Present: Linda Kluy, Duane Nelson, John Benson, Dennis Sullivan, John Rahm, Darlene McCabe, Brad MacDonald and Barbara Avise Absent: Bill Burtzlaff Also Present: Dick Blekum and Jim Fackler The first order of business was the election of officers - Linda Kluy was re-relected Chairman Darlene McCabe was elected Secretary . OAK GLEN DEVELOPMENT This matter was discussed and a drawing of the proposed develop~ent was available. We were advised that the developers had offered $50,000 to be used for park and recreation purposes" It was suggested that buying land adjacent to the development might be the best use of the money. The hope of the commission is that prospective buyers be advised that no plans for park areas exist in the development, other than the golf course, and that none are planned for future development. The Commission would like to prevent misunderstandings similar to those which developed in Croixwood. KOLLINER PARK. For the benefit of the new commission members, Dick Blekum gave a concise history of this property, which included the most recent problems - masses of undesirable, destructive people. Since the land cannot be sold, an alternative use must be found. On motion of Duane Nelson and seconded by Barbara Avise, the Commission will check with the City Council regarding their feelings about leasing the land to a Yacht Club. (Motion carried 7--0) . ICE ARENA There was brief discussion about the sandblasting - it will be up for bids again. Next year Chisago City will probably have one game here and then go to Forest Lake to play on natural ice. Hockey School and Skating Schools are already setup. No specific date was set for the next meeting, although it was agreed that Wednesday was the best night of the week. Meeting adjourned at 9:00 P. Present: Linda Kluy, Duane Nelson, Dennis Sullivan, Darlene McCabe, Brad MacDonald, Barbara Avise Absent: John Benson, John Rahm, Bill Burtzlaff Also Present: Dick Blekum, Jim Fackler, Steve Finnegan, Mayor David Junker. A brief discussion on the softball scheduling indicated that every- thing had been taken care of and the problems had been resolved. Barb Avise and Brad MacDonald reported they had not talked to Chief of Police, Wally Abrahamson, regarding police patroling of the Lily Lake Field. KOLLINER PARK Discussion on this park began with the presentation of the specifica- tions for the proposed development by private enterprise of the property which was prepared by the City Council. DENNIS SULLIVAN moved that we allow ninety days from the placement of the advertisement in the newspapers for proposals to be received. The final date for proposals to be July 31, 1981. DUANE NELSON seconded the motion. Motion carried. The ad will be placed in the Stillwater Gazette and the Minneapolis Tribune. (Dick Blekum and Dorothy Schnell to take care of these ads). The Commission will receive the proposals, screen them, and send the viable ones to the City Council for the final decision" On the motion of Daane Nelson, seconded by Dennis Sullivan, the bid bond to accompany the proposals shall be reduced from $5,000 to $500. (motion carried) Further discussion of specific concerns regarding proposals was set aside until such time as the proposals will be received by the Commission. ARENA COMPLEX JIM FACKLER introduced Assistant Manager of the Arena, Steve Finnegan. Mr. Fackler reported that the School District had submitted $47.50 per hour for the Arena for next season. MAYOR JUNKER stopped by to see if we needed anything from him. He had questions regarding the action of the City Council on the hourly rate set for the Arena use. He stated that it was an increase over a two year period and the $47.50 per hour was accurate. . . . c-. RECREATION COMMISSION April 15, 1981 Page 2 NORTHLAND PARK DICK BLEKUM reported that he has received complaints from some women who use the tennis courts at Northland. They say that the courts are developing cracks and are becoming unplayable. They feel that the flooding of the courts for ice skating is the cause for the cracks. Dick stated that last year with the cold weather the cracks began and that the land is unstable - the flooding of the courts for is not responsible. The meeting adjourned at 8:40 P. M.
