IN1ERLACHEN/72ND STREET JOINT IMPROVEMENT HEARING.
Town Supervisor Ruck opened the hearing on behalf of the Stillwater Tbwn Board and Stillwater
City Council. The Than Clerk read the Notice of Joint Hearing for L. I. No. 221 - Upgrading
of Interladren/72nd Street.
Consulting Engineer Meister of Short, Elliott and Hendrickson (SEA) presented a report on the
proposed project. The project consisted of two alternative methods of upgrading Interlachen/
72nd Street.
Alternate 41 would be to construct a 24 foot wide bituminous street with a five foot boule-
vard, realignment of 72nd Street with Interladren lowering the grade by six feet and insulating the
existing watennain. The cost of Alternative *1 was estimated to be $34,000.00 or $2,615.00 per
lot.
Alternative 42 would be to construct a 24 foot wide gravel street, lower the street grade
by three feet, not insulate the existing waternain and align 72nd Street with Interlachai. The
cost of Alternative 42 was estimated to be $20,000.00 or $1,540.00 per lot.
DAVID JONES, Mid Ceks resident, presented an alternative plan that was more acceptable to the
affected land owners. The proposal would be to construct a 20 foot roadway, align 72nd Street
with the north edge of Interlaken, curve the street to the North, lower the hill by six feet,
slope the road to the north (eliminating need for a ditch on the south side of 72nd Street),
extend 15 mile per hour speed to Manning Avenue, and close 72nd Street at a point west of Mid
Oaks Avenue.
Consulting Engineer Van Wenner explained the traffic problems that he had looked at when the
street improvement was designed. One of the primary factors wassight and stopping distance.
The grade was proposed to be lowered six feet in order to increase stopping disgance. Mr. Van
Wormer also said that alignment was important in order to keep traffic in the proper lanes. The
roadway could be shifted to the north. diver, the Engineers had considered using the existing
roadway as a base because it was compacted and the area to the north would be softer creating a
differential in road base and making the improvement more costly. Mr. Van Wormer also felt that

Considerable discussion was then held regarding traffic safety factors, loss of property
including rrees and vegetation, cost of the work, drainage problems, road width and traffic
volumes.
On motion of Supervisor Sennus, seconded by Supervisor Bergeron, the City Council
and Town Board moved to leave the record open for a period of seven days and to continue the
hearing to a later date. (all in favor)
