RESOLUTION NUMBER #1525.
RESOLUTION AUTHORIZING THE ISSUE AND SALE OF CERTIFICATES OF INDEBTEDNESS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that there shall be issued
and sold Certificates of Indebtedness of the City of Stillwater in the total sum
of Thirty Thousand (30,000) Dollars in anticipation of the payment of taxes levied
for the General Fund of the City in the year 1950. A11 of said certificates shall
.be a general obligation of the City. They shall be payable on or before July 31,
1951, with interest at three (3) per cent per annum from date of issue until paid.
They shall be numbered, dated and in amounts as follows: -

sealed with the corporate seal and countersigned by its City Clerk; said certi-
ficates shall be sold by the City Clerk on the day of their date or as soon there-
after se possible, at partand accrued interest.

RESOLUTION NUMBER #1634
RESOLUTION DESIGNATING DEPOSITORIES FOR PUBLIC FUNDS
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER:
1. That for a term ending March 31, 1953, the following banks in Stillwater are here-
by designated depositories of public funds belonging to the City:
Cosmopolitan State Bank of Stillwater, in an amount not to exceed 425,000.00:
Farmers & Merchants State Bank of Stillwater in an amount not to exceed
425,000.00:
First National Bank of Stillwater in an amount not to exceed 4100,000.00.
2. That before any deposits of any kind are made in any of the said banks, each
of them desiring to receive such deposits shall comply with all provisions of
law pertaining toe security to be given the City far all deposits- of-publirfunds.
3. That should any of said banks, for purposes of safe. -keeping, desire to have said
securities held in escrow by another custodian, instead of by the City Treasurer,
said banks are hereby authorized to deposit said securities, in escrow by another
custodian, instead of by the City Treasurer, . said banks are hereby authorized to
deposit said securities, in escrow, with the respective custodians shown below:

First National Bank --with the Federal Reserve Bank of Minneapolis, Minn.,and
upon receipt of any of said securities by such permitted custodians, such
custodian shall Iurnish the City with 'written,evidence that they hold the acme, in
escrow, aubie%t to terms and conditions of this Resolution and the assignment of
such securiyiiea to the City pursuant to'the terms of this Resolution.
4. Should any depository elect to withdraw as a depository at any time during said
term, said depository may do so by giving at least fifteen (15) days' written notice
to the City, addressed to the City Clerk, of such election.
Upon aucb withdrawl, the bond given by such depository, if any has been given, shall
be cancelled and the principal and sureties thereon discharged and the City Treas-
urer shall then deliver to Such depository all collateral securities given by it to
secure the deposit of the funds of the City therein, likewise such custodian holding
collateral securities in escrow shall surrender and return the same to the proper
depository, but no bond shall be cancelled and no aedurities shall be returned until
such depository has delivered to the City Treasurer all moneys in its possession
belonging to the City; should the City elect to withdraw its designation of any such
depository during such term, it may do so by giving a Similar notice of such election
to such depository. Upon the designation of any depository being so withdrawn, such
depository shall deliver to the City Treasurer all funds belonging to the City in its
possession.

WHEREAS, the purpose of said hearing was the determination of whether or not there
exists within the City of Stillwater, Minnesota, such a shortage in rental housing
accommodations as to require rent control in said city, and,

I't NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Stillwater, Minn-
esota, on the basis of the facts presented at said hearing that there no longer

water, Minnesota, as to require rent control in said City of Stillwater, Minnesota, and
said City Council does hereby find and determine that there no longer exists such

RESOLUTION ACCEPTING GIFT OF LAND TO THE CITY AND THANKING THE DONOR THEREOF.
WHEREAS, Reuben F. Granquist of Stillwater has donated to the City a tract
of land of approximately four and three -tenths acres adjoining the Lily take
Bathing Beach, in honor of his deceased mother, E11a Nelson Granquiat; ant at
a regular City Council meeting held on June 5, 1951, delivered a deed of said
land executed by him and his wife to the City: and
WHEREAS the City desires to formally accept this donation and to expreea
its gratitude for the same;
THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that
the Clerk make permanent upon the Council minutes of that meeting the
following remarks:
The City accepts with thanks this substantial gift of Mr. Granquist
in honor of his deceased mother. It wished to call public attention to the

pliments him on this generous exhibition of his fine interest in the City.

RESOLVED BY THE COUNCIL OF THE CITY 0:. STILLWATER that there shall be issued
and sold a certlflcate of indebtedness of the City of Stillwater in the sum of
Five Thousand (5000) Dollars, it anticipation of the payment of taxes levied for
the General Fund of the City in the year 1960.
SAID CERTIFICATE shall be a general obligation of the City, shall be dated
June 30, 1961, payable on or before December 31, 1951, with interest at three

RESOLVED BY THE COUNCIL OF THE CITY OF STIILWATFR that there shall be
issued end sold rive (5) certificates of indebtedness of the City of Stillwater
in the total sum of Thirty-nine Hundred Fifty-four and 34/100 (3954.34)Dollare
in anticipation of the collection of assessments to he le-. ied agelnst property
benefitted by street improvements including bituminous surfacing as done and
to he done by Wm. R. Moelter & Sons, during 1951, under contract with the City
dated May 16, 1951, en the following streets:
North Martha between West Wilkin end West Moore streets;
r• West Stillwater Avenue between North Martha etc North Fourth Street;
North William Street between West Laurel and tt'est Wilkin streets;
West Maple street between North Owens street and White Beer Road;

They shall be signed on behalf of the City by its Mayor and ettected by its
City Clerk and shell hear the official seal of the City. They shell be sold
by the City Clerk on the date of issue or as soon thereafter as possible, at

THE PRINCIPAL AND INTEREST CF SAID CERTIFICATES shell be a first
charge on all the moneys rece'ved from the collection of said assessments and
the full faith end credit of the City shall he irrevocably pledged to the full
payment of said certificates and interest.
THE CITY TREASURER shall indorse noon each certificate when presented
to him the name and post office address of the holder and shell keep a record
in his office of the names end ecdresses of ell such holders. In order to
avell itself of the privilege of paying any or e11 of sa'd certificates prior
to the ..ate of maturity shown above, the City, by its Treasurer, must give the
record holder thereof thirty (30) days' written notice of its intention to pay

Resolved by the Council of the City of Stillwater that the City Clerk he
Instructed to spread upon the Council Minutes the following remarks:
William Bonse, Sr. entered the service of the Fire Department July 6th,
1918. His resignation effective July 5th, 1951 rounds out a term of service
of exactly thirty three years. He hes been a member of the Fire Department
for a longer time than my other present member. His term of service was
characterized by the utmost faithfulness and devotion to d,. ty. No call
upon him was made In vain. He was always ready to sacrifice his personal
interests to the good of the service. He was assistant Fire Chief at the time
of his retirement. It will not `e easy to replace him.

RESOLUTION AUTHORIZING THE NONwCONFORMING USE OF REAL PROPERTY TINDER THE SO-CALLED
"ZONING ORDINANCE"
RESOLVED BY THE COUNCIL OF TFE CITY OF STILLWATER that special permission
is hereby given to W. W. Farr, his heirs end assigns, to use the property
described below for professional offices for himself and others not conforming
to the so-called "Zoning Ordinance":
All that part of Lot Five (5) of Block Thirty-one (31), the Original
Town (now City) of Stillwater, described es follows:
Beginning et the Southeast corner of said Lot Five at the
junction of South Third street and West Olive street, running
thence Southerly along the West line of said South Third street
Forty (40) feet, thence 'Westerly on a line parallel with the
North line of said West Olive street One Hundred (100) feet;
thence Southerly on a line parallel with the West line of said
South Third street Forty (40) feet to the North line of West

RESOLVED BY TIT COUNCIL OF THE CITY OF STILLWATER that there shall be
issued and sold three (3) certificates of indebtedness of the City of Still-
water in the total mum of $7826.44 in anticipation of the collection of assess-
ments to be levied against property benefitted by street improvements Including
bituminous surfacing as done and to he done by Wm. R. Moelter & Sons, during
1951, under contract with the City dated May 16, 1951, end by Ire J. Leslie
under contract with the City dated June 29, 1951, on the following streets:
(Welter Contract):
North Martha between West W11kin and West Moore streets;
West Stillwater Avenue between North Martha and North Fourth street;
North William street between West Laurel and West Wilkin streets;
West Maple street between North Owens street and White Bear Road;
West Willsrd and South Owens streets from South Greeley to 'West
Pine street;
Fourth Avenue South between Burlington and Dubuque streets;
South Center street between West Ramsey end West Myrtle streets;
South Owens street between Wert Pine and Wert Olive streets;

which assessments the Council hereby pledges itself to make upon the completion
of the improvements. Said certificates shall be dated August 20, 1951, numbered
from one to three, inclusive, and shall be payable to the bearer at the office
of the City Treasurer in Stillwater. Two of said certificates shall be in the
principal sum of I:2608.81, each, and one of said certificates shall be in the
principal sum of {2608.82. All of said certificates shall be payable on or
before December 31, 1956. They shall all beer Interest at the rate of three
(3) per cent per annum, payable arrually, until paid. They shall be signed
on behalf of the City by its Mayor end attested by its City Clerk and shell
bear the official seal of the City. They shall be sold b„ the City Clerk on
the date of issue or as soon thereafter as possible, at par and accrued
interest.
THE PRINCIPAL Alt INTEREST OF SAID CERTIFICATES shall be a first
charge on all the moneys received from the collection of said assessments
end the full faith and credit of the City shall be irrevocably pledged to the
full payment of said certificates and interest.
THE CITY TRFASS'RER shall indorse upon each certificate when presented
to him, the name and post office address of the holder and shall keep a
record in his office of the names and a.dresses of all such holders. In order
to avail itself of the privilege of paying any or all of said certificates
prior to the date of maturity shown shove the City, by Its Treasurer, must
give the record holder thereof thirty (30) days' written notice of its intention
to pay said certificate, addressed to the lest known address of the holder
thereof.

of the payment of taxes levied for the General Fund of the City in the year
1950. Said certificates of indebtedness shall be dated August 20, 1951, and
shall he payable to bearer on or before December 31, 1951,with interest at
the rate of three per cent per annum until paid. They shall be numbered and
in amounts as follows,
Certificate No. 1 $1666.66;
Certificate No. 2 1666.67;
Certificate No. 3 1666.67,
and shall all be payable at the office of the City Treasurer, City Hall, in
Stillwater. They shall he general obligations of the City and shall be signed

STATES GOVERNMENT BOOKLET, "EMERGENCY ACTION TO SAVE LIVES".

RESOLVED BY THE COUNCIL OF THE CITY OF STILL'WATER that the Clerk order
immediately from the Superintendent of Documents, Washington 25, District of
Columbia, two thousand (2000) copies of the official United States Government
booklet, "EMERGENCY ACTION TO SAVE LIVES", at a total cost of Seventy-five (75)
Dollars, for which amount the Mayor and the City Clerk are hereby authorized and
directed to draw their warrants upon the City Treasurer; and upon receipt of said
booklets, the Clerk is authorized and directed to distribute the same to the
proper officials of the Civil Defense organization for free distribution to the
residences end other dwelling houses throughout the City.

RESOLUTION AUTHORIZING TPE ISSVW OF CTRTIFICATE OF INDEBTEDNESS
RESOLVED BY THE COUNCIL OF TRP CITY 0m STILLWATFR that there shall he Segued
and sold a certificate of indebtedness of the City of Stillwater in the sum of
$923.84 in anticipation of the collection of assessments to be levied against
property benefitted by street improvements including bituminous surfacing as done and
to be done by Wm. R. r0£LTFR & SONS, during 1951, under contract with the CITY dated
May 16, 1951, and by IRA J. LESLIF under contract with the City dated June 29, 1951,
on the following streets:
(Welter Contract):
North Martha between West Wilkin and West Moore;
West Stillwater Avenue between North Martha and North Fourth;
North William between West Laurel and Neat Wilkin;
West Maple between North Owens and White Beer Road;
West Willard and South Owens from South Greeley to West Pine;
Fourth Avenue South between Burlington and Dubuque;
South Center between West Ramsey and West Myrtle;
South Owens between West Pine and Neat Olive;
West Pine between South Owens and South Greeley;
Union between Myrtle end Chestnut;
South Second between Myrtle and Chestnut; and

which assessments the Council hereby pledges itself to make upon the completion of
the improvements. Said certificate shall be dated November 15, 1951, numbered
Seven (7) end shell be payable to the bearer at the office of the City Treasurer
in Stillwater. Said certificrte shall be in the sum of $923.84 and shall be
payable on or before December 31, 1956. It shall bear interest at the rate of
three (3) per cent per ennum, enable annually, until paid. It shall be signed on
behalf of the City by its Mayor end ttteeted by its City Clerk and shall bear the
official seal of the City. It shall be aold by the City Clerk on the date of issue

RESOLUTION NUMBER #1570
RESOLUTION AUTHORIZING THE ISSUE OF CERTIFICATES OF INDEBTEDNESS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that there shall be
issued and sold three (3) certificates of indebtedness of the City of Still-
water in the total sum of Twenty-five Thousand and no/one-hundredths Dollars
($25,000.00), in anticipation of the collection of taxes levied for the
General Fund of the City for the year 1952. Said certificates shall be dated
November 27, 1951, payable to the bearer on or before December 31, 1952, at
the office of the City Treasurer, City Hall, in Stillwater, with interest
at three (3) per cent per annum from date of issue until paid. They shall be
signed in the name of the City by its Mayor, sealed with its corporate seal
and counter -signed by the City Clerk. The full faith and credit of the City
is hereby pledged to the payment of all of said principal and interest. Said
certificates shall be numbered and in the prinoipalsum as follows: -

RESOLUTION FIXING SICK -LEAVE FOR CITY OFFICERS AND EMPLOYEES.
RESOLVED EY THE COUNCIL OF THE CITY OF STILLWATER, that for every employee
who has worked for the City prior to January let, 1952, a total of two and one-
half years, there is hereby established to his credit as of January let, 1952,
based on past service, a total of thirty days of sick -leave. Said thirty days
is the maximum sick -leave which any employee Ss permitted to accumulate.
Sick -leave for City employees who have worked for the City less than two
and one-half years prior to January 1, 1952, is hereby established on a pro rata
basis of said thirty days as of January 1, 1952. Sick -leave for City employees
after January 1, 1952, shall be one day per month but no sick -leave will be
credited to any employee except to replace any part of the original thirty days'
sick -leave (or pro rata part thereof above mentioned). During said maximum
period or pro rata part thereof, every such employee shall be paid his regular
compensation but in no teas shall the total amount so paid exceed the regular
30 days, pay which he would have received as an employee 1f such employee were
not sick.
FURTHER RESOLVED, that to be sure there is no misunderstanding about said
sick -leave, it is hereby declared that no part of such employee's vacation
allowance (annual leave) is in any way to be a part of his sick -leave and that such
vacation allowance and sick -leave are hereby declared to be separate allowances
by the City. All employees, after one year's employment by the City, shall be
entitled to two weeks' vacation annually, with pay, no part of which vacation
period need he use for sick -leave.
As used in this Resolution, the term "employee" shall in elude all officers
of the C1ty.
