RESOLUTION AUTHORIZING THE ISSUANCE OF CERTIFICATES OF INDEBTEDNESS. G
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that there shall be
issued and sold certificates of indebtedness of the City of Stillwater
In the sum of Twenty-two Thousand (22,000) Dollars in anticipation of
•
payment of taxes levied for the general fund of the City of Stillwater
in the year 1940. Said certificates shall be numbered, dated and in
amounts as follows;
Certificate A for Ten shousand (10,000) Dollars;
Certificate B for Six Thousand (6,000) Dollars;
Certificate C for Six Thousand (6,000) Dollars.
Said certificates shall be dated December, 31, 1940; they shall be
payable to the bearer on or before December, 31, 1941 with interest
at four (4) per cent per annum from date of issue until paid, and
shall be signed in the name of the City by its Mayor sealed with its
corporate seal and countersigned by its City Clerk. 'They shall be a
general obligation of the City 92•a4c and shall be sold by the City Clerk
on January, 9, 1941 or as soon thereafter as possible, at par ana
accrued interest.
The proceeds of the sale of said certificates shall be used
to retire an existing indebtedness of tha City as follows; a balance of
Ten Thousand (10,000) Dollars on certificate of indebtedness "A" dated
January, 2, 1940, payable on or before December, 31, 1940 at four (4)
per cent interest per annum, for 014,000.00 now held by the First
National Bank of Stillwater; a balance of Six Thousand (6000) on
certificate of indebtedness "B", dated January, 2, 1940, payable on
or before December, 31, 1940 at four (4) per cent per annum, for
a9,000.00 now

RESOLUTION AUTHORIZING THE ISSUANCE OF CERTIFICATES OF INDEBTEDNESS.
RESOLVED SY THE COUNCIL OF THE CITY OF STILLWATER that there shall be

in the sum of Sixteen Thousand (16,000) Dollars in anticipation of the
payments of taxes levied for the General Fund of the City of Stillwater
in the year 1940. Said certificates shall be numbered, dated and in
amounts as follows;
Certificate No. 1 dated January, 16, 1941 for light ihouaand (8,000) Dollars;
Certificate No. 2 dated February, 1, 1941 for Four Thousand (4,000 ))'Dollars;
Certificate No. 3 dated February, 17, 1941 for Four Thousand (4,0001 Dollars.
Said certificates shall be a general obligation of the City; they shall be
payable to the bearer on or before July, 31, 1941, with interest at four
per cent per annum from date of issue until paid, and shall be signed in
the name of the City by its Mayor, sealed with its corporate seal end

RESOLUTION DESIONATINO DEPOPSTTRIES FOR PUBLIC FUNDS
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. That the following banks located in Stillwater are hereby
designated, for a term ending December, 31, 1942; depositories
of public funds belonging to the City;
First National Bank in an amount not to exceed 425,000.00
Cosmopolitan State Bank in an amount not to exceed 415,000.00:
Farmers & Merchants S.Bank in an amount not to exceed 4;5,000.00 '
2. That before any deposits of any kind are made in any of said banks,
each of them desiring to receive such deposits, shall comply with all
the provisions of law pertaining to security to be given the City
for all deposits of public funds.

RESOLUTION FIXING THE SALARY OF CITY ASSESSOR
RESOLVED SY THE COUNCIL OF TEE CITY OF STILLWATER that the salary of
the City Assessor for the year 1941 is hereby fixed at the sum of
Five Hundred (500) Dollars, payable in monthly installments of
Fifty (50) Dollars each payable on the first day of the months of
March through December inclusive; and the City Clerk is hereby
authorized to draw his warrants upon the City Treasurer accordingly.

RESOLUTION DETERMINING TEL NECESSITY OF BORROWING MONEY TO RETIRE
OUTSTANDING BONDS OF THE CITY OF STILLWATER IN THE AMOUNT OF
490,000.00 AND AUTHORIZ..ING THE ISSUE AND SALE OF 490,000.00
REFUNDING BONDS FOR THIS PURPOSE.

refunding bonds dated September, 1, 1911, and maturing September,
1, 1941, and the Sinking Fund of said City will be insufficient to
pay any of said bonds when the same become due.
2. That in order to provide money for the payment of said
bonds, it le necessary and expedient to borrow money and to issue the
negotiable coupon refunding bonds of the said City, and the amount
determined to he necessary to meet such deficiency is 490,000.00.
3. ihat the City issue refunding bonds in the amount of
*90,000.00 to be dated April, 1, 1941, to be 90 in number, numbered
from 1 to 90, both inclusive, to bear interest at the rate specified
by the successful bidder therefor, but not exceeding 2-1/2 % per
annum, payable semi-annually, and to mature serially on April, 1,
in the years and amounts as follows; 46,000.00 in each of the yearn
1944 to 1988, both years inclusive. All bonds maturing after April,
1, 1953, to be subject to redemption and prior payment on said date
and any interest payment date thereafter, at the option of the City,
at par and accrued interest.
4. That the City Clerk be and he is hereby ordered and
directed to give two (2) weeks published notioe by advertisement of
the sale of said bonds by publication thereof onoe each week in the
Stillwater Daily Gazette, the official newspaper of said City.

RESOLUTION NO. 1082
A RESOLUTION AWARDING THE SALE OF 490,000 REFUNDING BONDS
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that the bid
of Wells -Dickey Co. & Associates of the City of Minneapolis to purchase
490,000 Refunding Bonds of the City bearing date April, 1, 1941, as
heretofore advertised for sale, which bid is to purchase said bonds
tearing interest at the rate of 1-3/4 % per annum, payable semi-annually,
at a price of par and accrued interest plus W501.00 tremlum is hereby found,
determined, and declared to be the highest and best bid for said bonds and
should be and is hereby accepted, and the Mayor and City Clerk are hereby
authorized and directed, in behalf of the City, to contract with said
purchaser in accordance with the ford of bid submitted.

RESOLUTION NO. 1083
Mayor
A RESOLUTION FIXING THE FORM AND DETAILS OF 490,000 REFUNDING BONDS OF
THE CITY BEARING DATE APRIL, 1, 1941
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. The City shall forthwith issue its Refunding Bonds as heretofore
authorized, advertised, and sold, in the aggregate principal amount
of 490,000, said issue to consist of 90 bonds, numbered 1 to 90, both
inclusive, each in the denomination of 41000, bearing date April, 1,
1941, bearing interest at the rate of 1-3/4 % per annum, payable semi-
annually on the lst days of April and October of each year, which bonds
shall mature serially on April, 1, in the years and amounts as follows;
46000 in each of the years 1944 to 1958, both years inclusive, those
maturing on or before April, 1, 1953, to be payable on such dates without
option of priors payment, and all bonds maturing after April, 1, 1953, to
be subject to redemption and prior payment on April, 1, 1953, and on any
interest payment date thereafter, at the option of the City, at par and

This bond is one of an issue of 190,000 principal amount,
all of like date and tenor except as to maturities, all issued by said
City for the purpose of providing money for the refunding of an e
principal amount of valid outatanding bonded indebtedness of the City
and pursuant to and in full conformity with the Constitution and laws
of the estate of Minnesota and the Charter of said City.
Bonds of this issue maturing after April, 1, 1953, being
those numbered 61 to 90, inclusive, are each and all subject to
redemption and prepayment on April, 1, 1953, and on any interest payment
date thereafter, at the option of the City, at par and accrued interest.
The City will give notice of the call of any bond ao to be redeemed and
prepaid, at, least thirty days in advance of the date it is called for

of Stillwater, Minnesota, be engaged by the City for a total consider
ation of Four Hundred Ninety-five (495) Dollars payable as hereinafter
set forth, to prepare a plan for an adequate municipal sewage treatment
plant and interceptor sewer for the City of Stillwater and to compile
the necessary construction cost data in all its ramifications, to
work with the works Project Administration in preparing necessary forms,
se' and a form of application to be made by the City for federal financial
assistance to enable the City to construct said treatment plant and
sewer, and to follow said application through to conclusion, all of
eaia work to be done before May, 31, 1941.

RESOLUTION DETERMINING TO PROCEeD WITH THE WORE OF EXTENDING THE
ORNAMENTAL STREET LIGHTING SYSTEM, "WHITE WAYTM, AND DIRECTING THE
CITY CLERK TO ADVERTISE FOR BIDS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. Whereas plans, specifications and an estimate of the probable
expense of extending the ornamental street lighting system, "White Way"
in and along North Main Street from Commercial Avenue, north to E.
Mulberry Street by the City of Stillwater and the Federal Works
Progress Administration as a joint project, whereby the City of
Stillwater agrees to furnish all the material required for the work
along with all labor to Rake necessary installations and connections,
excepting therefrom any and all labor for excavation or filling
required for installing of wires, conduits and any rider surface
appurtenances, which labor shall be furnished by the Federal Works
Progress Administration in connection with the relaying and construction
of new curbs and sidewalks in and along the above described atree',
and whereas the said plane, specifications and estimate, as prepared
by the City Engineer, have been presented to and approved by the City
Council and are acceptable to the Federal Works Progress Administration,
it is hereby determined to proceed with the work as above outlined
and described.
2. That the City Clerk is hereby directed to advertise for bids
covering material and labor required in accordance with the pr;,visions
of the Charter, said bids to be returnable at a regular meeting of the
Council to be held in the Council Chamber, in the City Hall, on Tuesday,
the 2nd day of September, 1941, at 9.50 o'clock P.M.

RESOLUTION NO. 1096
RESOLUTION UPON FATHER CORCORAN'S COMPLETION OF FIFTY YEARS OF
RELIGIOUS LEADERSHIP.
WHEREAS Reverend Charles Corcoran, known to ebery one ir. Stillwater as
Father Corcoran, will have completed fifty years of service as pastor
of St. Michael's Church in this City on August, 27, 1941, and the City
of Stillwater desires officially to take notice of this occasion;
IT IS THEREFORE RESOLVED BY THE CITY COUNCIL OF THE CITY OF
STILLWATER that the following remarks be spread upon the Council minutes;
Half a century of service in any field of labor is a distinction
in itself. In Stillwater's religious history, Father Corcoran 1s the only
person to have that record. His unostentatious work in his own parish
during all of that time has had an influence for good that has permeated
the whole religious and social life of this City. He has established a fine
standard of religious leadership that has justly won for him the respect of
the peoples of all creeds and classes in the City. Stillwater is certainly
a better place in which to live by reason of his labor here. It is a
source of satisfaction to the Council to have an opportunity to express
publicly this short but sincere tribute to him. We hope that God will
spare him to continue his good work here for a long time to come.
BE IT FURTHER RESOLVED that the Clerk appropriately prepare
and present to Father Corcoran a copy of this resolution.

OR CRUSHED ROCK, CERTAIN STREETS EMBRACED WITHIN THE BOUNDARIES OF
SPRINKLING DISTRICT NUMBER 17.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the payment of
Special Assessments levied against reel estate benefited to defray the
cost and expense of sprinkling, treating or surfacing with tar and gravel
or crushed rock, certain streets embraeed within the boundaries of
Sprinkling •Istrict Number 17, may be made in three installments, the
first installment to be due on December, 15, 1941, the second installment
to be due on October, 1, 1942 and the third installment to be due on
October, 1, 1943, by the owner of, or any person interested in, any lot,
part of lot or parcel of land against which said assessments have been
levied, who shall elect in writing to pay the same in three installments.
AND BE IT FURTHER RESOLVED, that said installments shall bear
interest at the rate of six per cent per annum, from the expiration of
thirty days after the publication of the notice required to be given
by the City Treasurer, in accordance with Section 244 of the Charter
of the/City of Stillwater.

RESOLVED BY THE cOUIICIL OF THE CITY OF STILLWATER that the
Council is very much interested in the consideration which the United
States Engineers Board of St. Paul 1s taking in a proposed site for an
army air field In the Lake Elmo district; that the Council hopes that
the proposed site at Lake Elmo may be found suitable for this air field
and that an army air field may be established there.
IT IS FURTHER RESOLVED that, in the event such air field
is established, the Council takes this occasion to assure all
governmental agencies concerned with they establishment and maintenance
of said field, that the City of Stillwater will lend its friendly and
eager co-operation in all ways possible to the Federal authorities in
charge of said field.
BE IT FURTHER RESOLVED that the Clerk convey a copy of
this resolution to the President, First Air Force Ste Board, c/o
District engineer, U. S. Engineers Board at St. Paul.

expense have been prepared by the City Engineer for the construction
of a sewer in and along the center line of North Owens Street, from
the now existing sewer in W. Laurel Street to the present sewer in
the center of W. Eln Street by the City of Stillwater and the Federal
Works Progress Administration as a joint project, whereby the City of
Stillwater agrees to provide all the materials required and to
prosecute and direct the work to completion, and whereby the Federal
Works Progress Administration agrees to supply all the labor necessary
and to pay the wages therefore, and whereas the said plans, specification
and estimated expense thereof have been presented to and approved by
the City Council it is hereby determined to proceed with the work of
constructing said sewer as heretofore outlined and described.
2. That the City Clerk is hereby directed to advertise for bids in
accordance with the provisions of the Charter, returnable at a
regular meeting of the Council to be held in the Council Chambers
in the City Hall on Tuesday, the lath day of November, 1941, at
7.30 o'clock P.M. for the furnishing of the materials and commodities

of Stillwater evidence by this resolution that it is much interested in the
Northport located seven miles from Stillwater on the Stillwater- 'White
Bear Highway; that the City of Stillwater feels that this institution is
of great importance to this entire vicinity, not only because of the
interest in aviation generally which it advances, but also, and more
