SPECIAL MEETING
February 5, 1983 12:00 P. M.
The meeting was called to order by Mayor Peterson.
Present: Councilwomen Avise and Bodlovick, Councilmen Kimble and
MacDonald and Mayor Peterson
Absent: None
Also Present: Finance Director/Coordinator, Kriesel
1983 BUDGET
MR. KRIESEL presented the Council with a revised budget. MR. KRIESEL said that he had
made four changes to the operating budget. He had eliminated the request for an addi-
tional Firefighter, an additional Heavy Equipment Operator and the request for an
ambulance subsidy. He had also added $22,000 for a Building Inspector/Zoning Adminis-
trator type position.
MR. KRIESEL stated that he had also made some changes to the capital outlay requests.
He had added back $20,000 for lighting replacement in the downtown area, $20,000 was
added for Library roof repairs, $7,000 was added to the URick Street Lift Station
modification and dredging was set at $35,000.
MR. KRIESEL told the Council that the capital outlay items, if approved, would still
have to have Council approval before the items were actually ordered.
MR. KRIESEL told the Counci.l that the Revenue Sharing Budget should also be adopted
at the budget hearing which was scheduled for 7:30 P. M., Tuesday, February 15, 1983
(Discussion was then held on the request from the Senior Citizen's Center)
0n recommendation of Mayor Peterson, the Council set the contribution to the
Senior Citizen Center at $6,600 per year. This would pay for the difference in the
Center's rent increase for 1983.
Discussion was held on the request for the ambulance subsidy. MAYOR PETERSON said
that he was originally supportive of an ambulance subsidy because he wanted to make
sure that the citizens of Stillwater had the availability of an adequate ambulance
service. He also felt that the subsidy was justifiable because it provided a reduced
rate for the citizens of Stillwater.
MAYOR PETERSON now felt that the City could not afford to subsidize ambulance
charges any more than it could afford to subsidize the arena operation.
COUNCILMAN MAC DONALD also felt that the City was being asked to subsidize the medi-
caid program and this was a County and State program rather than a City program. The
Council decided to eliminate the ambulance subsidy at this time and possibly reconsider
their action at a future time if a crisis develops.
The City Council reviewed the Department Head salaries recommended by Mr. Kriesel.
The Council tentatively set the following salaries effective January 1, 1983:

(1) Will also continue to receive $25.00 per meeting
(2) City will also contrigute $225.00 per month toward Law Library. City
Attorney will also continue to receive $60.00 per hour for work related
to local improvements, annexations and Industrial Revenue Bonds.
(3) Will receive $150.00 per month for automobile allowance.
