NOW, THEREFORE, BE IT RESOLVED, that the City Planning Commission of the City of Stillwater considered the conditional use permit for a carwash at its March 29, 2023 meeting, held a public hearing, and following the hearing, determined that the conditional use permit did not meet the standards required for approval and voted to deny the conditional use permit (5-1); and NOW THEREFORE BE IT RESOLVED that the Planning Commission of the City of Stillwater hereby adopts the following written findings for denial of the conditional use permit for a carwash: 1. The use will constitute a nuisance and be detrimental to the public welfare of the community. The proposed structure or use does not conform to the requirements and the intent of this chapter, and of the comprehensive plan, relevant area plans and other lawful regulations. Specifically, the proposed platting required to facilitate the conditional use permit creates a parcel that will have zero road frontage on a public right of way.
