RESOLUTION FIXING SALARY OF CITY ASSESSOR
RESOLVED BY THE COUNCIL OF THE CITY 01, STILLWATER, that the salary of
the City Assessor is hereby fixed in the sum of 82400.00 for the year
1947, payable in equal monthly installments to be paid on the last day
of each month os service; and the City Clerk is hereby authorized and
directed to draw his warrant upon the City Treasurer accordingly.

February 1, 1947, Dr. Russell E. Carlson of Stillwater is hereby
appointed City Health Officer at a salary of fifty (50.00) dollars
per month payable on the last day of each month of service; end the
City Clerk is hereby authorized and directed to draw his warrant

RESOLVED BY THE COUNCIL OF THE CITY OF STILfrA.TER, that the Clerk
place upon the Council minutes the following remarks relative to
Dr. J.H. Haines, who at the regular meeting of January 7, 1947,
resigned his office of City Health Officer:

thirty years, During this long period of time he served the City
faithfully, efficiently and courteously. The Council is sorry to

by the City Engineer, for bituminous surfacing of streets and road-
ways, including the expense of all necessary grading and graveling
preparatory thereto in the City of Stillwater, Minnesota, during
the year, 1947, as presented to the Council for its consideration
and approval be, and the same are hereby approved and ordered filed
in the Office of the City Clerk.
2. That Wednesday, the 26th day of February, 1947, at 7:30 o'clock
P.M. be and is hereby des gnated as the time when the Council will
meet in the Council Chamber in the City Hall et a Special meeting,
and act in relation to the doing of the proposed work, and the
City Clerk is hereby directed to give notice of such meeting in
accordance with provisions of the Charter.

probable expense of relaying curbs and sidewalks, and to widen
and make general street improvements in and along N. & 5. Main
Street, between Nelson Street and Commercial Avenue on the east

side; in and along S.Water Street on the west side, between E.
Chestnut and E.Myrtle Streets; in end nl mg E.Chestnut Street
on both sides, between the Northern Pacific Railway tracks and
S.Third Street; in and along S.Thlyd Street on both sides, between

RESOLUTION NO. 1290
RESOLUTION DESIGNATING DEPOSITORIES FOR PUBLIC FUNDS 'f
RESOLVED BY THE COUNCIL OF THIE CITY OF STILLWATER:
1. That the following banks located in Stillwater are hereby designated
for a term ending December 31, 1948, depositories for public funds belong-
ing to the City:
Farmer's and Merchant's State Bank in an amount not to exceed
gao,000.00.
Cosmopolitan State Bank 1n an amount not to exceed S20,000.00.
2. That before any deposits of any kind are made in any of said banks
each of them desiring to receive such depostis, shall comply with all
the provisions of law pertaining to security to be given to the City
for the deposit of Public Funds.
3. That all collateral securities pledged to secure such deposits shall
for safe keeping, be deposited with the City Treasurer, the Federal Reserve
Bank of Minneapolis, Minnesota, or Manufacturers Trust Company of New
York City, as the owners of said securities may elect.
4. That, should any depostiory elect to withdraw as a depository at any
time during said term, such depostiory may do so by giving at least fifteen
(15) days written notice to the City, addressed to the City Clerk, of
such election. Upon such withdrawal, the bond given by such depository,
r"1 if any has been given, shall be cancelled and the principal and sureties
thereon discharged, and the City Treasurer shell deliver to such deposi-
tory, all collateral securities given by it to secure the deposit of
the funds of the City therein, but no bond shall be cancelled and no
securities shall be returned until such depository has delivered to the
City Treasurer all moneys in its possession belonging to the City; Should
the City elect to withdraw its designation of any such depository during
said term, it may do so by giving a similar notice of such election to
the depository. Upon the designation of any depository being so with-
drawn, such depostiory shall deliver to the City Treasurer, all funds
belonging to the City, in its possession.

RESOLVED By THE COUNCIL OF THE CITY OF STILLWATER:
1. That it is hereby determined to proceed with the work of bituminous

RESOLUTION APPOINTING DEPUTY CITY CLEFK AND DEPUTY CLERK OF THE
MUNICIPAL AND CONCILIATION COURTS
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, effective March 1,
1947, Marion J. Sjoholm, is hereby appointed Deputy City Clerk and
Deputy Clerk of the Municipal and Conciliation Courts at the salary of
R100.00 per month, payable semi-monthly, on the 15th and last days of
each month of service, and one of her duties as such Deputy Clerk is
to counter -sign all warrants approved by the Council, and signed by the
Mayor drawn upon the City Treasurer, and her official bond Is hereby
fixed in the sum of $2,500e

RESOLUTION DEEMING IT EXPEDIENT TO PROCEED WITH THE PETITION FOR
TEE VACATTION OF A PART OF EAST INDSOi STEELS
WHEREAS a petition has been presented to the Council
signed by tre pwners of more than one half of the property on the
line of East Hudson Street between Fifth (Eth) Avenue South end
Sixth (Oth) Avenue South In the City of Stillwater asking for the
vacation of the following part of East Hudson Street:
The North seventeen (17) feet of East
Hudson Street, according to the recorded
plat thereof on file and of record in the
office of the Register of Deeds of Washing-
ton County, Minnesota, extending from the
easterly line of Sixth Avenue South to the
easterly line of Fifth Avenue South, includ-

RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER:
1. That the Board of Water Commissioners be, end are hereby authorized
and directed to change, relocate and repair certain hydrants, water service
pipes and curb boxes as are necessary in accordance with plans for the re-
laying of curbs and sidewalks, widening and making general street improve-
ments in end along No. and So. Main Street, between Nelson Street and Com-
mercial Avenue on the East side, end between Nelson alley. and E. Myrtle
Street on the 'West aide; in and along S. Water Street on the West side, be-
tween EL Chestnut and E. ,l'yrtle streets; in along E. Chestnut street on both
Sides, between. the Northern Eaoifie Railway tracks and S. Third Street; end
in and along 5. Third Street on both sides, between E. Chestnut and E, idyrtle
Streets.
2. That the City of Stillwater shall rei,:::_rsc the 3oard of 'Water Com-
missioners for the expense of all such changes and repairs, and that the cost

RESOLVED BY THE COUNCIL OF THE CITY OF STI LLWATkR:
1. That it Is hereby determined to proceed with the construction of
sewers In and along certain streets described as followa; West
Willard street, between S. Martha and S. Everett streets; West
Sycamore street, between N. Martha and N. Fourth streets; North
Third street between Eaat wilkin street and Fast Stillwater
Avenue; Sixth Avenue South between East Burlington and Eaat
Marsh streets; and 1n East Marsh street, from the cemter of
::Sixth Avenue South tote point 110 feet west.
2. That the City Clerk is hereby directed to advertise for bids,
in accordance with provisions of the charter, returnable et a
special meeting of the Countll to be held in the Council Chamber
in the City Hall, on Tueaday the 26th day of August, 1947, at
7:30 o'clock P.M. for doing and furnishing the commodities labor
and services necessary for the construction of the above described
sewers, in accordance with plans and specifications therefor.

RESOLUTION N0. 1317
RESSOLUTION AUTHORIZING THE LEASE OF REAL ESTATE
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that City lease for
a period of five years from and after September 1, 1947 to Mallard
Lines incorporated, a Minnesota corporation of Stillwater, Minnesota
the following described real estate:
A11 that part of Government Lot Two (2), Section Twenty -
seven(27), Township Thirty (30), North of Range Twenty (20)
West, St. Croix County, State of Wisconsin, now owned by
the City of Stillwater, State of Minnesota, as described
by a deed from Eastside Lumber Company, dated March 9, 1917,
acknowledged March 12, 1917, and recorded Marsh 24, 1917 u
in Volume 161 of Deeds page 71, in the office of the Register
of Deeds, St. Croix County, State of Wisconsin, with right
of ingress and egress' to eald real estate over ' ^ public -
road as now laid out and travelled which leads .0 Wisconsin
Highway number 64.
Said lease shall be for the purpose of establishing and operating a
sea plane base upon said land, including all activities necessarily
or conveniently incident thereto including specifically the operations
of a flying school.
The consideration to be paid for said lease is the sum of $50.00 for
the first year and $100.00 per year for the next four years payable
in advance on September 1 of each year.
Any buildings or other structures erected by the Lessee under the
Lease shall remain the property of the Lessee with full right of
removal, provided they are removed at Lessee's expense within sixty
days after the expiration of the lease.
No trees shall be altered or removed frau said land without Lessee
having first obtained the expressed consent of the Park Board of the
City.
All business done by the Lessee under this Lease shall conform to Fed-
eral,..State, and Municipal Airport regulations applicable thereto.
The Lessee shall indemnify the City against liability for any claims
of any nature whatsoever including attorney's fees arising during the
lease out of the operation of the Leased property.
The residents of Stillwater and the Public shall enjoy during the term
of the lease all the rights they now have with respect to the dae of
said real estate except that they can not substantially interfere with
the business to be carried on by the Lessee under the Lease.

RESOLUTION APPOINTING PARKING METER MAINTENANCE MAN AND FIXING HIS
SALARS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATE.R, that effective
Angus: 1, 1947, Raymond Law is hereby employed to collect all
monies deposited in parking meters and to deliver the same as
soon as collected to the City Treasurer, and to maintain all of
said parking meters in a good state of repair; and h.a salary
far:performing all of said duties is hereby fixed in t^e sum of
$28.76 per month, payable semi-monthly on the l6th and last
day of each month of service, and his bond 1s hereby set at
$1,000.00.
And the Mayor and City Clerk are hereby authorized and directed

RESOLUTION AUTHOROZING THE I::.AE OF CERTIFICATES OF INDESTEDN?SS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLB:AT_R, that there shall
be issued and sold, certificates of indebtedness of the City of
Stillwater, in the total sum of Twenty-four Thousand (24,000) Dollars,
in anticipation of the collection of assessments levied against
property benefited by Local Improvement No. 48, as set forth in the
assessment roll confirmed and established by the Council on
December 29, 1947. Said certificates shall be in denoTinatians of
One Thousand (1000) Dollars each, shall be dated December 31, 1947,
payable on or before December 31, 1948, with ,nterest at three (3)
per cent per annum until paid. They shall be signed in behalf of
the City by its Mayor and attested by the City Clerk and shall
bear the official seal of the City. They shall be sold by the
Clerk on the date of issue or as soon thereafter as possible, at
par and accrued interest.

assessments for bituminous street surfacing and grading along the
following streets: North First Street, Stillwater Avenue, St. Croix
Avenue, East Sycamore Street, South Sixth Street, and South Seventh
Street, as confirmed and established by the Council on December 22,
1947, may be made installments, as follows: One-third (1/3) payable
within thrrty (30) days after publication of notice of the City
Treasurer that he is In receipt of a warrant for the collection of
said assessments, as provided in Section No. 244 of the charter of
the City of Stillwater; nne-third (1/3) on or before October 1, 1949,
and, one-third (1/3) on or before October 1, 1950. Interest at the
rate of four (4) per cent per annum shall be paid upon such install-
ments, beginning thirty (30) days after the publication of said
notice of the City Treasurer.
