(all in favor). (The license fee will be pro -rated). LIQLRR LICENSE FEES Members of the Stillwater Liquor Retailers Association appeared before the Council for discussion regarding the proposed liquor license fee increase. The Council noted that the fees have not been raised since 1970 and an adjustment is appropriate. As a basis for justifying the increase, the increase costs of Police and Fire Protection were stated. Also, the value of a liquor license to an establishment was discussed. Cn motion of Corncilmerber eodlovick, seconded by CouniLnetrer MacDonald, the C>uncil no to increase the On -Sale liquor license fee for Stillwater to $1,750.00 for 1985 and $2,000.00 for 1986, with the fee being looked at again for the year 1987: Club Cn-Sale license fees will be $250.00 in 1985 and $300 in 1986, with review for an increase again in 1987. IIIE MAYOR OPENED THE HEARING. LYLE DOERR presented the plans for the possible addition to the Council. He stated that the Canty decided tht the PUD ooncettwould be the way to go for planned staged development of the building. What the County wants at this time is approval for Phase I and concept approval for a possible three additional stores. The County has to decide now on whether to make the foundation suitable to house another three stories. It will oast the County an additional $80,000 to make the suitable footings and framework to owe three added stories. They are not saying that they would have three sores definitely, but that they would have the option of adding than. COUNCIU41243MR FARRELL stated that if the County does not construct the suitable foundation for a total of six stories, the City should not approve the PUD. WUMC IMEMBER MAC DONAID questioned the reason for the PUD request, and Mr. Doerr stated that they would like o.rnstruct the suitable foundation for maximal) flexibility, but are reluctant to do this without POD approval. MAYOR PEPIILSCN CLOSED THE PUBLIC HEARING. at notion of Councilnater Bodlovick, seconded by Councilmetter MacDonald, the Council moved to approve the PUD concept as presented ty Mr. Doerr, for the proposed additional three stories to the County Office Building, contingent upon the County's funding for the needed foundations and framework. ODUNCIIL4FMBER FARRELL stated that the City streets are now owned by the abutting owners, but by the residen-s of the City. DAVE MGNUSCI stated that the Courts have determined that to assess the project the improvement nest increase assessed market valuation. DAVE MAGNHSON suggested approaching the School District about contributing an amount to the inprovme nt of this street, or assessing at a different rate as has been done between commercial and residential assessments in the past. AL RANLM stated that the School Board has stated that they should not be treated diffeently than anyone else. Trucks also contribute to the deterioration of this street. It was moved by Councileldler Bodlovick, seconded by Councilnonber MacDonald, not to do any Overlay Projects in 1984. (After discussion, the notion was withdrawn). On motion of Colncilmerber Farrell, seconded by Councilnanber MacDonald, the Council roved to table any action on this project until Septa:ber 4, 1984, or until a full Council is present. COUNCIL REQUEST ITEMS -JOE GOULD PROPERTY - Mayor Peterson asked what action can be done regarding the condition of the foe Gould property at Fourth and Wilkins Streets. He asked if the Conditional Use Permit granite'edd for this location could be revoked. DAVE MAGNUSCIT stated that the Council could set a hearing for the purpose of determining the progress of the Conditional Use, asking Mr. Gould to show plans for this location. pi motion of Councilirerber MacDonald, seconded by Councilnamber Bodlovick, the Council moved to have Nile Kriesel contact Mr. Gould regarding this problem, stating that they can set a hearing for posing conditions on this permit.
