SPECIAL MEETING
MARCH 27, 1984
7:30 P.M.
The meeting was called to order by Mayor Peterson.

Mayor Peterson stated the purpose of the special meeting is to respond to the
request ,aade by Lakeview Memorial Hospital, for a letter of support from the
City Council for the operation of an ambulance service.
Hospital Administrator Dale Mattison and Emergency Medical Services Director, Mike
Castilluccio, presented their ambulance service application concept to the Council.
Mike Castilluccio stated that they have also applied for variances that would permit
the service to utilize mass trousers, IV therapy, cardiac defibulator and monitors.
They would provide a 24-hour/day service and have one full time paramedic and one
full time EMT on duty at all times. Many times thre would be a three -mar. crew
responding to calls. These people will be on duty at the hospital during their
on -duty hours for the ambulance.
Mayor Peterson asked what basis was used for applying to the State for this service
:end Mr. Castilluccio stated that they can provide quality service at reasonable cost,
being that they are a non-profit hospital. He stated that rates should be approximately
30% lower than the present rates.
Mr. Castilluccio continued by informing the Council that their services will have two
Road Rescue vehicles, fully equipped. They will have qualified personnel on call for
the second vehicle, should the first vehicle be out on a call. They will also have
mutual aid agreements with three communities, and he has met with surrounding communities
Police Chiefs and feels that they will have a very good working relationship with these
communities.
Dave Magnuson stressed that at this point, the Lakeview Hospital is looking for general
support from the City Council. Any written concerns and comments would be presented at
the hearing, which will be held in Stillwater if the Commissioner of State Department
of Health determines that it is needed. It is up to the Commissioner to determine if the
application and supporting information is adequate to grant approval of the ambulance
service.
Councilmember Bodlovick stated that she would like to see a copy of the actual application
before a statement of support is made.
Councilmember MacDonald asked about the tentative date of operation and Mr. Castilluccio ._
stated that the State Board of Health has 90 days from April 9th to make determination
and the Commission has another 30 days to determine if the application is adequate or within
which to hold a hearing on same.
Councilperson Bodlovick again expressed concern over not seeing the actual application
and asked the City Attorney if he felt comfortable that there is no wrong doing by
giving general support without seeing this application. Dave Magnuson stated that
at this point the general support has no legal in;act.
On motion by Councilmember Kimble, seconded by Councilmember MacDonald, the Council
moved to give general support to the application for an ambulance service, submitted
by the Lakeview Memorial Hospital. This support is given after considering all information
given and legal counsel offered. Ayes; Councilmerbers Farrell, Kimble, MacDonald and
Mayor Peterson. Nays; None. Abstain; Bodlovick. Motion carried.
Bodlovick stated that she is abstaining because of lack of actual application in hanc.
Police Policies Manual
On motion by Councilmember Bodlovick, seconded by Councilmember MacDonald, the Council
approved purchase of a Police Policies Manual for $15.00. All in favor.

Joint Planning Coll1Jlission Councilmember Farrell gave a history of the Joint Planning Co11111ission, and where they are to date. He stated that he is concerned with representing the Council on this Joint Planning Commission, when he is not sure of where the City wants to !J)regarding future planning.
Tom Farrell stated that the meeting of the Joint Planning Convnission, City Council and Township Board will be April 16, 1984, at 7:30 p.m. at the Stillwater Township Hall.

ADJOURNMENT On motion by Councilmember Kimble. seconded by Councilmember MacDonald, the meeting adjourned at 9:10 p.m. All in favor.
