'A'ERAS, Joseph Junker and son has filed with the City Clerk a list of agree-
ment forms containing the names and addresses of persons who have obligated
themselves to pay to the City for such garbage and refuse collection during
the month of December, 1953, according to the garbage refuse contract dated
July 31, 1153, between said Joseph Tanker end Son and the City as follows:-

the above figures do not include any extra compensation for the garbage -refuse
collector's entering into basements for garbage or refuse, for which a higher
price has been agreed upon between the collector and the person or persons

not go through the City books and is a matter of private agreement between
such panel or persons and the collertor.

City pay said sum of $1629.00 to sold Joseph Junker & Son, subject to any and
all assignments heretofore made by said Joseph Junker 1 Son and accepted by the
City.

RESOLUTION AUTHORIZING THE ISSUE AND SALE OF CERTIFICATE OF INDEBTEDNESS TO
PAY FOR GARBAGE AND ROUSE COLLECTION AND REMOVAL FOR THE MONTH OF DECEMBER
1953.
RESOLVED BY THE COUNCIL OF TIE CITY CF STILLWATER, that there shell be issued
and sold a certificate of indebtedness of the CITY OF STILLWATER in the amount
of One Thousand Six Hundred and Twenty Nine (1629.00) Dollars to pay Joseph
Junker 'e Son for garbage and refuse collection, transportation, burial and
disoositicn for the month of December 1953, in accordance with the garbage -
refuse contract dated July 31, 1953, between Joseph Junker & Son and the City.
Said certificate shall he numbered four, shell be dated January 9, 1954, and
shall be payable to the bearer on or before April 30, 1954, with interest at
the rate of four (4) per cent per annum from the date of issue until paid.
It shall be executed on behalf of the City by its Mayor, attested by the City
Clerk and shall Fear the official seal of the City. It shall he sold by the
City Clerk on the date cf its issue or as soon thereafter as possible, at par
and accrued interest.
TIE FILL FAITS AID CREDIT OF TqE CITY, voluntary payments by the owners or
occupants of the premises from which garbage and refuse ere removed and dis-
posed of, and the proceeds of special assessments es provided by State law
are all hereby pledrrd to the full payment of said certificate end interest.
(FIE CITY TREAS"RER shall endorse upon each certificate when presented to him,
the name and post office address of the holder thereof and shall keep a record
in his office of the name and post office address of such holder.
IN ORDER Tn AVAIL ITSELF of the privllere cf paying such certificate prior
to April 30, 1954, the City, by its Treas'rer, -ust give the record holder there-
of thirty days, written notice of its intention to pay such certificate, add-
ressed to the lest known a?dre s of the holder thereof.

RESOLUTION NO. 1677
RESOLUTION UPON THE DEATI CF COLONEL WILLIAM E. PER LEE.
WHEREAS, Ellliam E. Per Lee died on December 24, 1953, end the Council of
the City of Stillwater considers his death of sufficient public interest to
instruct the Clerk to make permanent upon the Council minutes the following
Resolution pertaining to him:
Colonel Per Lee spent his entire lifetime of 77 years as a resilent of Still-
water, except for surh times as he was away from the city in the military
service of his country.
For over fifty years he was an employee of the post office in Stillwater and
had served for many years as Assistant Post Master, a position held by him
upon his retirement in 1946. He had a long record of military service, be-
ginning with old Company Ka of Stillwater. He was Captain of the unit from
1912 to 1915. le served in the armed forces in World War I and rose to the
rank of Major. After the war was over he continued in the reserves until he
attained the rank of full colonel.
During the last several years of his life after his retirement from military
service he served with great zeal and interest as Chairman of the Stillwater
Park Board and as Chairman of the Board of Trustees of Washington County
nistoricat Society. In Loth of these positi-ns he served the public interest
with great capacity. It will he difficult to replace him.
BE IT F'TRTIER RFSCIVED that a copy of this Resolution he forwarded by the
Clerk to his sister, '"iss Olive Per T.ee of T."inneapolis, and to his brothers
John Per ten of Minneapolis, and Colonel carry Per Lee, Fort Lauderdale,
Florida.

of the Stillwater Fire Department, id hereby appointed City Fire Marshal and
vested with all powers and authority with respect to fire prevention under the
City Charter and any and all ordinances.
THIS RESOLUTION shall take effect from and after its passage and publication.

RESOLUTION ACCEPTING ASSIGNMENT.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the written assignment
made by Joseph Junker and John Junker, co-partners, doing business as Joseph
Dunker & Son, dated February 25th, 1954, in favor of the Stillwater Motor
Company, now on file in the office of the City Clerk, in the sum of fifty (50)
Dollars per month for each and every month during the remainder of the term of
that certain agreement in writing made the 31st day of July, 1953, between said
Joseph Dunker & Son and the City of Stillwater, a Minnesota municipal corporation,
is hereby accepted. Said sum of 050.90 per month shall be paid monthly to said
Stillwater Motor Company.
IT IS A CONDITION OF am CITY'S ACCEPTANCE of said assignment that no money shall
be paid to said Stillwater Motor Company, monthly or otherwise, under this assign-
ment, unless there is sufficidnt money or credit in the hands of the City at the
time, belonging to said Joseph Dunker & Son by reason of said contract to pay
said monthly sum of 050.00.
RESOLVED FURTHER that, subject to the last preceding paragraph, the Mayor and
City Clerk are hereby authorized and directed to draw their warrants upon the
City Treasurer accordingly.

RESOLVED BY TTE CC-BielI, iF TIF. CITY OF STILtWATER, that there shell be issued end
sold a certificate of indebtedness of the City of Iti'lwater in the amount of One
thousand Five Rundred and S_xty Six (1566.00) Dollars to pay Joseph Dunker and Son
for garbage and refuse collection, transportation, burial end disposition for the
month of March 1954, in accordance with the garbage -refuse r ntract dated July 31,
1953, between Joseph Dunker and Son and the City. Said certificate be numbered
seven, shall be dated Anril 12, 1954, all shall he pavatle to the bearer on or before
October 31, 1954, with interest at the rate of four (4) per cent per annum from the
date of issue until paid. It shall be executed on behalf of the City by its Mayor,

RESOLVED HY THE COUNCIL OF THE CITY OF STILLWATER that the written assignment to
Simonet Furniture and Carpet Company made by Joseph Junket and John Junker, doing
business as Joseph Junker and Son, in the amount of $2203.55, payable at the rate of
Eighty (80) Dollars per month on the loth day of each and every month hereafter
beginning with July 10, 1954, out of moneys to become due to said Junker and Son under
the garbage and refuse collection and disposal contract with the City dated July 31,
1953, which contract is now on file in the office of the City Clerk and by reference

WHEREAS, Stillwater, itself, is a city of approximately eight thousand persons and
serves about that many more in the nearby villages of Bayport, Oak Park, Afton, Seendia
Marine, Withrow and Lake Elmo, including a large and substantial rural area
adjacent thereto; and
WHEREAS, it has come to the attention of the City Council that said office is possibly
to be moved elsewhere;
WOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that the City
Clerk protest in the name of the City to Senators Hubert Humphry and Edward Thye and
Representative Roy Weir, and A. R. Knox of the St. Paul office of the United States
Internal Revenue Service, against such possible removal cf the Stillwater office, and
to urge the Director of the United States Internal Revenue Bureau in charge of thin
district to keep Its office in Stillwater open and in charge of one of its agents.
The loss of this office would be great and Is one that the people of the City and
surronding area hope very much can be avoided.

RESOLUTION APPROVING ASSIGNMENT.
RESOLVED BY THE COUNCIL OF TIE CITY OF STILLWATER that the Council approve the attached
assignment by the St. Croix Barge Terminal, Inc. to the City of Stillwater of moneys
to become due to said barge terminal company for the unloading, docking, storage and
re -loading of coal from pile on to cars during the year 1954 for the Statb of Minnesota
^� fdr'the account of the Minnesota State Prison. Said assignment to consist of the
forwarding by said state prison of all of such moneys to the City Clerk of Stillwater,
by check payable to the order of said barge terminal company; from the amount of said
checks when they come into the possession of the City, the barge terminal company is
to pay to the City, in cash, all of the proceeds thereof except operating costs, the
total of which shall not be greater than fifty (50) percent of the amount of each
check, the balance of said check to be retained by the barge terminal company.
FURTHER ABSOLVED that this arrangement shall continue during the remainder of the
year 1954 or until said barge terminal company has paid to the City all moneys due
the City under the so-called "River Terminal Lease".

RESOLUTION AUTHORIZING THE SALE OF REAL ESTATE.
WHEREAS, the City of Stillwater is the owner of all the real estate hereinafter
described and has no need for the same; and the Bluff City Lumber Company, a
Minnesota corporation of Stillwater, Minnesota, has, by letter dated July 8, 1954,
to the Stillwater City Council, made a proposition to purchase said real estate which
letter is on file in the office of the City Clerk and by reference herein hereby
made a part hereof; and the City desires to accent the proposition so made in said
letter;
THEREFORE, BE IT RESOLVED FY THE COUNCIL OF THE CITY OF STILLWATER that the City
sell to said Bluff City Lumber Company, for the sum of Seven Hundred Fifty (750)
Dollars to be paid to the City by said Bluff City Lumber Company upon the execution
and delivery by the City to said Bluff City Lumber Company of quit -claim deed, the
following described land designated below as Tract One:

will make it possible for the petitioner to construct a new home upon or adjacent
to said vacated part of East Willard Street end Sixth Avenue South; end the Council
considers getting such a new home upon the tax rolls of the City adequate consideration
for the said vacation and therefore does not order any cash payment to be made there-

RESOLUTION AUTHORIZING THE ISSUE AID SALE OF CERTIFICATE OF INDEI'TED'IESS TO PAY FOR
GARBAGE AND REF'SE COLLECTION AND REMOVAL FOR THE MONTH OF SEPTEMBER, 1954-
RESOLVED FY TIE rOUNCIL OF THE CITY OF' STIILWATER, that there shall be issued and sold
a certificate of indebtedness of the CITY OF ST1LLAATER, in the amount of One Thousand
Seven Hundred Sixty Seven and no/100 (1767.00) Dollars to pay Joseph Junker and Son
for garbage and refuse collection, transportation, burial and disposition for the month
of September 1954 in accordance with the garbage -refuse contract dated July 31, 1953,
between Joseph Junker and Son and the City. Said certificate shall be numbered thirteen
shell be dated October 11, 1954, and shall be payable to the bearer on or before
April 30, 1955, with interest at the rate of four (4) per cent per annum from the
date of issue until paid. It shall be executed on behalf of the City by its Mayor,
attested by the City Clerk and shall hear the official seal of the City. It shall be
Gold by the City Clerk on the date of its issue or as soon thereafter as possitle,
at per and accrued interest.
T9E FULL FAITS AID CREDIT OF THE CITY, voluntary payments by the owners or occupants
of the premises from which garbage and refuse are removed and disposed of, and the
preceeds of special assessments as provided by State law are all hereby pledged to the
full payment of said certificate and interest.
THE CITY TREAS"RER shall endorse upon each certificate when presented to him, the
ne-e end post office address of the holder thereof and shall keep a record in his
office of the name and post office address of such holder.
IN ORDER TO A'/AIL ITSELF of the privilege of paying such certificate prior to April
30, 1955, the City, by its Treasurer, mast give the record holder thereof thirty
day's written notice of its intention to pay such certlfieate aldressed to the lest
known address of the holder thereof.
