Practices Act request
for all of the public information about the development. The developer's escrow may be
used only for the public improvements for which it was retained. Many of the issues involve
private improvements that should be addressed with the developer and Browns Creek
Watershed District.
Public Works Director Sanders added that the Utility Department found no leaks in the
watermain system, which indicates the source of the water is not the watermain or water
services. The only other option is to have everybody shut off their service for 8-12 hours to
determine if there is any City water going through their sump pumps.
John Tetzlaff and Reggie Kopesky, Yellow Ribbon Alliance of the Lower St. Croix Valley,
promoted a September event.
Louise Hansen, Rivertown Commons resident, apologized for what she stated to the Police
Chief and officers about a previous issue.
