OF INDEBTEDNESS.
RESOLVED BY THE COUNCIL OF TFIE CITY 0r' STILLWATER, that whenever the
City Treasurer has received sufficient moneys from the collection of
assessments heretofore levied against properly benefited by Local Imp-
rovement No. 48, sufficient to retire any of the certificates of indeot-
edness heretofore issued, in anticipation of the collection of said
assessments, he shall retire the said certificates accordingly, in
accordance with the pr:v_sions of Section 2E4 of the City charter.
Where said certificates are held by Stillwater banks, the City Treasurer
shall, so far as possible, pay such certificates so as to retire et one
time, certificates of the total, sane amount held by each bank.
And the Playor end City Clerk are hereby authorized and instructed to
draw their warrants upon the City Treasurer accordingly.

January 1, 1948, the salary of the Deputy City Clerk 1s hereby fixed
1n the sum of 4,120.00 per month, payable on the 15th and last day of
each month of service, and the City Clerk is hereby authorized and
directed to draw his warrant upon the City Treasurer accordingly.

1. Effective March 1, 1948,Leo Wright of Fergus Falls, ,.'.innesota, is
hereby appointed Chief Asseser for the purpose of supervising and
making a revaluation of all the reel and personal ero,erty situated
within the City;
2. His compensation for doing the some is hereby, fixed at the sum of
Fifteen. (15) Dollars per day for each and every day he is engaged In
such v:ork.
3. In addition to said compensation, he is to be paid Twenty-five (25) ew.
Dollars per month chile doing said wort. for automobile expense, and in
addition thereto the expense of traveling one trip from Fergus Falls,
Minnesota, to Stillwater and return.
4. Said salary and car expense are to to payable semi-monthly, on the
16th and last days of each :month of _ervice, and said traveling expense
to and from Fergus Falls is to be paid ut the completion of his work
in making said revaluation.
To assist the Chief Assessor In tie: work of said revaluation,
James hoc, of Stillwater, is hereby appointed Deputy Assessor to per-

As:eosor. The appointment of said Deputy Assessor to to effective as

6. The compensation of said Deputy Ass(Lsor Is hereby fixed at the sum
of se en (7) Dollars per day for each end every day he is engaged In
the work of said revaluation. Said compensation to be payable semi-
monthly on the loth und last days of each month of service.
7. To further assist said Chief Assessor in the work of said revalu-
ation, Mra. Elsie Krueger, of Stillwater, is hereby appointed Clerk In
the Assessor's Office to perform such duties as may be ordered by

Chief Assessor, said appointment to be effective as of March 16, 1948.
The compensation of said clerk is hereby flxed at the sum of One
Hundred Twenty (120) Dollars per month payable semi-monthly on the loth
and lest days of each month of service.
8. The foregoing appointments shall continue In effect until the work
of revaluation Is complete or until the further order of the Council.
9. The Mayor and City Clerk are hereby authorized and directed to draw
their warrants upon the City Treasurer accordingly.

RESOLUTION NO. 1348
RESOLUTION DETERMINING TO PROCEED WITH THE WORK OF RELAYING CURBS,
SIDEWALKS, GRADING, RESURFACING AND MAKING OF GENERAL STREET IMPROVE-
MENDS, AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER:
1.
That it is hereby determined to proceed with the work of relaying
curbs, sidewalks, grading, resurfacing and making of general street
improvements in and along the weat aide of South Main Street, between
Nelson alley and Nelson Street; in and along Commercial Avenue,
between North Second Street and North Main Street; in end along
Korth and South Second Streets, between Commercial Avenue and
Nelson Street; in and along last Olive Street, between South Second
and South Main Streets; in and along East Murtle Street, between
South Third and South Water streets; and in and along South later
Street, between East Myrtle and Eaat Chestnut Streets, all in
accordance with plans and specifications therefor approved by
resolution March 2, 1948.
2. That the City Clerk 1s hereby directed to advertise for bids in
accordance with provisions of the charter, and returnable at a
regular meeting of the Council to be held in the Council Chamber
in the City Hall on Tuesday the 4th day of May, 1948, at 7:30
o'clock P. M. for doing and furnishing the commodities, labor and
service necessary to make and complete the improvements as above
outlined and described.

RESOLUTION N0. 1349
RESOLUTION DETERMINING TO PROCEED WITH THE WORK OF BITUMINOUS
SURFACING OF STREETS AND ROADWAYS, INCLUDING NECESSARY GRADING AND
GRAVELING, IN THE CITY OF STILLWATER, AND DIRECTING THE CITY CLERK
TO ADVERTISE FOR BIDS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER:
1. That it 1s hereby determined to proceed with the work of
bituminous surfacing of streets and roadways, including necessary
grading and graveling preparatory thereto, in the City of
Stillwater, Minnesota, as designated by the City Council.
2. That the City Clerk is hereby directed to advertise for bide
returnable at a regular meeting of the Council to be held in
the Council Chamber in the City Hall on Tuesday the 4th day of
Nay, 1948, at 7:30 o'clock P. M. for the doing and furnishing
of the required commodities, labor, and service for the work,
as outlined in the detailed plan and specifications therefor.

RESOLUTION NO. 1350
RESOLUTION GRANTING COST -OF -LIVING INCREASES IN THE COMPENSATION
OF CERTAIN EMPLOYEES.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that:
1. Effective March 1, 1948, the compensation to be paid all City
employees except those specifically excepted herein shall be
increased Ten (10) per cent over the amount they were reepeotive-
ly earning as of February 29, 1948, payable at the times on
which their respective compensation was being paid as of
February 29, 1948.
2. There are excepted from the increase in the compensation herein
provided, the following City Employees: (1) all employees of the
Street Department, (2) The Judge of the Municipal Court, (3) the
Special Judge of said Court, (4) the City Health Officer,
(5) the teMporary assistant now employed in the City Engineer's
Office, (6) the Chief Assessor, at present working on the re-
valuation of all taxable property in the City, (7) his assistant,
(8) the clerk now working in the Assessor's Office, and (9) the
caretaker of Lowell Park.
3. The Mayor and City Clerk are hereby authorized and directed to
draw their warrants on the City Treasurer accordingly.

RESOLUTION FIXING THE COMPENSATION OF EMPLOYEES OF THE STREET
DEPARTMENT.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that:

Part-time employees 50.90 per hour;

semi-monthly, on the 15th and last days of the month of service.

RESOLUTION GRANTING TO WASHINGTON COUNTY CO-OPERATIVE
ASSOCIATION CERTAIN TEMPORARY RIGHTS IN THE UNOPENED PART
OF NORTH WATER STREET BETWEEN THE NORTH LINE OF EAST MULBERRY
aTREET AND THE SOUTH LINE OF EAST LAUREL STREET EXTENDED EASTERLY
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that there 1s
hereby granted to Washington County Co-operative Association, a
Minnesota corporation of Stillwater, such temporary rights as the
City may legally give, to occupy by the installation of oil
storage tanks thereon, that portion of unopened North Water Street
between the North line of East Mulberry Street end the South line
of East laurel Street extended easterly, described as follows:
Beginning at a point in the West line of said street
at its intersection with the center line of the existing
industrial spur track as the same extends southwesterly
to the Stillwater Manufacturing Company's property West
of North Main Street, thence southerly along said West
line of said street One hundred Twenty-five (125) feet,
thence easterly at right angles Thirty-six (36) feet to
East line of said street, thence northerly along said
East line to its point of intersection with the center
line of heretofore mentioned spur track, thence south-
westerly along center line of said spur track to the
point of beginning.
SUCH RIGHTS ARE GIVEN to permit said Washington County
Co+operative Association to install upon said portion of said
street, oil storage tanks, only until the City requires the use
of said portion of said street in opening. up the same for
travel.
WHENEVER THE CITY shall so require the use of said portion of
said street, the evidence of which shall be a resolution passed
by the Countil, to that effect, said Washington County Co-oper-
ative Association shall, within thirty (30) days after the p
passage and publication of said resolution, remove its storage
tanks from said street, at its own coat and expense.
THE CONSIDERATION for said permission is the indirect benefit
which shall accrue to the City by reason of the expansion of the
business of said Co-operative Association as a result of the
installation of additional storage tanks.

FIXING HER SALARY
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that
effective June 9, 1948, Mrs. Reuben Jacobson 1s appointed one
of the employees of the Recreation Hoard with such duties as
are prescribed by the Board.
The term of her employment shall be Ten (10) Weeks, beginning
June 9, 194.3, and her salary is hereby fixed in the sum of
Ten (10) Dollars per week payable semi-monts;y on the 15th and
last day of each month of service.
AND THE MAYOR AND THE CITY CLERK are hereby authorized and

of the collection of assessments to be levied against property
benefitfed by Local Improvement No. 49 which assessments the Council
hereby pledges itself to make upon the completion of the Improvement.
Said certificates shall be in denominations of One Thousand (1000)
Dollars, each, and shall be dated August 5, 1948, payable to the
holder on or before October 15, 1949, with interest at 3 per centum
per annum, payable annually, until paid. They shall be signed in
behalf of the City by its Mayor, attested by the City Clerk, and
shall bear the official seal of the City. They shall be sold by

collection of said assessments, ss provided in Section No. 244 of the
charter of the City of Stillwater; one/fifth (1/5) on or before
October 1, 1949; one -fifth (1/5) on or before October 1, 1950; one -fifth
(1/5) on or before October 1, 1951; and one -fifth (1/5) on or before
October E, 1952. Interest at the rate of four (4) per cent per ennum
shall be paid upon such installments, be_inning thirty (30) days after

All that part of West Willard Street lying between the
East line of Center Street and the East line of Grove
Street; and
All that part of Center Street lying 129.1 feet South

RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATEH that a apeciel permit
is hereby granted to the others or lessees of the lands hereinafter
mentioned, their heirs, legal representatives and assigns to use the
same for the purpose of building, remodelling, maintaining and operat-

The lands affected by this Resolution are Lot Two (2), except the

(24) of the Original Town (now City) of Stillwater, as surveyed and

Deeds of Washington County, Minnesota.

WHEREAS, at a regular meeting of the City Council of the City of
Stillwater held September 7, 1948, a petition was presented to the
Council praying for the vacation of those parts of the following streets,
all within the City of Stillwater, to -wit:

of the land adjacent to the vacated streets, as residential property,
and tha public benefits ere such that said vacation is ordered
without the payment of any compensation by the property owners along
the vacated parts of said streets;
IT I5 FURTHER RESOLVED that after the publication of this
Resolution according to law, the City Clerk is hereby ordered and
directed to file for record in the Office of the Register of Deeds
Of Washington County, Minnesota, a transcript of said Resolution,
together with a duplicate of the plat showing the parts of said

City in accordance with said piers and the standard Minnesota
Highway Specifications and upon the grade designated therein;

for the construction, reconstruction and improvement of said Trunk
Highway through said City be and the same hereby are approved; and
