Whereas the City of Stillwater on January 26th,1931,suffered the lose of
one of its distinguished public citizens in the death of Edwin D, Buffington,
its City Attorney,for practically twenty years,and
Whereas, it is fitting and proper that public recognition should be given
of his splendid and unue l service to this City.
NOW THEREFORE BE IT RESOLVED,by the City of Stillweter,at a ret.aar
session of the Council thereof held in. the City Hall of said City on February,
3,1931,that this resolution be made and adopted for the purpose of expressing
the high esteem in which it held its late City Attorney and of publicly voicing
its aporeclatlon of the services rendered by him for many years for the welfare
of this City.
Conspicuous among the many splendid traits of Edwin D. Buffington was
his unquestioned and unswerving integrity.He placed righteousness above all else
and ever held fast to that ideal. His voice never hesitated and his power and
dynamic force seemed w&thout limit in arguing for and in supporting a cause which
he believed just and equitable.
Although.Mr. Buffington did not possess a robust physique,hie energy was
surprising and his endurance,remarkable.When the legal natters of this City
required his attention he gave of his time unsparingly. The fact that he was
City Attorney of this City,continuously since his appointment on April,-,1911,
through change after change of administration speaks most eloquently of the
character of professional service rendered.Mere words car add noting further to
such a record.
While Mr. Buffington was respected for his integrity and his legal attein-
ments,he was loved by his many,many friends because of his cheerful,always
pleasant ,disposition. He was broad and tolerant and spoke evil of no man.He was a
courteous, cultured, Christian gentllman,who Lot only attended has own church,
but frequently went to churches of other denominations to gain other view points.
He respected the creeds and beleife of others and never sought to force his own
opinion upon unwilling listeners.
The City of Stillwater has lost a public spirited citizen of high ideals.
It is grateful,however,to have enjoyed his service and helpful advice and sugges-
tions for these many years.It knows that he has lived a full life of useful
service and that he now richly merits a place of pleasure and comfort in his
Father's Home.
Be it further Resolved that the flag of the United States of America
be flown at half-mast from the City Hall of this City for a period of thirty days
from the date of his death in loving respect to his memory.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes
of the Council of the City of Stillwater and that a copy of this resolution be
sent to his son,Cilbert Buffington,of Duluth,and to his brother,the Honorable
George Beffington,of Minne:,polis,and that copies thereof be given to the public
press for publication.

Resolution fixing salaries of certain employees of the City;
Resolved 'oy the Council of the City of 6tillwater,that the salaries of
the following employees of the City,from and after !t,nh let,1931,be and the
same are hereby fixed as follows;
Chief of the Fire Department, 150.00 per month
Assistant Chief of the Fire Department 135.00 per month
All other firemen, each 120.00 per month
Attendant at fire station; for each fire where water is turned on 6,00;
for each fire where water is not turned on 1.00
.Special,or minute men; each fire when water is turned on 3.00
for each fire when rater is not turned on 1.00
Chief of Police 150.00 per month
Captain of Police 135.00 per month
All other policemen 110.00 per month
Special policemen. 3.00 per day
That said salaries be paid semi-monthly,on the first and 16th daye of each
month,and the City Clerk is hereby directed to draw a warrant on the City Treasurer
in favor of each of said employees for the amounts set opposite their respective
names as shown by the verified pay rail presented to him by the Chiefs of the
said departments.

Resolved 'oy the Council of the City of Stillwater:
1. That it is hereby detereined that these portions of the hereinafter nsmed

Resolution approving plans,specificetlons and esti,.etes of expense
of sprinkling with water ynd travia the portion of the streets
embraced within the boundaries of Sprinkling Districts numbered
14 and 15,and fixing a time when. the Council will meet to rot in
relation to the doing of the proposed work.
Resolved by the Council of the City of Stillwater:
1. That the plans,speotfications and estimated cost of the proposed work of
sprinkling with water and tarvia the portions of the streets embraced within the
bnunda.ries of.Sprinkling Districts nurored 14 and 15 as prepared by t:.= City
Engineer and presented to th; Council for its consideration and approval,be and
the same are hereby approved and ordered filed in the office if the City Clerk.
2. That Tuesday,the 21 day of Apri1,1931,at 7:30 o'clock P. M.,be and is hereby
designated as.the time when the Council will meet in the Council Chamber at a
regular meeting of the Council,and act in relation to doing the proposed work
and making of •the proposed improvement,a.nd the City Clerk is hereby directed to
give notice of such meeting in accordance with the provisions of the charter.

Resolution approving plans,speclfications and estimate of the probable
expense of paving Myrtle Alley with oonorete between East Myrtle street
and Commervial. Avenue and fixing a time when the Council will meet to
aot in relation to the proposed work.
Resolved by the Council of the City of Stillwater;
1. That the plans and specifications of the proposed work of paving Myrtle
Alley with concrete,between E. Myrtle Street and Commercial Avenue together with
an estimate of the probable expense thereof, as prepared by the City Engineer and
presented to the Council for its consideration and approval,be and the came are
hereby approved and ordered filed in the office of the City Clerk.
2. That Tuesday the 4th day of August,1931,at 7:30 o'clock P.M.,be and is
hereby designated as the time when. the Couboil will meet in the Council Chamber

Resolution Authorizing the borrowing of money in anticipation
of payment of taxes and assessments,and the issuance of
certificates of indebtedness therefor.
Resolved by the Council of the City of Stillwater,
That the Mayor be,and he hereby ie,authorized to borrow money for,and in
behalf of said City,ln anticipation of the payment of taxes and assessments,
such sum or sums of money as may from time to time be necessary for temporary
purposes, including the payment of that certain promissory note made by Said
City, dated August 24,1931,payable to the order of the First National Bank of
Stillwater on or before six months from date for the sum of ten thousand
(10,000) dollars,not exceeding a total of forty thousand (40,0001 dollars;
and when so borrowed, there shall be issued and delivered to the person or
coropration furnishing such money,the certificate or certificates of indebted-
ness of the City for the amount so borrowed,whlch shall be a general obligation
of the City,to be dated on the day of such issue,to be due not later than
December 31,1931, with interest at a rate not exceeding six (6) per cent per
annum from date of issue until pald,and to be signed on behalf of the City by
the Mayor, sealed with its corpprate seal, and countersigned by the City Clerk.

Resolution No. 338.
Resolution authorizing the issuance and sale of Certificates of
Indebtedness in anticipation of taxes levied in the year 1931.
Resolved By the Council of the City of Stillwater,That there be issued
and sold,certificutes of indebtedness of the City of Stillwater in the sum of
fifteen thousand (15000) dollars,in anticipation of taxes levied in the year 1931
for the General Fund of said City; which certificates shall be dated December 18,
1931; signed on behalf of the City by its Mayor and its Clerk,paynble to the
bearer on or before four (4) months after date; numbered and in denoednations as
follows: Certificate Lumber One (1) for ten thousand (10000y dollars, and Certif—
icate Number ?ra (2) for five thousand (5000) dollars. Each of said certificates
shall bear interest at the rate of five (5) per cent per ennui:.
Said Certificate Minter One (1) shell be sold by the Clerk at once at par;and said
Certificate Nu:.,ber Two (2) shall be sold by the Clerk or: Jr nuary,2,1932,at par and
accrued interest. Each of said certificates shell state upon its face that the
proceeds thereof shall be used for the said General Fund,and that the esti:rn to of
the total amount of the tux levied for said Fund as being collected is the sum of
eighty thousand (80000) dollars.
The proceeds of the tax assessed and collected on account of said fund,:nd the
faith and credit of the City are irrevocably pledged for the redemption of the
certificates so issued.
