RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that there shall
be issued and sold certificates of indebtedness of the City of
..t111water in the sum of Sixteen Thousand (16,000) collars in
anticipation of the payments of taxes levied for the Ceneral Fund
of the City of Stillwater in the year 1949.
Said Certificates shall be numbered, dated and in amounts as follows;
Certificate No. 1 dated January, 16, 1940 for Pour Thousand (4,000)
'oilers;
Certificate ho. 2 dated February, 1, 1940 for Light Thousand (8,000)
Dollars;
Certificate No. 3 dated March, 1, 1940 for Four 'Thousand (4,000)
Dollars;
Said certificates shall be a general obligation of the City; they
shall be payable to the bearer on or before July, 61, 1940 with
interest at four (4) per cent per annum from date of issue until
paid, and shall be signed in the name of the City by its Mayor,
sealed with its corporate seal and countersigned by the City Clerk.
Said certificates shall be sold by the City Clerk on the respective
dates thereof, or as soon thereafter as possible, at par and accrued
interest.

RESOLVED BY THE COLRNCIL or T'P: CITY OF STILLWATE that the salary of
the City Assessor for the year 1940 be, and the same hereby is, fixed
at the sum of One Thousand (1000) Dollars payable as follows;
One Hundred Twenty-eiwe (125) Dollars on the first days of March end
April and One £Wndred Fifty (150) Dollars on the first days of May,
June, +uly, August and 0eptember, 1940.
And the City Clerk is hereby authorised and directed to

RESOLUTION UPON THE RESIGNATION OF ALICE R. MU'RDOCK FROM Al
THE LIBRARY BOARD.
WHEREAS Alice R. Murdock, because of 111 health, has resigned
as a member of the Library aoard of the City of Stillwater, and the City
Council desires to take more than passing cognizance of her resignation;
TREREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER
that the Clerk place permanently upon the Council minutes the following
remarks;
Miss Murdock joined the Library Board 1n 1917 and has served moat
faithfully as a member ever since. She contributed a great deal of her time
and effort to the good of the Library, and gave a great many books to it.
More than any other person, perhaps, she was responsible for the sound
business basis upon which the Library is now maintained. Her interest in
the welfare of the Library has always been an inspiration to those associated
with her, as well as to all who have an appreciation of fine public service.
Her resignation is a matter of great regret to all citizens of Stillwater.
BE IT FURTHER RESOLVED that the Clerk send a copy of this resolution
to Miss Murdock.

the probable expense of constructing a sewer in Eorth William Street
between W. Sycamore and W. Moore Streets, and fixing a tine when the
Council will meet to act in relation to the doing of the proposed work
and improvement.
RE"OLVED 3Y THE COUNCIL OF THE CITY 01 STILLWATER;
1. That the plans, specifications and estimate of the cost of the proposed
work of constructing a sewer In and along the center line of north William
Street, from the center of W. Sycamore Street to a point 20 feet north of
the south line of W. 'oore Street, as prepared by the City Engineer and
presented to the Council for its consideration and approval, he and the
same are hereby approved and ordered filed in the office of the City Clerk.
2. That Tuesday, the 26th day of March, 1940, at 7.30 o'clock P.M. be and
1s hereby designated as the time when the Council will meet in the
Council Chamber and act in relation to the proposed improvement, and the
City Clerk is hereby directed to give notice of such meeting in accordance
with the provisions of the Charter.

or surfaced with tar and gravel or crushed stone during the year 1940 and

1. ?hat it is hereby determined that these portions of the hereinafter named
streets situated in that territory of the City of ..tillwater embraced within
the boundaries of the several sprinkling districts hereinafter described
shall be sprinkled with water, sprinkled, treated or surfaced with tar and

Minnesota;
All those parts of Block Nine (9) in the Original Town (now City) of
Stillwater, described as follows, viz;
1. BeginninE at the Northwest corner of said Block Fine (9) and
running thence southerly along the Pest line of said Block Fifty and
7/100 feet (50.07) ; thence Lasterly by a deflection angle to the left
of Lighty-five (85) decrees and Thirty-seven (37) minutes, .+eventy 'Two
(72) feet, more or leas, to the Westerly line of land deeded to 'Nary
Peche by Peter Blackbird and wife, by deed dated October, 25th, 1876,
and now of record in the offence of the Register of Deeds of said

Resolution determining to proceed with the work of sprinkling with
water the portions of the streets embraced within the boundaries of
Sprinkling District No. 14, and the work of sprinkling, treating or surfacing
with tar atd gravel or crushed stone the portions of the streets embraced
within the boundaries of Sprinkling Dietriot No. 17, and directing the
City Clerk to advertise for bids.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. That it is hereby determined to proceed with the work of sprinkling
with water the portions of the streets within the boundaries of Sprinkling
District No. 14, and the work of sprinkling, treating or surfacing with
tar and gravel or crushed stone the portions of the streets embraced -
within the boundaries of Sprinkling District No. 17.
2. That the City Clerk is hereby directed to advertise for bids in accordance
with the provisions of the Charter, returnable at a regular meeting of the
Council to be held in the Council Chamber in the City Hall on Tuesday, the
7th day of May, 1940 at 7.30 o'clock P.N. for doing and furnishing the
commodities, labor and service for the work as heretofore outlined, in
accordance with the detailed plans and specifications therefore, and
proposed contract on file in the office of the City Clerk. That in the
advertisement for bids the City Clerk shall request separate proposals
for the doing of the work in eaoh sprinkling district.

RESOLUTION DETERMININO TO PROCEED WITH THE WORN OF CONSTRUCTING A SEWER
IN NORTH WILLIAM STREET, BETWEEN W. SYCAMORE AND W. MOORE STREETS.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. Whereas plans, specifications and an estimate of the probable expense
have been prepared by the City Engineer for the construction of a sewer
in north William Street, between W. Sycamore Street and W. Moore Streets
by the City of Stillwater, and the rederal Works Progress Administration
as a joint project, whereby the City of Stillwater agrees to provide all
the material. required and to prosecute and direct the work to completion,
and whereby the Federal Works Progress Administration agrees to supply all
the labor necessary and to pay the wages therefore, and whereas the said
plans, specifications and estimated expense thereof have been presented to

RESOLUTION APPROVING THE SUBSTITUTION OF SECURITIES AS COLLATERAL
FOR DEPOSIT OF CITY FUNDS.
WHEREAS, prior to March, 8, 1940, the First National Bank of Stillwater,
one of the designated depositories for the deposit of funds belonging
to the City, had deposited with the City Treasurer, to secure the deposit
with it of moneys belonging to the City, U. S. Treasury Notes Series
B-1940, 1-1/2 $ due June, 15, 1940 of the par value of Twenty-eight
Thousand (28,000) Dollars, and on Larch, 8, 1940, notified the City
Treasurer of its desire to Substitute therefor, an equal par value of
U. S. lavatory Notes, Series A-1945, 3/4 $, due May, 15, 1945; and;
WHEREAS the City Treasurer has surrendered to said bank all of said
Series 8-1940 notes and has accepted in substitution thereoff, the
said Series A-1945 notes;
THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
STILLWATER that the said substitution, and act of the City Treasurer
in permitting the same, is hereby approved.

Resolution approving plans, specifications and estimates of the coat
of constructing new curbs, sidewalks and driveways.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. That the plans, specifications and estimated coats of constructing new
curbs, sidewalks and driveways and general street improvements in and
along the west side of N. Main Street between E. Myrtle Street and
Commercial Avenue, along the north side of E. Myrtle Street between Myrtle
Alley and N. Main Street, along the south side of Commercial Avenue between
Myrtle Alley and NI Main Qtreet, along the north and south side of Commercial
Avenue between N. Main and N. Water Streets, and in and along the north and
South aide of W. Laurel Street between N. Third and N. Fourth Streets as
prepared by the City Engineer and presented to the Council for its consider-
ation and approval be, and the same are hereby approved and ordered filed in
the office of the City Clerk.
2. That 'Tuesday the 28th day of May, 1940, at 7.30 o'clock P.M. be and is
hereby designated as the time when the Council will meet in the Council
Chamber at a special meeting and set in relation to the doing of the proposed
work and Improvement, and the City Clerk is hereby directed to give notice of
such meeting in accordance with the provisions of the charter.

RESOLUTION WITH RESPECT TO TIIE EMPLOYMENT OF EMPLOYEES BY THE
STILLWATER PARK COMMISSION.
RESOLVED BY TIIE COUNCIL OF THE CITY OF STILLWATER;
1. That the salary of Paul Merimonti allready hired by the Park Commission
as caretaker of Lowell Park be, and the same hereby is fixed at the sum of
j135.00 per calendar month during the time of his employment.
2. That the Park Commission be, and it hereby is authorized to employ sucp
additional labor for Lowell Park for the season of 1940 as may be necessary
at a compensation not to exceed fifty centa per hour per employees.
3. That the Park Commission be, and it hereby is authorized to employ such
labor for the season of 1940 as may be necessary for parks other than Lowell
Park at a compensation not to exceed fifty cents per hour per employee, the
total such of all said compensation not to exceed one hundred and fifty
dollars, exclusive of Lowell and rioneer parks.
4. That where payments of any such labor are to be made out of City funds
the City Clerk is hereby authorized and directed to draw warrants on the
City Treasurer accordingly.

RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER;
1. Whereas plans, specifications and an estimate of the probable
expense of relaying and constructing new curbs, sidewalks, driveways
and the making of general street improvements in and along the west
side of N. Main Street between E. Myrtle Street end Commercial Avenue,
along the north side of E. Myrtle Street between Myrtle A11ey and N.
Main Street, along the south side of Commercial Avenue between Myrtle
A11ey and N. Main btreet, along the north and south sides of Commercial
Avenue between N. Rain and N. Water Streets, and in and along the north
and south sides of W. Laurel Street between N. Third and N. Fourth
Streets by the City of Stillwater and the Federal Works Progress
Administration as a joint project, whereby the City of Stillwater
agree. to provide the material and truck rental required and to
prosecute and direct the work to completion, and whereby the Federal
Works Progreso Administration agrees to supply all the labor necessary
and to pay the wages therefor, and whereas the said plans and specifications
and estimate of the probable expense, as prepared by the City Engineer,
have been presented to and approved by the City Council, and are
acceptable to the Federal Works Progress Administration, it is hereby
determined to proofed with the work as above outlined and described.
2. That the City Clerk is hereby directed to advertise for bide covering
materials required in accordance with the provisions of the Charter,
said bids returnable at a regular meeting of the Council to be held in
the Council Chamber, in the City Mall, on Tuesday the 4th day of June,
1940, at 7.00 o'clock P.M.

RESOLUTION ON THE DEATH OF JANES E. MCGRATH
WHEREAS, on June, 11, 1940, the City of Stillwater suffered the loss
of one of Sta distinguished citizens in the death of James E. McGrath,
and which has brought sorrow to the hearts of all his many friends
and relatives, and realizing his many splendid traits and his
unquestioned and unswerving integrity;
THEREFORE, BE IT RESOLVED BY THE CITY OF STILLWATER, at the regular
Council Meeting held in the Council Chamber at the City Hall on
July, 2, 1940, that we lament his death and shall hold in sacred
remembrance his loyalty and upright character and offer our deepest
sympathy and condolence tc his bereaved relatives.
BE IT FURTHER RESOLVED that this resolution be spread
upon the minutes of the Council of the City of Stillwater and that a
copy of this resolution be sent to the bereaved family of the
deceased.

RESOLUTION APPROVING THE COMMUNITY COLLEGE PROJECT
RESOLVED BY THE COUNCIL OF THE CITY OF STILLNATER that they heartily
endorse and approve the Community College Project started at
Stillwater this year and realizing the many indirect benefits that
will accrue to the City by reason of having this project established
here, that they also recommend the continuation of this project for
at least another year or more.

RESOLUTION AUTiiORIZIN0 IHE ISSUANCE OF CERTIFICATES OF INDEBTEDNESS
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER that there shall be
issued and sold certificates of indebtedness of the City of Stillwater
in the sum of Ten Thousand (10,000) Dollars in anticipation of the
payments of taxes levied for the general Fund of the City of Stillwater
in the tear 1939.
Said certificates shall be numbered, dated and in amounts as follows;
Certificate No. 1 dated September, 16, 1940 for Four Thousand (4,000) Dollars;
Certificate No. 2 dated October, 1, 1940 for Three Thousand (3,000) Dollars;
Certificate No. 3 dated October, 16, 1940 for Three Thousand (3,000) Dollars.
Said cerificatts shall be a general obligation of the City; they shall be
payable to the bearer on or before December, 31, 1940 with interest at four
(4) per cent per annum from date of issue until paid, and shall be signed
in the name of the City by its Mayor, sealed with its corporate seal and
countersigned by the City ,lerk. Said certificates shall be sold by the
City Clerk on the respective dotes thereof, or as soon thereafter as
possible, at par and accrued interest.

RESOLUTION PROVIDING FOR THE PAYMENT OF SPECIAL ASSESSMENTS IN THREE
INSTALLMENTS, LEVIED AGAINST REAL ESTATE BENEFITED, TO DEFRAY THE COST
AND EXPENSE OF SPRINKLING, TREATING 0R SURFACING WITH TAR AND GRAVEL
OR CRUSHED ROCK, CERTAIN STREETS EMBRACED WITHIN THE BOUNDARIES OF
SPRINKLING DISTRICT NUMBER 17.
RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the payment
of Special Assessments levied against real estate benefited to -
defray the coat and expense of sprinkling, treating or surfacing
with tar and gravel or crushed rock, certain streets embraced
within the boundaries of Sprinkling District Number 17, may be
made in three installments, the first installment to be due on
January, 15, 1941, the second installment to be due on October,
1, 1941, and the third installment to be due on October, 1, 1942,
by the owner of, or any person interested in, any lot, part of lot
or parcel of land against which said assessments have been levied,
who shall elect in writing to pay the same in three installments.
AND BE IT FURTHER RESOLVED, that said installments
shall bear interest at the rate of six per cent per annum, from the
expiration of thirty days after the publication of the notioe required
to be given by the City Treasurer, in accordance with Section 244 of
the Charter of the City of Stillwater.

WHEREAS at a regular meeting of the City Council of
the City of Stillwater, held October, 1, 1940, a petition was presented
to the Council praying for the vacation of that part of Second Avenue
South lying between the north line of St. Louis Street and the north
line of Burlington Street in Hersey, Staples end Company's Addition
to Stillwater, and
WHEREAS at said meeting of the City Council, a
resolution entitled "A Resolution Upon the Petition to Vacate a
Part of Second Avenue South in the City of Stillwater" was passed by
the Council, ordering that said petition be filed in the office of
tLe City Clerk and instructing said Clerk to give notice by publication
in the official paper of the City for four successive weeks to the
effect that such petition had been filed as aforesaid, and stating
concisely its object, and that said petition would be heard and
considered by the Council on December, 3, 1940 in the Council Chambers
at 7.30 PM., which said resolution was duly published in the Stillwater
Gazette, the official paper of the City, on October, 2, 1940; and

RESOLVED BY THE COUNCIL OF THE CITY OF STILLWATER, that the payments
of Special Assessments levied against real estate benefited to defray
the cost and expense arising from the relaying end constructing curbs, 'id
sidewalks and driveways in and along East Myrtle Street from Myrtle
Alley to Water street; in and along North Main Street from E. Myrtle
Street to Commercial Avenue; in and along Commercial Avenue from Myrtle
Alley to Water Street; in and along North Water Street from E. Myrtle
Street to Commercial Avenue; and in and along West Laurel Street, from
N. Third Street to North Fourth Street, and known as Local Improvement
No. 44, may be made in five installments, the first installment to be
due on March, 1, 1941 and the four succeeding installments to be due
