SPECIAL MEETING
Octob er 11, 1983 4:00 P. M.
The meeting was called to order by Mayor Peterson.
Present: Councilmembers Avise, Bodlovick, Kimble and MacDonald and
Mayor Peterson

1984 BUDGET
MR. KRIESEL AND MS. CARUSO suammaried the 1984 budget per department requests. The
requested budget would create an estimated General Fund balance of $219,165. MR.
KRIESEL said that this would be a step backwards from the 1983 estimated balance of
$274,889. The 1984 budget per the Coordinator and Finance Director recommendation
would create an esimated General Fund balance of $407,516. MR. KRIESEL said that
the recommended budget would require some cuts (such as the request for a pumper for
the Fire Department and the request for a new heating system and scoreboard for the
Ice Arena), as well as the maximum levy allowed by law. MR. KRIESEL said that the
General Fund Balance should be about double the present 1984 estimated amount.
Public Works Director, Shelton, Parks Supervisor, Blekum, and Public Safety
Director, Abrahamson explained their budget requests to the Council.
(No action was taken regarding the budget at this time)
CITY CLERK POSITION
MR. KRIESEL informed the Council that Dorothy Schnell would be retiring at the end of
the year - December 31, 1983. MR. KRIESEL said that he would like to advertise for
the City Clerk position opening aniwould also like the Council to consider adjusting
Ms. Schnell's salary. MR. KRIESEL said that after reviewing the job description for
the City Clerk position it became evident that the City would have to pay a new person
at least $23,000 to $24,000.
On motion of Councilmember Kimble, seconded Councilmember MacDonald, the Council
moved to increase the City Clerk's salary to $24,000 per year retro-active to January 1,
1983. (all in favor)
On motion of Councilmember Avise, seconded by Councilmember Kimble, the Council
moved to authorize the City Coordinator to advertise for the City Clerk position with
a salary range of $21,000 to $23,000. (all in favor)
CLAIM FOR DAMAGES
MR. KRIESEL told the Council that a claim was filed by a Dennis Torrelle for damage done
to his home (cracked ceilings and walls) when some heavy equipment was moved down Maple
Street for the Oak Glen Development.
Mr. Torelle was able to collect all but $100.00 which was the deductible from his
insurance. MR. KRIESEL recommended that the City reimburse Mr. Torelle.
On motion of Councilmember MacDonald, seconded by Councilmember Kimble, the Council
moved to reimburse Dennis Torrelle $100.00 for the property damages.

ASSESSMENT HEARING FOR LOCAL IMPROVEMENT NO. 212
On motion of Councilmember MacDonald, seconded by Councilmember Bodlovick, a resolution
was introduced "SETTING THE ASSESSMENT HEARING DATE FOR 7:30 P. M., November 1, 1983
for Local Improvement No. 212 (Grove S Hemlock Street Surfacing).

Nays --None (see resolutions)
