ADJOURNMENT l j 1Water 74E 1INTNNLA CE Of MINNESOTA DOWNTOWN PARKING COMMISSION MEETING April 20, 2023 Chairman Glynn called the meeting to order at 8:30 a.m. Present: Chairman Glynn, Commissioners Bates (via Zoom), Kaufer, Lentz, Lepage, Rheinberger, Councilmember Junker Absent: None Staff present: Community Development Director Gladhill APPROVAL OF MINUTES Possible approval of March 16, 2023 meeting minutes - postponed to next meeting OPEN FORUM There were no public comments. CONSENT AGENDA There were no items on the Consent Agenda. UNFINISHED BUSINESS Discuss Implementation Plan for Downtown Parking Pay Zone Community Development Director Gladhill reviewed the proposed changes. He noted the City Council voted to implement most of the recommended action items, and reduced the 30 minute Main Street quick zone to just between Nelson and Mulberry; the tails at the north and south will be 60 minutes. The fee schedule has been amended, messaging will be developed in May, and a business owner toolkit in June. Three solar -powered credit card terminals will be placed (2-3 months lead time to produce them). The Passport smart phone app will take a 30-day lead time for programming and testing. Signage will take 30 days lead time; the timeline for signage for Main Street changes is uncertain. Enforcement will be via the license plate reader (in testing phase now), a soft launch for the first few months. There will be a 2024 budget request for additional enforcement resources. Councilmember Junker added that the Council thought that there would be too many 30 minute spots on Main Street, so they preferred to make it 60 minutes on the far ends of Main Street. Commissioner Lentz said 60 minutes is not long enough and it limits the use of those spots. Mr. Gladhill responded that final action has not been taken yet to change the time limits on Main Street. It could be 30 minutes from Nelson to Mulberry and leave the ends at three hours. The Council will pass a resolution to make the changes so there is still time to tweak the parameters. It is easy to change signs on City streets, but more of a task to change signs on MnDOT right-of-way, because engineering plans and specifications must be done. Commissioner Lentz suggested just changing the core of downtown from Nelson to Mulberry, and not changing the tail ends of Main Street yet. Downtown Parking Commission Meeting April 20, 2023 Councilmember Junker noted there will be some obstacles downtown this summer, with the flood, Chestnut Plaza construction, and the new lighting project starting. Mr. Gladhill suggested having a staff level discussion of leaving the tail ends of Main Street at three hours, reporting back to the DTPC, and providing both options to the Council. He explained that the Council approved a $15,000 contract with Goff Public to develop the message about the parking changes via a communication plan and a business owner toolkit; this will be done in May and June. The credit card terminals will take 2-3 months. Most of the programming for the Passport app is done. Signage on Main Street will require civil engineering plans and specifications per MnDOT. The license plate reader is functioning on a secure connection with the County's central records system. Enforcement will be education -based the first couple months, with reminders rather than tickets. A budget request for 2024 will be made for additional enforcement resources. He explained that the flood wall will be up until at least mid -May and the Chestnut Plaza Project is also delayed due to flooding. Main Street will have to be shut down for two months to rebuild the intersection; this is planned as soon as Lumberjack Days is done. Commissioner Bates asked what are the rules east of Main Street, from 10 p.m. - 10 a.m.? Mr. Gladhill replied staff is trying to figure out overnight rules. It has been asked, if a person had too much to drink, why is the City forcing them to drive their vehicle out of downtown? The current areas that are 24 hours will not change. This will be monitored and there will be more discussion. NEW BUSINESS There was no new business. FYI/STAFF UPDATES Impacts to Downtown Parking due to Flood Mitigation - discussed above Impacts to Union Alley adjacent to The Miller Apartments (formerly known as 200 Chestnut) Mr. Gladhill reported that the one-way direction on Union Alley will be reversed to help traffic flow. A couple of parking stalls on the west side will be lost to allow turning into the underground garage. The City is still trying to figure out the parking needs for that area. Councilmember Junker added that the City is trying to keep some spaces on the west side for area residents. He reminded the Commission that The Miller is 39 spaces short for its own residents, so he feels there will be a lot of overnight parking in the area. Chairman Glynn added that the City prohibits winter parking on Union Alley so plows can get through. Other construction -related impacts on Downtown Parkin2 Mr. Gladhill informed the Commission that Lot 1 will be resurfaced in May, and Chairman Glynn questioned whether now is a good time to do maintenance, with other parking issues downtown. Mr. Gladhill said he will check with the Public Works Director to see how long the project will take. Councilmember Junker said the developer at the corner of Myrtle and Third Street has blocked off seven spaces near the entrance to the City parking garage, per an easement agreement. COMMISSION REQUESTS ADJOURNMENT Motion by Chairman Glynn, seconded by Commissioner Rheinberger, to adjourn. All in favor. The Applicant, Brian Carlson (on behalf of River Siren Brewing Co, LLC), is seeking an Interim Use Permit (IUP) to conduct multiple outdoor events, located on private property addressed as 225 Main Street North, the River Siren Brewing Co. (the "Project Site") (PID: 2803020140070 & 2803020140069 & 2803020140076). The entirety of the project site is located on three separate lots of record that have frontage on Water Street North, Mulberry Street East, and Main Street North. The project area is located in the Central Business Zoning District and is within the Downtown Stillwater Design Review District. The specific request is for an interim use permit to allow outdoor events to be staged on River Siren Brewing's approximately 8,800 square foot parking lot, with events running intermittently throughout the entire year. Note: At this time, the application is tabled and scheduled to return to the Planning Commission on June 281", 2023 where there will be further discussion about the appropriate amount of events that may be allowed at the site. The Applicant has held many private events at the project site and seeks to continue to hold re -occurring and new events. The Applicant has provided a narrative describing events that would be included within the proposed Interim Use Permit. Most events would span the course of three -days including setup and teardown. There are also proposed events that would span the course of multiple weekends such as Oktoberfest and winter themed events that include setting up curling rinks, warming tents, and other outdoor winter games. The Applicant would also like to use the outdoor space for weddings and corporate events that may extend to the parking lot and would not exceed more than one day. ANALYSIS Number of Events The Applicant seeks to increase the number of events to at least; • three one weekend events, • one multi -weekend event, • at least three winter related events, • and a request to allow occasional private events to utilize the parking lot not more than four times per month. Parking The property contains approximately 27 on -site parking stalls. Most of the proposed events would use the entire parking lot, creating a 27-stall deficiency. Previously when reviewing the one-time special events, parking mitigation strategies included reviewing the proposal with the Downtown Parking Commission (DTPC). At the time, the DTPC felt that due to the length of event, minimum number of events, and the lack of other events happening in the community at the same time, no mitigation was needed. Now that the Applicant seeks to increase the overall number of events, Staff recommended that the Planning Commission forward the application to the DTPC for review of possible parking mitigation. Due to the overall increase in number events and creating the a 27-stall deficiency, staff recommends that the property owners shall be responsible for paying the equivalent of the parking reservation fee for each stall that is closed for the event at the rate in effect at the time of said event, per current Fee Schedule. ACTION REQUESTED The Planning Commission has asked that the Downtown Parking Commission review the proposed use of the parking lot to determine if parking mitigation is necessary, and if so, what appropriate parking mitigation may be required. Im Ill ■ o i � Letter of Intent Interim Use Permit Parking lot usage River Siren Brewing Co. 225-227 Main Street N, Stillwater, MN Parcel ID#'s: 28.030.20.14.0069; 28.030.20.14.0070; 28.030.20.14.0076 Zoning District: Central Business District Overview of Proposal River Siren Brewing Co. is requesting an Interim Use Permit to host multiple events, beyond the three -event limit the City of Stillwater allows with conditional use permits. The intent is to extend its service, year round, and make better use of its approximately 80' by 110' foot private parking lot property. Parameters around what an event entails could vary in size and attendance and be open to the public or a private event. Events could include: • Bands for The Brave (Saturday after Labor Day): a large-scale fundraiser/music event for Veterans that has taken place in the parking lot for almost five years. The event would be considered the largest of events River Siren would host as it requires: 60x60 tent structure, fencing, security, portable bathrooms, extra trash services; outside stage, sound system and outside food trucks. The .event typically requires one day prior for set-up and one day post for tear down (3 days in total including the. event). Previous event permit application included in application materials (pages 14-18) • Sunshine Fest (3rd Saturday in June): a fundraiser benefiting organ donation in affiliation with the City of Stillwater and LifeSource. The event would overflow into the parking lot to offer more food options and family fun (kid -friendly activities like games, face painting, etc). The event typically requires one day prior for set-up and one day post for tear down (3 days in total including the event). • Fourth of July Celebration: a weekend event with live music that would overflow into the parking lot with other local craft breweries, cideries, wineries, etc. (may require additional liquor licensing that River Siren would follow proper city protocols to obtain prior to the event). The event would' require one day prior for sdt-up and one day post for tear down.' • Oktoberfest (3rd and 4th weekend in September):' a multiple weekend event that would extend into the parking lot offering attendees games, German -cuisine and music. Previous event permit application included in application materials (pages 9-13) • Winter.Wonderland (December -February): a season -long event overflowing into the parking lot that would embrace Minnesota winters (ie: curling rinks, warming tents and outdoor winter games): • Private taproom rentals weddings or corporate events that may extend to parking lot and include outside food trucks to serve guests only (not to exceed 4 per month). The event would require set-up and clean-up completed during the rental time frame (ie: one day). PAGE 6 Additional event services mayp_0clude' • Temporary tent structure, not to exceed 60'x90' • Pedestrian safety fencing • Hired security from Washington County, Stillwater Police Department or private security companies • Portable bathrooms to meet city, requirements • Extra trash and recycling pick-up • Beverage service in parking lot (covered by existing liquor license) ' • Live music,; stage, and sound system, not to extend beyond 9pm , River Siren Brewing will always,take into consideration, what rules and' regulatiohs the City of Stillwater has set forth in hosting events. Proper permits will be obtained if needed (outside liquor licensing, etc). The interim use of the parking lot will not impose:apy,additional costs on the city. PAGE 7 2023 - 2024 Event Outlook: During the busy season, River Siren Brewing Co. would like to host the following events annually, and reserve the ability to host three additional events for private parties, weddings or corporate events. There would be no more than two events per month (see sample calendar) and we would avoid large events such as Lumber Jack Days and Harvest Fest. Potential Summer Events Sunshine Fest (this will be inside the brewery in 2023 but leaving for context of years to come) June 24, 2023 (every third weekend in June) We'd be hosting a brewery + parking lot event to raise money for LifeSource. Set-up would take Friday afternoon, June 23 (*see details in event set-up details below). Event would begin at open (11am) on Saturday, June 24 until close at 11pm. The brewery would be 'business as usual,' and the parking lot would be blocked off allowing for food trucks, family -friendly games and playhouses, and an outdoor beer pouring station (our beer trailer). Tear -down would take place after the event concludes and prior to open Sunday. Taste of St Croix Valley July 4 weekend (Friday, June 30 - Sunday, July 2) Local and neighboring distilleries, breweries and wineries would participate in the 'Taste of the St Croix River Valley.' We'd utilize the parking lot for establishments to set-up their booths. We would follow the normal set-up and tear -down protocol. We would also apply for the proper licensing to host outside alcohol at our event. Event set-up would occur Friday morning and the event itself would begin Friday evening through Sunday, July 2. We would tear -down prior to open July 3. Bands for the Brave September 9, 2023 (typically the second weekend in September) We'd be working with HOOAH to host a special concert series for the 6th year in a row (previously hosted with Maple Island ownership) benefiting Veterans and their families. HOOAH conducts a concert series on a stage set-up in our fenced in parking lot. There will be a smoker/food truck offering excellent BBQ. The music will begin at noon and end at 8pm. The event will go from noon until 10pm. Set-up will follow protocol (day before/day post). Oktoberfest (counts as 2 events for two weekends) September 22-24 and October 6-8 (typically the last weekend of September and first weekend of October) We'd be hosting two weekends throughout the brewery + parking lot to celebrate the holiday featuring German cuisine, games, beer and live music. Set-up will occur both weekends on Friday morning with the event starting Friday evening. Fencing and any parking lot set-up will be torn down during the week to allow for our normal operating business. Potential Winter Events Outdoor Curling Rink (weather dependent): January 1st - February 28th We would utilize approximately half of our parking lot for an outdoor curling rink. We would still have limited parking throughout this time. We would enclose the curling rink so alcohol is within a specified area. Yearly event details: We would reserve 3 additional events during the busy season (May -October) to be used for private parties looking to host an event in our parking lot. These could include weddings or corporate events. The same set-up and tear down rules would apply for these events. We would apply for the proper permits to host outside food and alcohol. All events would take into consideration noise and neighbors (10pm end time). All events would work in the best interest of neighboring establishments (the more business involved the better! ie: Taste of St Croix Valley) Event set-upltear-down: Set-up would take place the day before the event and tear -down would take place right after and before business -open the following day. **some events set-up will take place the morning of the event (ie: Oktoberfest, Taste of St Croix) Parking lot events would include metal fencing around the perimeter of the event. Extra restrooms and trash receptacles would be obtained if needed. If an event is a multiple -weekend -event we would ensure the parking lot is usable for guests to park during non-event business hours (ie: Oktoberfest is two weekends so the parking lot would be open M-Th in-between the weekend events) If an event is month -long (ie: outdoor curling), we would ensure ample parking is available in areas unused.
