HomeMy WebLinkAbout1984-09-25 CC MIN Special Meeting2oo • • SPECIAL MEETING STILLWATER CITY COUNCIL SEPTEMBER 25, 1984 7:00 P.M. The meeting was called to order by Mayor Peterson. Members Present: Councilmembers Bodlovick, Farrell, MacDonald and Mayor Peterson. Members Absent: Councilmember Kimble Others Present: City Coordinator, Kriesel Finance Director, Caruso Press: Stillwater Gazette - Sharon Baker SPECIAL AUDIT MR. KRIESEL informed the Council that he had talked with Robert Voto of VOTO-REARDON & TAUTGES regarding the misappropriation of City funds. MR. VOTO recommended a way to conduct a special cash audit to determine: 1. whether cash receipts were misappropriated; and 2. to review cash receipt procedures. The cost was estimated to be between $2,500 - $3,000. On motion of Councilmember MacDonald, seconded by Councilmember Bodlovick, the Council moved to have the firm of VOTO-REARDON, AND TAUTGES conduct a special audit of the City's cash handling procedures. (All in favor) POLICE CHIEF POSITION MR. KRIESEL told the Council that he had talked to three cities that had or were in the process of selecting a Police Chief. The cities were St. Louis Park, Robbinsdale, and Moundsview. The three cities used professional consulting firms to either assist in or actually conduct a screening process, exam process and the oral interview. The cost varies between $150 to $350 per applicant depending upon the number of appli- cants and the degree of involvement by the Consultant. COUNCILMEMBER FARRELL said that he did not think that it was necessary to use a consulting firm to make a selection because the Council had a good idea of what they were looking for in a Police Chief. MR. FARRELL also said that written tests and psychological tests would not be necessary because the candidates would have already met educational and experience requirements of their present positions which we assume are similar to a Police Chief position. MAYOR PETERSON said that the Council would be picking an individual that would fit Stillwater. MAYOR PETERSON also said that in order to accomplish this, any panel or screening committee should include local people as well as professional people. The Council then discussed who should serve on a selection panel. On motion of Councilmember Farrell, seconded by Councilmember Bodlovick, the Council moved to have Mayor Peterson select at least one local person and three law enforcement officials to serve on the screening committee at a $100 per day perdiem. Further, that the screening committee would recommend up to five candidates to be interviewed by the City Council. (All in favor) 1985 BUDGET AND TAX LEVY FINANCE DIRECTOR CARUSO presented 1985 budget figures along with a proposed tax levy. Ms. Caruso told the Council that the proposed tax levy would be a 4.1% increase over the 1984 tax levy. However, the proposed tax levy would not adequately fund the budget as requested by Department Heads. The cash balance of the City's General and Special Revenue Funds would decrease rather than increase. MS. CARUSO further explained that the City would have to increase its cash balances in order to avoid cash flow problems. MS. CARUSO also explained that recent change in Minnesota Statutes allowed cities to special levy for Library operations. MS. CARUSO suggested using the special levying if the budget requests could not be pared downward to an acceptable level. MS CARUSO was asked to meet with the Department Heads to see if expenditure reduc- tions could be made and to determine how much to special levy for Library operations.
