RESOLUTION PROVIDING FOR THE PAYMENT OF SPECIAL ASSESSMENTS IN
THREE INSTALLMENTS, LEVIED AGAINST REAL ESTATE BENEFITED, TO DEFRAY
THE COST AND EXPENSE OF SPRINKLING, TREATING OR SURFACING WITH TAR
AND GRAVEL ,.._. CRUSHED ROCK, CERTAIN STREETS EMBRACED WITHIN THE
BOUNDAR1:S OF SPRINKLING DISTRICT NUMBER 18.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the payment
of special assessments levied against real estate benefited to defray
the coat and expense of sprinkling, treating or surfacing with tar
and gravel > 4 crushed rock, certain streets embraced within the
boundaries of sprinkling district number 18, may be made in three
installments, the first installment to be due on February 15, 1945,
the second installment to be due on October 1, 1945 and the third
installment to be due on October 1, 1946, by the owner of or any
person interested in, any lot, part of lot or parcel of land
against which said aeaeeamente have been levied, who shall elect
in writing to pay the same in three installments.
AND BE IT FURTHER RESOLVED, that said installments
shall bear interest at the rate of six per cent per annum, from
the expiration of thirty days after the publication of the notice
required to be given by the City Treasurer, in accordance with
Section 244 of the Charter of the City Of Stillwater

RESOLUTION FIXING SALARY OF CITY ASSESSOR
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the salary of
the City Assessor for the years of 1945 and 1946, is hereby fixed as
follows; For the year 1945 at the sum of twenty four hundred dollars
(2400.00) and for the year of 1946 at the sum of three thousand dollars
($3000.00) aaid salary is to be paid in equal monthly installments on
the first day of each month following the month of service.
And the City Clerk is hereby authorized and directed to draw his warrants
upon the City Treasurer accordingly.

RESOLUTION FIXING SALARY OF CITY TREASURER
RESOLVED 9Y THE COUNCIL OF T3E CITY OF STILLWATER, that beginning March
1st, 1945, the salary of the City Treasurer is hereby fixed at the sum
of one hundred and fifty dollars ($150.00) per month, payable on the
first day of each month following the month of service; and the Clerk is
hereby authorized and directed to draw his warrants on the City Treasurer
accordingly.

RESOLUTION NO. 1195
RESOLUTION DETERMINING THE TERRITORY IN THE CITY OF STILLWATER IN
WHICH CERTAIN STREETS SHALL HE SPRINKLED WITH WATER, AND SPRINKLED
TREATED OR SURFACED WITH TAR AND GRAVEL OR CRUSHED STONE DURING THE
YEAR 1945, AND DEVIDING SAID TERRITORY INTO SPRINKLING DISTRICTS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. That is is hereby determined that these portions of the herein-
after roamed streets situated in that territory of the City of Still-
water embraced within the boundaries of the several Sprinkling Districts
hereinafter described shell be sprinkled with water,or sprinkled, treated
or surfaced with tar and gravel or crushed stone,as hereinafter designated
during the year 1945, which territory is hereby divided into two sprinkling
districts, which ere and shall be numbered, bounded and described as follows;
Sprinkling District Number 14. (To be sprinkled with water)
Along N. and S. Hain street, from the north line of commercial avenue
to the north line of Nelson street; along B. Water street, from the north
line of E. Myrtle street to the north line of E. Chestnut street; along
Union street, from south line of E. Myrtle street to north line of E.
Chestnut street; along 5. second street, from south line of E. Myrtle
street to the north line of E. Chestnut street; along E. Chestnut street,
from the west line of S. third street to the Northern Pacific Railway
crossing; and along E. Myrtle street, from the west line of N. third
street to the west line of N. ater street.
Sprinkling District Number 18. (To be sprinkled, treated or surfaced)
(with tar end gravel or crushed stone)
On and along any streets, parts of streets, alleys or roadways that the
City Council may designate within the limits of the City of Stillwater
that are not described and designated as being within the boundaries of
Sprinkling District Number 14.
2. That the officer of the City of Stillwater who shall supervise end
inspect said work, which shall be done in accordance with the plans and
specifications therefor, shall be the City Engineer.

WORK, AND DIRECTING THE CITY CLERK TO GIVE NOTICE OF SUCH MEETING.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. That the plans, specifications and estimated coat of the propoaed work
of sprinkling with water certain streets embraced within the boundaries
of Sprinkling District Number 14, and of sprinkling, treating or surfacing
with tar and gravel or crushed stone certain streets embraced within the
boundaries of Sprinkling District Number 18, as prepared by the City
engineer and presented to the Council for its consideration and approval
be, and the same are hereby approved and ordered filed in the office of
the City Clerk.
2. That Tuesday the 3rd day of April, 1945, at 7:30 O'clock P.M. be and is
hereby designated as the time when the Council will meet in the Council
Chamber in the City Hall at a regular meeting and act in relation to the
doing of the proposed work, and the City Clerk is hereby directed to give
notice of such meetings in accordance with the provisions of the Charter.

1, 1946, the remuneration to be paid City employees designated below,
for services rendered to the City,.shall be as follows:

Time and a half to be paid the above employees for all work done on

RESOLUTION NO. 1198
RESOLUTION DESIGNATING DEPOSITORIES FOR PUBLIC FUNDS
RESOLVED BY TUE COUNCIL OF THE CITY OF STILLWATER:
1. That the following banks located in Stillwater are hereby designated,
for a term ending December, 31, 1946, depositories of Public funds belong-
ing to the City:
First National Bank 1n an amount not to exceed eighty thousand
dollars (080,000.00).
Farmers & Merchants State Bank in an amount not to exceed twenty
thousand dollars (020,000.00).
Cosmopolitan State Hank in an amount not to exceed twenty thousand
dollars (020,000.00).
2. THAT before any deposits of any kind are made in any of said banks,
each of them desiring to receive such deposits, shall comply with all the
provision of law pertaining to security to be given the City for the deposit
of Public funds.
3. That all collateral securities pledged to secure such deposits shall
for safe keeping, be deposited with the Federal Reserve Bank of Minneapolis.
4. THAT, should any depository elect to withdraw as a depository at any
time loping said term, such depository may do so by giving at least fifteen
of such
election. Upon tsuch withdrawal, theen notice to the ybondaddressed given such depositoryto the City , if any
has been discharged, wand the lCity Treasurer shall l be cacelled and hdeliver e i to supal ch depository, thereon till
collateral securities given by it to secure the deposit of the funds of the
City therein, but no bond shall be cancelled and no securities shall be
returned until such depository has delivered to the City Treasurer all
moneys in its possession belonging to the City; Should the City elect to
withdraw its designation of any such depository during said term, it may do
so by giving a similar notice of such election to the depository.

of the streets embraced within the boundaries of sprinkling district
number 18.
2. That the City Clerk is hereby directed to advertise for bids in accor-
dance with the provisions of the charter , returnable at a special meeting
of the Council to be held in the Council Chamber in the City Hall on Tuesday
the 17th day of April, 1945 at 7:30 O'clock F.M. for the doing and furnishing
the commodities labor and service for the work as heretofor outlined in
accordance with the detailed plans end specifications therefor, and proposed
contract on file in the office of the City Clerk.

RESOLUTION NO. 1205
RESOLUTION UPON THE SUBJECT OF WATER RENTS.
WHEREAS the City Council of the City of Stillwater, has entire confidence
in the capacity of the Board of Water Commissioners of the City, and con-
siders that the Boards management of the supply of water to the CStzens of
the City, to be exceedingly efficient; and
WHEREAS the Board now finds itself in serious financial difficulty in
the management of its affairs because of the failure of the City to pay to
the Board, water rent for the use of hydrants in the City for the past sev-
eral years, and to remedy this situation, an increase in water rents gener-
ally may be necessary;
THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER,
that any increase it water rents, which, in the judgement of the Board of
;later Commissioners, nay be required, is hereby approved.

RP"0LV£D BY THE COUNCIL OF THE CITY OF STILLWATER, that whenever tax
revenues, appropriations and other moneys belonging to the Library "und of
the City, are hereafter received by the City, and temporarily deposited in
the Stillwater Library Fund, such funds are hereby ordered to be forthwith
disbursed to the Library Board of the City.

the deposit of funds belonging go the City for the term from the 17th day
of April., 1945 to the 31st day of December, 1946, which assignments have
been examined by the Council.

.EC3LUTIO".I AUTHORIZING TEE SATE 1' REAL ESTATE
WHEREAS on :ay, 1, 1945 the Friendly Valley Motor Company of Stillwater, made
an offer to the Council to purchase the reel estate hereinafter described, et
price to he set by any two competent appraisers; and
Whereas on !Jay, 11, 1945, at the request of the City, Andrew Madsen and M.H.
Barron of Stillwater, inspected said real estate end found it to he of a
value of $300.00;
THEREFORE BE ITT RESOLVED BY THE COUNCIL n_F•THE CITY OF STILLWATER that the City
sell to said Friendly Valley Motor Company for said sum of }300.00, said real
estate, and the proper officers of the City are hereby authorized and directed
to excute and deliver to said Friendly Valley Motor Company upon payment of the
mum of $300.00, a quit Claim Deed conveying said property.
The real estate which is the subject of this resolution is described as follows:
All that part of lots five (5) and six (6) in binek eighteen (18) of the orig-
inal town (now City) of Stillwater, described as follows:
Beeinnlna at a point on the north line of lot five (5), one hundred and
ten feet (110feast of the northwest corner thereof; thence easterly on the said
north line to the northeast corner of said lot number five (5); thence southerly
on the Beat line of lots five (5) and six (6) to a point eighteen (18) feet
northerly from the southeast corner of lot six (6); thence westerly an a line
parallel with the south line of lot six (6) to a point that is one hundred (100)
feet easterly fror the west line of said lot; thence northerly on a lire parallel
with the east line of lot six (6) to the south line of lot five (5); thence
westerly on the south line of int five (5) to point that is ninety three (93)
feet easterly from the southwest corner of lot five (5); thence northeasterly
in a direct line across lot five (5) to the point of beginning, euo;ect to the
following exceptions and reservations to the City:
1. A perpetual easement to maintain, operate, repair and relay the public
sewer now lying under said land and for the purpose of such maintenance, oper-
ation, repairing and relaying, the City is to have perpetual right to enter
upon said lands and to do such work as me- hecesaerily be incident thereto.
2. The right to remove at the pleasure of the City, or upon the written request
of the Friendly Valley Motor Company, the iron pipe team hitching rail now
upon said land.

RESOLUTION AUTHORIZING THE CONVEYANCE OF REAL ESTATE.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the City conveys
without consideration, to Alice R. Murdock, of Stillwater, by quit claim deed,
executed by the proper officers of the City, the land she conveyed to the City
by deed, dated May, 13, 1920, recorded in the office of the Register of Deeds,in
and for Washington County, Minnesota, May, 19, 1920, in book 91 of deeds,page 148,
said land never having been used for park purposes,and in the judgement of the City
Counoil,not being of a character suitable for park purposes,either now or in the
future, said land being described as follows:
All of that part of lot number Twenty-three (23) in block number seven (7)
of Carli and Sohulenberg'e Addition to the City of Stillwater, Washington,
County, Minnesota, as the same is surveyed and platted and now of record in

OUIUTHEND OF THE PRO RATA PORTION OF ON
AND OFF SALE ORIIINGITHLIEFU
On and Off Bale intoxicating liquor licenses, having heretofore been
issued to Harry B. Barnholdt, and under said licensee, Mr. Barnholdt, having
conducted a business of selling liquor on sale and off sale , under licenses
to expire December, 31, 1945, and Harry B. Barnholdt having sold his business
to James P. Thompson on August, 1, 1945 with the understanding that the
unexpired licenses should be transferred by Mr. Barnholdt to Mr. Thompson, if
the Council of the City of Stillwater should approve, and under mis-apprenhension
concerning the correct procedure, Mr. Thompson having applied for new licenses,
to sell intoxicating liquor, on and off sale at the same place of business, to
expire December, 31, 1945, and having mistakenly paid the license fees based
upon such period , instead of having the former licenses transferred.
Now to effect the intention of the parties, both licensee having been issued
for the Same place of business and not for two establishments.
BE IT RESOLVED that the sum mistakenly paid by Mr. Thompson to the City,
shall be refunded to Mr. Barnholdt, the intention of the transaction being
that these unexpired licenses, both on and off sale, were to be transferred,
with the consent of the Council, to Mr. Thompson, the practical effect which
has been accomplished by the procedure above stated.

RESOLUTION DEEMING IT EXPEDIENT TO PROCEED WITH THE PETITION FOR THE VACATION
OF A PART OF EAST HUDSON STREET

WHEREAS a petition has been presented to the Council signed by
the owners of more than half of the property on the line of East Hudson Street
between Fifth (5th) avenue South ani Sixth (6th) avenue South in the City of
Stillwater asking for the vacation of the South sixteen (16) feet of that part
of East Hudson Street; and
WHEREAS the Council deems it expedient to proceed with the mat-
ter of the said Petition:
IT IS THEREFORE RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER,
that said petition be filed in the office of the City Clerk and that the City
Clerk give notice by publication in the official paper of the City for four
successive weeks to the effect that such petition has been filed, stating con-
cisely its object and that said petition will be heard and considered by the
Council at its regular meeting to be held in the Council Chambers at the City
Hall of Stillwater, at 7:30 o'clock P.M. on February 5th, 1946.

be, and the ease is hereby, approved as the tax levy for 1946 against all the
taxable property of the City of Stillwater, Washington County, Minnesota, for
the Stillwater City School District, to be used for School purposes of every
kind and chara,ter, including the payment of school indebtedness.
