Resolution No. 715.
Resolution Designating Depositories For public Funds.
Resolved by the Council of the City of Stillwater:
1.That the following banks loacted in Stillwater are hereby desigrated,for a
term ending December 31,1934,denositories of public funds beloning to the City.
First National sank in an amount not exceeding twenty five thousand
(25000) dollars.
Farmers & Merchants State Bank in a- amount not exceeding ten
thousand (10000) dollars.
Cosmoplitan State Bank in an amount not exceeding Ten. thousand
(10000) dollars.
2. That all moneys belonging to the City at any time in any of said banks
shall be withdrawn only upon the written order of the City Treasurer.
3. That such deposits shall be made only upon condition that each of said
banks,for the moneys deposited with it,sha"il pay to the City,interest upon the
same as follows:
(a) Upon all moneys deposited subject to check on demand,intereet at the
rate of one (1) per cent per annum on the average daily balance•of the City,
said interest to be paid at the end of each calendar month; but no interest shall
be paid on such balance for any period during which the City is indebted,to such
embank upon loans made by it to the City.
(b) Upon all moneys deposited as Savings Accounts or Time Deposits,sd palled,
interest shall be paid at the rate and times that interest is paid by the bank
in which such deposit is made,on other similar deposits therein.
The provisions of this (subsection b) do not apply,however, to any form of deposit
of the General Fund of the City.
4. That,before any deposits of any kind are made in any of said banks,each of
them desiring to receive such deposits,shs.11 comply with all the pr visions of
Law pertaining to security to be given the City for the Deposit of . b is Funds.

Resoluti n No. 719.
Resolution authorising the borrowing of money.
Resolved by the Council of the City of Stillwater:That there shall be issued
and sold,certificates of indebtedness of the City of Stillwater in the aggregate
sum of five thousand (5000) dollars,in anticipation of the payment of taxes levied
for the General Fund of the City in the year 1932.Said certificates shall be nwn-
bered,dated and in amount as follows;
Certificate number one (1) shall be dated January 19,1933 and be for the
sum of twenty five hundred (2500) dollars.
Certificate number two (2) shall be dated February 1,1933,and be for the
sum of twenty five hundred (2500) dollars.
Said certificates shall be payable to the bearer on or before March 31,1933,
with interest at five (5) per cent per ann.um from date of issue until paid.
Said certificates shall be a general obligation of the City.They shall be
signed in the name of the City by its Myour,sealed with its corporate Beal and
c untersignea by its City Clerk.taeh of said certificates shall be sold by the
City Clerk on the date thereof at par.

Resolution fixing solar es of the v,rious officials and
employees of the City;
Resolved by the Council of the City of stillwater,Tbat from and after
February 1,1933,and until further order of the Council,the salaries of the various
City officials and employees shall be fined as follows;
City Clerk 135.00 per month
City Treasurer 90.00 per month
City Engineer 180.00 per month
City Attorney 90.00 per month
'Janitor 15.00 per month
Health Commissioner 50.00 per month
Street Commissioner 110.00 per month
Chief of Police 140.00 per month

Resolved by the Council of the City of Stillwater:

Resolution authorizing the conveying of land; -
Resolved by the Council of the City of Stillwnter,That in order to obtain
from the Highway Department of the State of Minnesota, special advantages for the
City in the construction of Trunk Highway 45 leading into the City,the City convey,
by warranty deed,to the State of Minnesota the following described tract of land
situate in the County of Washington and State of !Linneeota,to-wit;
All of the following desc.ibed tract:
That part of Lot 31,Block 42, Original Town (nor City) of Stillwater according
to the plat thereof nor on file and of record in the office of the Register of
Deeds in and for said County,described as follows:
Beginning at the southeasterly corner of said Lot 31 on Main Street; thence
along Main Street to the northeasterly corner of said Lot 31; thence westerly along
north line of said lot to Broadway; thence sou herly alonrr east line of Broadway
38 feet; thence easterly on e. line parallel with the north line of said Lot 31 for

Resolved by the Council of the City of Stillw:.ter,That in consideration of the
cooperation of the Chicago,St.Paul,Minneewolis & Omaha Railway Company with the
State Highway Department of Minnesota in the construction. of Trunk Highway 45
leading Into the City and the moving of said railway company:a tracks adjacent
to South Main Street in the City,so as to make said highway thereabouts better
than it otherwise would have been,The City conveyto said Chicago,St. Pau1,Minneapo-
lis & Omaha Railway Company, by warrant- deed free and clear of all incumbr.nces,
the following tracts or parcels of Land situate in the County of Washington and
State of Minnesota,to-wit;
All that part' of the two following described tracts:
1. All that portion of Sections 27 and 28 township 30 north,range 20 west,
described as follows: Beginning at the meander corner on the west shore of Lake Saint.
Croix on line between Sections 27 and 34,running thence west along section line to
the east line of road lending from Stills ter to Point Douglas; thence northerly
along east side of said road to a mint due west of the meander corner on the line

Resolved by the Council of the City of Stillwater, That in order to obtain from

through and aeries which the aforesaid parcel of land is located by reason of the
location,grading,construction,manitenance and use of a public highway over and
upon, and the removal of material from the said above described premises and from
the uses incident thereto; and the State of Minnesota shall have the right to use
and remove all earth and other materials lying within said above described land
andtthe right to construct and maintain,upon the lands adjoining said above
described land,such portable snow fences during such months as weather conditions
make necessary.
Be it further resolved,That the Mayor and the City Clerk be,and they hereby
are,authorized and directed,on behalf of the City,to rnak-,execute and deliver to
the State of Minnesota,on a form by it to be furnisged to the City,and heretofore
submitted to the Council for approval, an eacemnet to said tract of land, free
and clear of all incumbrances.

Resolution consenting to the holding of boxing or sparring
exhibitions within the City of Stillwater.
Resolved by the Council of the City of Stillwater,That said Council hereby
consents to the Molding of boxing or sparring exhibitions within the City of
Stillwater under all the conditions of the laws of the State of Minnesota
pertaining thereto.
Be it further resolved,that the Council hereby recommends to the
State Athletic Commission of Minnesota that said Commission grant a license for
the holding of such exhibitions to the American Legion Poet No. 48 of Stillwater,
should such poet apply for such a license.

of the streets embraced within the boundaries of Sprinkling Districts
numbered 14 and 15, and fixing a time when the Council will meet to
apt in relation to the doing of the proposed work.

hereby designated as the time when the Council will meet in the Caunoil Chamber

proposed work and making of the proposed improvement,and the City Clerk is hereby
directed to give notice of such meeting in accordance with the provisions of the
Charter.

Resolution determining the territory in the City of Stillwater
which shall be sprinkled with water and tarvia during the year
1933,and dividing said territory into sprinkling districts.
Resolved by the Council of the City of Stillwaterr;
1. That it is hereby determined that these portions of the hereinafter named
streets,situated in that territory of the City of Stillwuter embraced within the
boundaries of the several sprinkling districts hereinafter descrlbed,sball be
sprinkled with water and tarvia,as hereinafter designa.ted,during the year 1933,

appliances shall be so located as in no way to interfere with the safety and con-

streets end public grounds; and provided that said Grantee in the installation and
maintenance therof,ehall be subjeot to such reasonabl regulations as may be impos-

the rates to be charged by said grantee are not to exceed those set forth in
Schedule 'A' attached hereto and made a part hereof.

upon application to the City Engineer and permission therefor granted by him.
Section 6. Said Grantee shall within thirty days after passage and publi-

Funds', the First National Bank pf 9tillwater,by an agreement in writing executed
on July 18,1933, and now on file in the office of the City Olerk,has pledged to
the City to secure deposits made with said bank of moneys beloning to the City,
pertain securities of the par value of 628,000.00 as speciffedoiin said agreement;
TREREFIRE, BE IT RESOLVED BY SAID CITY COUNCIL,that said agreement pledging

RESOLUTION UPON THE SAFE KEEPING OF CERTAIN SECURITIES PLEDGED
TO SECURE THE DEPOSIT OF PUBLIC FUNDS OF THE CITY,
Whereas, pursuant to a resolution of the Council of the City of Stillwater
entitled 'Resolution Designating Depositories For Public Funds' approved February
7,1933, the First National Bonk of Stillwater has pledged certain securities as
collateral for the security of the deposit with it of Public Funds belonging to
the City,and it is the desire of the Council to provide a safe place to keep said
securities,
THEREFORE,BN IT RESOLVED BY THE SAID CITY COUNCIL:that the City Treas-
urer be, and she hereby is authorized and directed to deliver all of such securi-
ties,and any securities hereafter substituted therefor,to the Federal Reserve Bank
of kinneapolis,Minnesota,for safe keeping,to be bled by said Federal Reserve Bank
upon the following conditions:
1. Until default upon the part afraid First National Bank in its obligations
as a designated depository of the City of Stillwater under said resolution,and
written notice of such default given by the City Treasurder to said Federal Reserve
Bank,all interest coupons on said securities,or securities substituted tberefor,as
they mature,are to be delivered by said Federal Reerve Bank to said First National
Bank.
2. Said Federal Reserve Bank is not to return any of the said aecurities,or
securities substituted therefore,to said First National Bank unless ordered to do
so in writing by the City Treasurer accompanied by a certified copy of S resolution
of the Council authorising such return. When so directed by the City Treasurer,upon
the presentation of such certified copy,said Federal Reserve Bank is to deliver
said securities,and securities substituted therefor,to said First National Bank.
3. Said Federalleserve Bank is to deliver said securities, and securities sub-
stituted therefor,to the City Treasurer upon her written demand accompanied by a
certified dopy of a resolution of the Council directing such delivery to her.
4. Any end all charges made by said Federal Reserve Bank in connection with
any act done by it in relation to said securities,or securities substituted.there-
for,ohall be paid in full solely by said First National Bank,
BE IT FURTHER RESOLVED,that the term during which this resolution shall be
in effect shall terminate on December,31,1934.

and sold certificates of indebtedness of the City of Stiliwater,in the aggregate
sum of Twenty Thousand Dollare,in anticipation of the payment of taxes levied for
the General Fund in the year 1932.
Said certificates shall be numbered,dated and in amounts as follows:
Certificate Numbee 1,shall be dated August lat,1933 and be for the sum of
Ten Thousand Dollars:
Certificate Number 2 shall be dated September 1,1933 and be for the sum of
Five The:sand Dollars;
Certificate Number 3 shall be dated October 1,1933 and be for the sum of

Said certificates shall be payable to bearer with interest at the rate of

RESOLUTION OF TRIBUTE TO THEODORE R. C0NVERSE,DECEASED.
"Whereas,Theodore R. Converse,for many years an outstanding citizen of
Stillwater,dled or. November 4th,last and it is the desire of the Council of the
City of Stillwater to make some formal mention of its recognition of his contri-
bution to the common good of the City during his lifetime.
NOW,THEREFORE,Be It RESOLVED by the Council that the following remarks
respecting him be made a permanent record ih the minutes of the Council.
"Mr. Converse lived in Stillwater and was closely identified with its busi-
ness and social lute for more than 50 yeers.He possessed a wide circle of friends
here who,because of his kindly,sywpathetic and amiable disposition,were attached to
him by all the ties of ftiendship of the finest character.Tbe cheerfulness of his
presence permeated his contacts with everyone and was s valuable aid in creating
and maintaining a spirit of good will everywhere.
"He was a charter member of the Stillwater Park Board,end was a member of
the Board continuously from its establishment in 1916 until the date of his death.
The time, ..deas,and effort gratuitously given by him to the work of the Board
during these many years was a contibution of real substance to the betterment of
Stillwater.TI.e termination of his services on the Board is a matter of much ooncern,
officially, to the City; the absence of his cheerful.optimietic spirit will be a
real loss to all its residents.
"Be it Further Resolved,That a copy of this resolution be mailed by the
Clerk to Edwin F. Converse,the only surviving member of Mr, Converse's family.
