HomeMy WebLinkAboutHPC Resolution 2023-07 (Design Approval in the Downtown Design Review District for Graphic Design Signs in Union Alley between 102 Main Street and 126 Main Street)City of Stillwater Washington County, Minnesota RESOLUTION HPC 2023-07 RESOLUTION GRANTING DESIGN APPROVAL IN THE DOWNTOWN DESIGN REVIEW DISTRICT FOR GRAPHIC DESING SIGNS IN UNION ALLEY BETWEEN 102 MAIN STREET AND 126 MAIN STREET WHEREAS, the City of Stillwater received a design review application from Sara Jesperson (“Applicant”), located 123 Second Street North, legally described in Exhibit A (the “Property”), regarding the installation of Graphic Design Signs located in the Downtown Stillwater Design Reivew District; and WHEREAS, the Graphic Design Signs will be located at the following locations: 1. 102 Main Street North 2. 114 Main Street North 3. 118 Main Street North 4. 120 Main Street North 5. 126 Main Street North WHEREAS, the on April 19, 2023, the Heritage Preservation Commission for the City of Stillwater considered the request. NOW, THEREFORE, BE IT RESOLVED, that the Heritage Preservation Commission of the City of Stillwater hereby approves the installation of the Graphic Design Signs located in the Downtown Stillwater Design Reivew District. The approval of the design is based on the following findings: The proposed design meets the requirements of the Stillwater Design Guidelines and the City Code. 1. Section 31-101 of the Stillwater City Code defines Graphic Design Signs as, “any mural or pictorial scene or graphic design painted on the side of a wall or building or painted on a sign board affixed to a wall and in which a mural or scene has its purpose artistic effect. A graphic design sign is a non-commercial speech sign.” 2. Section 31-509(8) describes the placement of Graphic Design Signs, saying, “Graphic Design signs may only be placed on non-contributing buildings, portions of contributing buildings where historic brick or masonry does not exist, or on portions of structures outside of a historic district where historic brick or masonry does not exist.” 3. The Stillwater Design Guidelines provide additional direction for signs to ensure appropriate preservation and enhancement of the Downtown Design Review District. The guidelines encourage the preservation of historic painted wall signs, suggest a historic theme, and should not advertise a new business or company. 2 4. Staff finds that the Applicant’s proposed graphic design signage program would not impact any historic brick and/or masonry, as the proposed surfaces include stucco, block and wood lattice. Conditions of Approval: 1. Any proposed Graphic Design Signs shall not be applied to any historic brick, masonry or wood surface. 2. Graphic Design Signs shall not advertise for any product, business or company. 3. Graphic Design Signs shall be maintained by the Applicant in order to ensure that they remain in good condition, absent of peeling or any other deterioration.
