—ROBERT BARRAIIT, 1604 West Pine Street, appeared before the Council regarding a storage shed which
he has placed on his property and which is in violation of Cityon des harter 31.01, matter in having firstton

No. 23. He related his contacts with the Building Department
to Mr. Rylander then he received a letter from Mr. Zepper stating that he was in violation of the
code. He had talked to the Building Department about raking application for a variance and he
was instructed to appear before the Council on this matter befroe raking such an application.
MR. MAGNUSO i stated that there are a lot of cases involving building permits giver in error and
it does not mean that the City has any vested rights in this building - they are not legally
obligated to pay him to Hove the building.
MR. BARRETT stated that he is willing to hove it but could not do so until spring. He does
have it all bolted down.
MR. FARRELL asked haw far it would have to be moved to bring it within the code and the response
was it would have to be moved eighteen (18) feet.
There was discussion that the City could have the Public Works Department hove it in the
spring to comply with the code and Mr. Barrett would not have to Hake application for a variance
and this was agreeable to him.
On notion of 0sncilmember Farrell, seconded by Councilmetber Kimble, the Council moved
that action be tabled on this until the first meeting in May at which tine the Council and Mr.
Barrett can rake arrangements as to how the City could rove this storage shed to a more suitable
location. (all in favor)

their recorded Christmas Music. The choir is currently sellir j these records to raise funds
to take the choir to Na York in the spring.

1 LIBRARY MERGER
MAYOR PETERSON stated that he had gotten a minimum comber of calls on this issue both on the
pro and con sides.
cWNC LMEMBER FARRELL stated that he was surprised at the lack of interest at the public hearing
and in the news media on this matter. If the City goes into the merger, they will be giving up
a service whilb we have had since 1897 because of financial difficulties which is probably some-
thing that is temporary and this action would not be reversible. On the pro side of the merger he
felt that the Council would provide equivalent or evan better service. On the con side if we are
in a financial difficulty, this is not a reasonable way to get rid of a service. The cash flaw
problem is not going to be a monetary effect until January of 1987. If the Council agrees to sign
the manger agrwmnnt note they are going to have to turn around and have to bond for the reorganiza-
tion of the library. This means that the citizes are going to pay for the remodeling of a minty
library. If the City gives the library over to the County they will lose the right to levy for it -
the City has the riot to levy for those costs and there are no other costs that the City can levy for.

CDUNCtII1lNB R FARRELL made reference to an article in the League magazine about the six issues
that the legislature will be considering and in which he feels that the legislature is going to have

OVNCIIflNBER MAC DONaID stated that the present building is not adequate and there are a lot of
problems and the City cannot continue to support the library as we have in the East - we have
asked the departments to cut their budgets ten percent and that they will have to start analyzing
all of the budgets especially the library and the ice arena. The City cannot afford to maintain
the current standards year after year - how do you supply the best library service for the City of
Stillwater. Ne doubted that we could give them more money for this year.
CCUNCILMEMBER KIMBLE cited the fact that the library costs are rising at a rate of nine percent while

One question is what tangible services will be lost. He could not see what services we would lose
by giving it to the County since it will still be necessary to raise our cash reserves. He indicated
that he was in favor of a merger in order to increase the cash reserve.

the citizens and they would be looking ahead ten years on the State of the Arts and that they would

the hiring of Linner Electric Company to repair the twelve defective lights in the Stillwater
Industrial Park. (all in favor)
2. MR. MEISTER informed the Council that they are making a transfer of Jeff Junker fran the
Seder Department to the Street Deter titan and David Reichw will replace Mr. Jumlcer in the
Seder Department. (There was no objection from the Council on this natter).
