RESOLUTION DESIGNATING DEPOSITORIES FOR PBULIC FUNDS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER:
1. That the following banks in Stillwater are hereby designated.
for a term ending December 31, 1951, depositories of pbulie funds
belonging to the City:
Cosmopolitan State Bank, in an amount not to exceed
$1000,000.00;
First National Bang, in an amount not to exceed
$28,000.00;
Farmer's &Merchant's State Bank, in an amount not
to exceed $25,000.00.
2. That before any deposits of any kind are made in any of said
banks, each of them desireing to recoil/ such deposits shall comply
with all the provisions of law pertaining to security to be given
the City for all deposits of public funds.
3. That, Should any depository elect to withdraw as a depository
at any time during said term, such depository may do so by giving at
least 15 days written notice to the City, addressed to the City
Clerk, of Such election. Upon such withdrawal, the bond given by.
such depository, in any has been given, aball be cancelled and the
principal and sureties thereon discharged, and the City Treasurer
aball deliver to auch depository, all collateral securities given
by it to secure the deposit of the funds of the City therein, but
no tond shall be cancelled and no securities shall be returned
until such depository has delevered to the City Treasurer all moneys
in its possession belonging to the City; Should the City elect
to withdraw its designation of any such depository during said
term, it may do so by giving a similar notice of such election to
the depository. Upon the designation of any depository being so
withdrawn, such depository shall deliver to the City Treasurer,
all funds belonging to the City in its possession.

and conditions of the assignment or assignments heretofore given by

Bank to deliver to'the City written evidence from said Northwestern
National Bank to the effect that said securities are held by it sub-

WHEREAS, at a regular meetingof the Council of the City of Stillwater Cieford December o, 1948, a petition was presented to the Council praying S3.
for the vacation of all that part of South F3Pth Street in the City of
Stillwater described as follows:
Beginning at the South boundary line of Myrtle Street
and thence extending southerly for a distance of One
Hundred (100) feet; and
WHEREAS, at said meeting a Resolution entitled, "RESOLUTION DEEMING IT
EylEDIENT TO tROCEE:„' WITH THE FETITION FOR TEE VACATION OF PART OF
SOUTH FIFTH TREET" was passed by the Council ordering that said pet-
ition be filed in the office of the City Clerk and instructing said
Clerk to give Notice by publication in the official paper e4 the City
for four successive weeks to the effect that such petition had been
filed as aforesaid and that said petition would be heard by the
Council at the regular meeting to be held In the Council chambers in
the City Hall at Stillwater at 7:00 o'clock p.m. on February 1, 1949,
which Resolution and Notice were duly published in the Stillwater
Evening Gazette, the official paper of the City, and said petition has
been so filed; and
WHEREAS, in accordance with the terms of said Resolution and Notice
said petition came before the Council for hearing at the regular meet-
ing held in the Council chambers at 7:50 oeolock p.m. on February 1,
1949, and said hearing was then and there duly continued by the Council
until the next regular meeting to be held by the Council at 7:50
o'clock p.m. in the Council chambers on March 1, 1949; and
WHEREAS. at said Council meeting of March 1, 1949, some members of the
Council were absent and for that reason said hearing was then duly
continued until the next regular meeting of the Council to be held in
the Council chambers et the City Hall in Stillwater at 7:30 o'clock
p.m. on April 5, 1949; and
WHEREAS. said hearing was had and completed on April 5, 1949; and It ie
now the judgment of the Council that said petition should be granted,
1n part;
1T IS THEREFORE RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that,
subject to the rights of any and all parties, public or private, who
have sewers or water pipes therein or thereunder, to maintain, relay
and repair the same, the following part of South Fifth Street in the
City of otillwater is hereby vacated, absolutely and forever, to -wit;
Beginning at the South boundary line of hest Myrtle
Street at a point where said Myrtle Street intersects
the hest line of South i'ifth Streer; thence running
Southerly along the East line of South Fifth Street
Eighty-five (95) feet; thence Westerly at right angles
Sixty (60) Feet to the West line of oocth Fifth Street;
thence Northerly along the West line of both Fifth
Street Seventy-five (75) Feet to the South line of West

The conditions which prompt the Council to adopt this resolution are
the unexpected turn -over of such clerical help end the difficulty of
getting competent help, this latter condition being avgravated by a
delay in getting Council approval of the mrtter in the first instance.
It Is further resolved that the power of the City Clerk end Treasurer
under this Resolution shall terminate In any event at the Council
meeting held in 1949 to adopt the budget for the year 1950.

HIS SALARY
RESOLVED by THE COUNCIL OF THE CITY OF STILLWATER that effective
May 12, 1949, and urtll the further action of the Council, G. F.
Barstow is hereby appointed temporary Asistant City Engineer, to
perform such duties as may be prescribed by the City Engineer; end his
compensation is hereby fixed in the sum of Two Hundred (200) Dollars
per month, payably monthly, on the lest dey of each month of service;
(laid compesnation is to be a charge against any local improvements
upon which said temporary Assistant City Engineer's services will
be used, es apportioned by the City Engineer; and the Mayor and City
Clerk ere hereby authorized and directed to draw their warrants c
upon the City Treasurer accordingly.

RES0WTION AUTHORIZING Mt ISSUE OF CERTIFICATES OF INDETTRDNESS
RESOLVED BY TFIE COUNCIL OF THE CITY OF STILLWATER that there shall
be issued and sold, Certificates of Indebtedness of the City of Stillwater
in the total sum of Twenty two thousand (22,000) Dollars in anticipation
of the collection of ascesaments to be levied against property benefitted
by bituminous surfacing and grading during 1949 on the following projects:
South Fifth Street Between Churchill and Orleans Streets:
West Hancock Street 3etween Fourth and Seventh Streets;
North and South Sherburne street Between Olive and Linden Streets;
South Holcombe Between Pine and Hancock Streets; and
west Anderson Street Between Holcombe and Greeley Streets,,
Which assessments the Council hereby pledges itself to make upon the com-
pletion of the work to be done on all of said projects. Said certificates
shall be in denominations of One Thousand (1,000) Dollara, each, payable
to the holder on or before December 31, 1951, at the office of the City
Treasurer in the City hall in Stillwater, with interest et the rate of
three (3) per cent per anum, payable annually until paid. they shall be
dated and numbered as follows:

They shall be signed in behalf of the City by its Mayor and attested by
its City Clerk and shall bear the official seal of the City. they shall
be sold by the Clerk on the date of issue or as soon thereafter as pos-
sible, at par and accrued interest.
The principal and interest of said certificates shall be a first-
cherge on the moneys received from the collection of said assessments
and the full faith and credit of the City shall be irrevocably pledged to24
the full payment of said certificates and interest.
The City treasurer shall endorse upon each of said certificates,
when presented to him, the name end post office address of the holder end
shall keep a record in his of:lce of the names and addresses of all such
holders.
In order to avail itself of the prlviledge of paying any of such
certificates prior to December Cl, 1901, the City, ;y its Treasurer, must
give the record holder thereof thirty days written notice of its inten-
tion to pay satd certificates, addressed to the last known address of the MO
holder thereof.

RESOLUTION RELATING TO WM. H. HASTIER
WHEREAS, Wm. H. Bnstien has resigned as Director of the Stillwater High
School and Stillwater N micipal Bands after serving in that capacity for
fifteen years end the City Council desires to take official cognizance
of his resignation;
IT IS THEREFORE RESOLVED BY THE COUNCIL OF THE CITY OF
STILLWATER that the City Cle_k make permanent upon the council minutes
the following remarks: Mr. Bnstien came to Stillwater in 1934 end Im-
mediately began building up the high school and municipal bends. ue
threw into the work his experience of many years in band work end en
enthusiasm which enabled him to confront and to overcome many serious
obstacles which would have discouraged less determined end leas enthu-
siastic men. Largely as the result of his hard work end indefatigable
energy, he produced two of the best bends in t'te state. His devotion
to music was net confined to bend music, alone. It permeated his whole
being. It inspired a general musical interest throughout the City.
Moray citizens, generally, as well as a large number of individuals have
found their lives enriched by an appreciation of, and proficiency in,
musical art that has added much to the pleasure of living. This has
been no small contribution to our community life. This expression of
our appreciation of this contribution is intended to be, in a small way,
the Councilrs recognition of i finer interest in life resulting from his
talents and hard work. Stillwater is bound to miss him.
BE IT FURTHER RESOLVED that the City Clerk send to Mr. Bastion
a copy of this resolution.

RESOLUTION NO. 1455
RESOLUTICN AUTHORIZING PAYMENT FOR EIGHTY FIVE TWO HOUR PARKING METER
MOVEMENTS.
RESOLVED BY TEE COUNCIL OF THE CITY OF STILLWATER that the
City pay to M.H. Rhodes Company of Hartford, Conn., the sum of four
Hundred twenty eight and ninety six one hundredths ;428.96) Dollars
in payment for eighty five, two hour parking meter movements furnished
to the City by said M.N. Rhodes Company; that all of said sum of
428.96 shall be treated as en additional sum owed said Rhodes Company
under the contract now existing between said Rhodes company and the
City for the sale and purchase of one hour parking meters, and when
all of the moneys owed by the City under said existing contract are
paid, in full, the said sum of $420.96 is thereafter to be paid by the
City et the rate of fifty (50) per cent: of the gross income from all
the parking meters set up in the City, both one hour and two hour
movements, all of said payments to be made monthly out of the parking
meter fund;
AND THE MAYOR AND CITY CLERK ARE HEREBY AUTIORIZED to draw
their warrents upon the City Treasurer accordingly.

RESOLUTION rROVIDING FOR A CHANGE OF sosITIONS ON THE rOLICE FORCE
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that effective
November let, 1949, ratrolman Raymond F. Law and Chief of rolice
Oscar L. Anderson, emchange their positions -that is, from and after
said date, ratrolman taw is appointed Chief of police and Chief of
rolice Anderson is appointed ratrolman and Maintenance Man and collector
of racking Meter Receipts.
The salary of said Raymond F. Law as the new chief of;police is
hereby fixed in the sum of two hundred seventy five ($275.00) dollars
per month, payable semi-monthly on the 15th and last days of each
month of service; the salary of said Oscar L. Anderson , as retrolman
is hereby fixed in the sum of two hundred five dollars and seventy cents
($205.70; per month, payable semi-monthly on the 15th and sect days of
each month of service, and in addition, he is to be paid the further
sum of forty one dollars and sixty six cents ($41.66) per month as
parking meter maintenance man and collector of parking meter receipts
payable on the last day of each month of service;
AND THE MAYOR AND THE CITY CLERK are hereby authorized and directed
to draw their warrants upon the City Treasurer accordingly.

RESOLUTION NUMBER 1463
RESOLUTION AUTHORIZING TEE CITY CLERK AND TREASURER TO EMPLOY CLERICAL
HELP.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that until further
action of the Council the City Clerk and Treasurer is hereby authorized
and directed to employ such clerical help in his offices at the City Hall;
including Deputy City Clerk, Deputy City Treasurer and Deputy Clerk of
Municipal and Conciliation Courts as in his judgement may be for the beat
interest of the City; such clerical help, including the Deputy City Clerk,
Deputy City Treasurer and Deputy Clerk of Municipal and Conciliation Courts,
shall be paid by the City the compt...ucion agreed upon between the City
Clerk and Treasurer and auto clerical help, including the Deputy City Clerk,
Deputy City Treasurer and Clerk of Municipal and Conciliation Courts; but
the total compensation so paid shall never exceed that part of 'he budget
adopted by the City Council known as salaries for Deputy Clerks or Clerks,
and the Mayor and City Clerk are hereby authorized and directed to draw their
warrants upon the City Treasurer accordingly.
She condition° which prompt the Council to adopt this resolution are
the unexpected turn -over of such clerical help and the difficulty of
getting competent help, this later condition being aggravated by a delay
in getting Council approval of the matter in the first instance.
