RESOLUTION NO. 1612.
RESOLUTION AUTHORIZING THE ISSUE AND SALE OF CERTIFICATES OF INDEBTEDNESS.
RESOLVED HY THE COUNCIL OF THE CITY OF STILLWATER, that there shall be
issued and sold certificates of indebtedness of the total amount of Forty-
tbree Thousand ($43,000.00) Dollars in anticipation of the collection of
taxes levied for the General Fund of the City in the year 1952. Said certi-
ficates shall be dated Januar, 8th, 1953, shall be payable to the bearer on
or before December 31, 1953, at the office of the City Treasurer in Stillwater,
and shall bear interest at the rate of four (4) per cent per annum from date
of issue until paid. They shall be numbered and in amounts as follows,
Certificate number one
Certificate number two
Certificate number three
$14,000.00'

15,000.00.
SAID CERTIFICATES shall be signed in the na_.s of the City by the Mayor
and the City Clerk and shall bear the official seal of the City. They shall
be general obligations of the City and the full faith and credit of the City
is hereby pledged for the full payment of interest and principal. They shall
be sold by the Clerk on the date thereof or as soon thereafter as possible,
at par and accrued interest.

RESOLUTION NUMBER 1615 -
RESOLUTION AUTHORIZING TIE RENTAL PAYMENTS ON PARKING METERS
RESOLVED BY TIE COUNCIL OF THE CITY OF STILLWATER that the
City pay to Magee -Hale Park-O-Meter Company, Oklahoma City, Okla-
homa, for the eighteen parking meters in Stillwater, rented and
installed in November, 1952, by them, at the rate of Two Dollars
and Fifty Cents (S2.50) per month per meter, payable on or before
the Tenth day of each and every month hereafter, beginning in the
month of February, 1953, until and if the Council decides to pur-
chase said meters, at the rate of Fifty-six Dollars and Fifty Cents
(:$56.50) per meter, leas total rental payments theretofore made,
in accordance with the terms of the contract between the City and
said Magee -Hale Park-O-Meter Company.
AND THE MAYOR AND CITY CLERK are hereby authorised and directed
to draw their warrants upon the City Treasurer accordingly.

Bituminous Surfacing Projects, with interest at five (5) per cent
per annum from December 27, 1952, may do so in the office of the

CITY CLERK TO GIVE NOTICE OF SUCH MEETINGD
RESOLVED BY T'IE COtU.ICIL OF THE CITY OF STILLWATER:
1. That the plans, specifications and estimated costs, as
prepared by the City Engineer, for bituminous surfacing of streets
and roadways, end any other improvements as and where indicated
on the plans therefor, including necessary grading and graveling
preparatory thereto in the City of Stillwater, Minnesota, during
the year 1953, es presented to the Council for its consideration
and approval be, and the same are hereby approved and ordered filed
in the office of the City Clerk.
2. 2. That Tuesday the 3rd day of March 1953, et 7:30 o'clock
P.M. be, and 1s hereby designated as the tine when the Council will
meet In the Council Chamber in the City Nall at a regular meeting

RESOLUTION DETERMINING TO PROCEED 'WIll THE WORK OF IMPROVING CERTAIN STREETS
WIT3IiN TIE CITY OF STILLWATER, AND DIF.ECTING THE CITY CLERK TO ADVERTISE FOR
RIDS.
RESOL"BD FY THE COUNCIL OF :HE CITY OF STILLWATER:
1. That it is hereby determined to proceed with the work of improving certain
streets and roadways within the City of Stillwater during the season of 1953.
That all minor grading or shaping_ of roadbeds and the stabilization of all
bases preparatory to final surfacing shall be performed by the City on a material
cost, and force account basis.
That public bids shall be requested for the turniehi'g and applying of all
bituminous surfacing on roadbeds thus prepared.
That the following streets were approved and designated for improvement by
the City Council at a regular meeting held February 3rd, 1953:
West Willard Street extended through North Lily Lots, between S. Owens and
S. Center Streets, thence South Center Street to W. Pine Street.
West Pine Street, between line of S. Owens Street and the west line of S.
(:rove Street.
East Locust Street, between S. Second and S. Third Streets.
2. That the City Clerk is hereby directed to advertise for bids returnable at
a regular mreting of the Council to be held in the Council Chamber in the City
Sall on Tuesday the 7th Day of April 1953, at 7:30 o'clock P.M. for doing and
furnishing the commodities labor and service to complete the required work of
bituminous surfacing of the above named streets in accordance with plans and the
specifications therefor.

RESOLUTION
WHEREAS, The Commissioner of Highways of the State of Minnesota is about
to designate the location of Trunk Highway No. 95 formerly designated as Trunk
Highway No. 95, through the city of Stillwater as shown upon the general layout
plan which is presented herewith and made a part hereof, and
WHEREAS, Said Commissioner of Highways proposed to make certain improve-
ments in said truhk highway through said City of Stillwater and 1s designating
the general layout and points of access to said trunk highway as shown on the
general layout plan attached hereto, which said Dian is presented herewith ant
made a part of this resolution, and
WHEREAS, The Commissioner of Highways Is desirous that the City of Stillwater,
will not license or Dermit hereafter any encroachment of any nature, including
curb gas pumps or as stations or billboards or other structures of any kind
whatsoever, on the right of way of said Trunk Highway No. 95 within the corpor-
ate limits of said City of Stillwater, as shown upon the plan and maps hereto
attached, and
Y-!EREAS, In the furtherance of the public well being and safety it is desirable
and necessary to eliminate traffic hazards by eliminating any encroachments whet-
soever including gas Dumps or gas stations or billboards or other structures
of any kind whatsoever, new or hereafter existing it or upon the said Trunk
lighway right of way, an'.

WREREAS, Said Commissioner of Highways desires, in the interest of public
safety, that all narking of vehicles on said Trunk 9lphway be parallel with the
curb and at least 20 feet from any crosswalk at all public streets intersecting
said Trunk 11,e:way within the corporate limits of said City, and
WHEREAS, It is to the best interests of said City that all parking of vehicles
be parallel to the curb;
IOW, THEREFORE, BE IT RESOLVED, That said general layout plan for the lo-
cation, improvement and designation of points of access to said Trunk Rig+way
Thrcalvh said City be and the same is hereby approved; and
BE IT F^'RT9ER RESOLVED, That when plans and specifications of said improve-
ment on Trunk Highway No. 95 have been completed and submitted tc this Council
in accordance with the above proposal, the ammo will be approved by further
resolution; and
DE IT FURTHER RESCLVED, That said City does hereby agree and covenant that
it w111 never permit or suffer, within it corporate limits, any encroachment of
any kind whatsoever, including curb gas pumps and gas stations, billboards or
other structures of any kind whatsoever, upon the right of way of Trunk Highway
No 95 as shown on said olans and that to the above end said City hereby agrees
that it will never issue any license, permit, or grant, or give any leave or
liberty or any other consent of whatever form for the construction or mainten-
ance of any encroachment whatsoever, including curb gas pumps and gas stations,
bill boards or other structures of any kind whatsoever, upon said right of way;
and that said City will cooperate insofar as possitle to eliminate existing ec-
croachments constituting traffic hazards and will further take any necessary
action to eliminate any encroachment that may hereafter exist on said Trunk
Highway right of way; and
8E IT F"RTiER RESOLVED, That said City does hereby agree to require the

RESOLUTION NO. 1624 '
RESOLUTION ON DR. PRODEEN
WHEREAS, Di. Runo G. Brodeen died on December 24, 1952, and the Council
wishes to take official cognizance of the fact;
IT IS HEREBY 9ESOLVED that the Clerk place permanently upon the minutes
of the council the following Resolution:
Dr. Brodeen served two terms as Mayor of the City of Stillwater; he was
a very affable official with a serious regard for all actions taken by the Council;
no one needed to approach him on any grievance without getting a sympathetic
hearing and if the facts, in his opinion, justified, he invariably gave his brat
efforts to obtain relief for the complainant; Dr. Frodnen possessed a good know-
ledge of municipal affairs in the City end made a strong effort to improve many
existing conditions.
The City Council gives him this good -by.
LET TIE CITY CLERK give a certified cony of this Resolution to Mrs. Prodeen.

RESOLUTION AJTHORIZING THE PURCHASE OF PARKING METERS
RESOLVED EY THE COUNCIT, OF THE CITY OF STILLWATER that the City purchase
from the McGee -Bale Park-O-Meter Company of Oklahoma City, Oklahoma, One Hun-
dred Seventy (170), more or less, model "Gv Park-O-Meter, including Eighteen
(18) of said meters installed by said Perk-O-Meter Company on South Main Street
in November, 1952. The purchase price shall be Forty-nine Dollars and Fifty
Cents (R49.50) per meter, to be paid at the rate of Two (2) Dollars per month
per meter until the entire purchase price shall be paid in full, without interest.
The entire purchase price shall be paid out of the moneys collected by the City
from the rereipts of said parking meters and no other funds or moneys received
by the City from any other source shall be liable for any part of said purchase
price, all in accordance with the written Proposal of said McGee -Hale Perk-0-
Meter Company submitted to the City Council at a Special meeting held on March
24, 1953 and accepted by the City.
AND TM PROPER OFFICERS OF THE CITY are hereby authorized and instructed
to enter into a contract with said Perk-O-Meter Company for said meters accord-
ingly.

filler, Director, Civil Defense, State of Minnesota, that is the Federal Civil
Defense Administration errors with the City w!th respect to the classification
of Stillwater as a target area, then the Federal &overnment, through FCDA (Fed-
eral Civil Defense Administration), will match, equally, with the City, any amount
of money which the City agrees to spend for the purchase of sirens, timers and
associated equipment; and the City wishes to arrange with the FCDA for the pur-
chase of certain sirens, timers and associated equipment, as will more certainly
be described in the apnlication; one-half of the amount of the purchase price
end Installation thereof, plus five (5) percent for procurement and freight r
charges, is the sum of $827.93, which is the amount of said check; and said check,
so signed, is to be delivered to said E. P. Miller as the City's share of said
purchase price and cost of installation.

sent workmen's compensation insurance policy now in effect between the City
and Employers Mutual Liability Insurance Company of Wisconsin and which
expires on August 14, 1953.
FURTHER RESOLVED that the Mayor and City Treasurer are hereby authorized
and directed to sign and deliver to said insurance company, not later than
August 14, 1953, a check to be drawn on the proper fund of the City in the

to the State of Minnesota for a term of two years from July lst, 1953, the
City Jail in Stillwater, to be used as a storage space for organizational
equipment of mobile support units, in accordance with a written lease made
this 18th day of August, 1953, between the City of Stillwater and the State
of Minnesota, which lease is made a part of this Resolution by reference.

RESCI"TION A"THCRIZING THE ISSUE AIM SALE CF CERTIFICATE OF INDEBTEDNESS
(WHEREAS, the City has among the assets of the oinking Fund, United States
Defense bonds numbered X90895F and X90896F in the principal sum of Ten Thousand
(10,000) Dollard, each, at maturity, and the said bonds are part of funds now ne
held by the Commissioners of the Sinking Fund to retire 1-3/4 per cent refund-
ing bonds of the City dated april 1st, 1941, due March lst, 1958, in the total
principal sum of $30,000.00 including interest of $262.50 and service charge
of $38.50 of the First National Bank of Minneapolis; and the City Council n
has determined that it is in the interest of the City to retire the entire
balance of said refunding bonds unpaid, at this time, and has called in for
payment all of said refunding bonds as of October lst, 1953; and to complete
the retirement of said refunding bonds it is necessary to sell said Defense
bonds at the current market value of $18,580.00;
NOW THF'REFCRE BE IT RESCLVED BY THE CITY OF STILL'WATER that the City
issre its certificate of indebtedness for $18.580.00, dated August 21at, 1953,
payable to Farmers 4 Merchants State Bank of Stillwater, on or before ^.ixty
days after date, with interest at the rate of four (4) per cent per annum
from dste of issued until paid, and to retire the same as soon as said Defense
bonds are sold and the proceeds becelved('sald certificate shall be signed on
behalf of the City by its Mayor, attested by its City Clerk and shall bear
the official seal of the City. Said Defense bonds are to be endorsed by the
City Treasurer and turned over to said bank with instructions to sell the
name during the month of September, 1953.
THE PROCEEDS of such sale, together with such other moneys in the Sinking
Fund as may be necessary shall be used exclusively for the payment of this
certificate and interest thereon, and the full faith and credit of the City
are, and shall be, irrevocably pledged for the full payment of said principal
and interest.

Highways numbered 95 and 96, known upon said Department of Highways records
as "SP 8210-25 T. H. 95, agreement No. C-1129".
SAID SUM of $9717.74 is to be paid cut of the proceeds of the sale of
certificates of indebtedness issued in anticipation of the collection of
assessments to be levied on property benefitted by said improvements in the

RESOLVED BY THE COUNCiL OF TIE PITY OF STILLWATER that there shall be
issued and sold Certificates of Indebtedness of the CI1Y OF STILLWATER in the
total sum of 14,539.96 in anticipation of the collection of assessments levied
apainst property benefitted by bituminous surfacing and grading, 1951 and 1952,
as set forth in the assessment roll for the same approved by the Council at

RESOLVED EY THE COUNCIL OF THg CITY OF STILL'WATER that the parkin; of
motor vehicles on either said of North Main Street between Mulberry Street
and East Laurel Street between the houfe of Seven o'clock A. M. and Six o'clock
P. M., every day extent Sundays end holidays, until November First, 1953,
is hereby prohibited.
RESOLVED FURTHER that any person violating such nrohibition shall be
guilty of a misdemeanor and punished, upon conviction, by a fine of not more
than Ten (I0) Dollars or by imprisonment for net to exceed three (3) cloys.
THIS RESOLUTION shall take effect and be in force upon its passage and
publication.

RESOLUTION AUTHORIZING THE ISSUE AND SALE OF CERTIFICATE OF INDEBTEDNESS TO PAY
FOR GARBAGE AND REFUSE COLLECTION AND REMOVAL FOR THE MONTH OF OCTOBER 1953.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that there shall be issued
and sold a certificate of indebtedness of the CITY OF STILLWATER in the amount
of One Thousand Five Hundred and Ninety Seven and 50/100 (1597.50) Dollars to
pay Joseph Dunker & Son for garbage and refuse collection, transportation
burial and disposition for the month of October 1953, in accordance with the
garbage -refuse contract dated July 31, 1955, between Joseph Dunker & San and
tbs City. Said certificate shill be numbered two, shall be dated November 10,
1953, and shall be payable to the bearer on or before April 30, 1954, with
interest at the rats of four (4) per Dent per annum from the date of issue
until paid. It shall be executed on behalf of the City by its Mayor, attested
by the City Clerk and shall bear the official seal of the City. It shall be
sold by the City Clerk on the date of its issue or as soon thereafter as poss-
ible, at par and accrued interest.
