Baurdaghs, Barry A. Swanson. Minutes of regular meeting o.f Dec. 28, 1953 were read and appraved. Kearney reported an the new rink on Hancock Street en which a warmi,ng ho.use had been set up, a donatio.n o.ftbe Bluff City Lumber Campany, being an aId building they had used far demo.nstratian. He had investigated whether it wauld be practical to. install lights but this wauld cast abo.ut $150.00 to. set up a po.leand run wires., Due to. the lateness o.f the seaso.n, no. actio.n was taken an lights fer this year. -- Dick also. suggested a letter o.f thanks be sent to. Discussion of skating plans and ideas accupied the rest of the meeting. ~..I~ ... ...... .... .. · ecretary. -- it" DRCH30, 1954 - A regular monthly meeting of the Stillwater Recreation Bo.ard. was held at the City Hall at 7:30 on March 30, 1954 Present were: Grant Waldr~f, C. D.Bourdagbs, Dean Charlsen, Arthur E. Bartkey, Richard A.Kearney, Harry A. Swanson. Leroy Christenson, Lawrence (Shoeli) Junker and Ray Sonju, also present. e Minutes of previous meeting approved as mailed. The visiting delegation asked the Boardts help in lighting the field for softball. On motion of Charlsen,seconded by Bartkey, carried unanimously, the Boardagreed to pay for lights for softball games on the same basis as 1953, atop of $150.00. Gene Lampi applied in person for position as lifeguard at Lily Lake Beach for the 1954 season. On motion of l3artkey, seconded by Kearney, carried unanimously, Gene was hired. Application letter of Harvey Davis was read and discussed. Bartkey reported that Dick Hooley might be availatle as life- guard, also that Harold Lange had applied for the job of caretaker at Lily Lake Beach. The matter of sending J. E. Slaughter a letter of appreciation for the warming house donated for the Hancock Street rink was brought up and the Chairman agreed to take care of it. Bartkey reported that the sand program at Lily Lake had been carried out again this past winter but that in hiscpinion.the job was not completely satisfactory.. He listed repairs that will be necessary to docks and was authorized to hire Louis Sempel to supervise the construction of a new dock for the little kids. As is customary, considerable time was spent in discussion of finances, PaEk Board, and gener~e~~ -- e APRIL 2'7, 1954 Regular meeting of the Stillwater Recreation Board was held at the City Hall on April 2'7, 1954 at 7:30 P.M. _ All Board members were present . Grant T. Waldref having resigned since the Board's last meeting, the Board now. consists of C. D. Bourdaghs and Dean Charlsen of the City Council, Richard A. Kearney and Harry A.. Swanson of the local School Board, Lawrence M. Pozzini and Arthur E. Bartkey. Leroy Christenson, Marvin Majerus" a.nd Ed Gamm were present and discussed problems of maintenance of the baseball field and associated troubles. On motion of Bourdaghs, seconded b1 Pozzini, .the,Board agreed. to help the Loggers Baseball Team up to $80.00 for the. season in paying for maintenance help. Dick Hooley, 1'7 years of age, was present and applied for lifeguard job at either beach for the summer. Rehas the Red Cross Junior and Senior Lifesaving badges. On motion of Bartke~,seconded by Bourdaghs, Harold Lange was hired as caretaker at Lily Lake for the summer at $160.00 per month. Bourdaghs reported that the Legion Beael1 bath house roof was found to be in bad shape and that.a.new roof, roofb.oards and flashing had been installed at a cost of,-a6.00 and that the City Clerk had paid this out of General Funds, not charged to Recreation. Bourdaghs also discussed installing a 32 foot gate at the approach to the Legion Beach, stating an estimate of $225.00 had beeut received by the Council but that this would ,be paid out of the Real Property fund. Regular meeting of the Stillwater Recreation Board was held on the City Hall steps., the building being locked up, on May 25, 1954, at 7:30 P.M. -::;",,:-~- Present were: Lawrence M. Pozzinf, Arthur E., Bartkey, Dean Charlsen and Harry A. Swanson. The qualifications of the applicants for lifeguard positions were discussed. They ,are: Gene Lampi, Harvey Davis, Dick Hooley, Floreen Fazendin, Barbara Plourde, Wm. E., Ramey and Jean \Vhite. On motion of Bartkey, seconded by Charlsen,DickHooley was appointed guard at Lily Lake to work with Gene Lampi,.. who had been selected at the March 30th meeting. Barbara Plourde was given her old job at the Legion Beach and the matter of second guard left to C. D. Bourdaghs, Legion Beach committee- man. .. Charlsen reported that two sets, of swings, slides and teeters had been bought for $99.00 and installed at Staples Field and the B~oadway triangle. After discussion, the opening of the beaches was set for the Memorial Day holiday, May 30-31, the beaches to be closed for the rest of that week, to reopen the fOllowing Saturday due to guards still being in school. Bartkey reported new dock for little kids having been in- stalled at Veterans' beaCh with a 14 foot catwalk covered with Safe.T-Walk to enable proper supervision of their play. On motion, the meeting was adjournediLo,~. .__.. ... ., ,;ec~ry .. JUNE 29, 1954 .. Regular meeting of the Stillwater Recreation Board was held at the City Hall on June 29, 1954 at 8:00 P.M. Present were: C. D. Bourdaghs, Dean Charlsen, Arthur E. Bartkey, Richard A. Kearney and Harry A. Swanson. Minutes of regular meeting of May 25th were read and approved. Bourdaghs reported for Legion Beach to the effect that Wm. E. Ramey had been appointed the second lifeguard and that things were running smoothly. .,. Bartkey reported for Veterans' Beach. Anew boat for the life- guard had been bought at a cost of $142.00 including oars. This was a fiberglass boat which had been used for advertising pur- poses and sold to us at a reduction in price. He also reported that both diving boards had broken sections and that he had asked Arthur Moen to inspect them to det~rmine whether repair or replaceme~t would be the better procedure. On motion of Bourdaghs,seconded by Bartkey, and carried, the salaries of Wm. E. Ramey and Barbara Plourde at the Legion Beach were increased to $160.00 per month. .This was based on their age, experience and the fact that Barbara has her YV.S.I. badge from the Red Cross. On motion of Bartkey, seconded by Charlsen, carried, the salary of Gene Lampi at Veterans Beach was increased to $160.00 per month. A discussion of lifeguard .salaries followed and the following proposal for future guidance in setting lifeguard salaries was made: ..... .. 1. The base pay for lifegua:r'ds to be contingent upon appli- cants having the Junior Red Cross badge. . 2. Applicants having Senior badge be entitled to $5. more per mo. 3. Applicants having W.S.I. and one or more years experience on our beaches be entitled to $10.00 beyond base pay. Meni2fom'was made of the fact that this is the last meeting to be attended by Kearney and Swanson since their terms as School Board members expire on June 30, 1954 so that they are no longer eligible to represent the School B08,rd on this Board. Beach Mr. Charlsenl Mr. Junker: Playgrounds &Skatin.g After considerable discussion;Mr.Junker made themotton. that $Ioobe paid to the American Legion to help with legion baseball. The motion was seconded and carried although there were two decending . votes. I Minutes of the ~OV.~ meeting were read and approved. REPORTS FROM COMMITTEES Mr. Bartkey gave a report on. the Veteran's Beach; stating that he is looking into the buying of new diving boards, and the possibility of a new dock. A discussion was held on these two matters but nothing definite was decided. Mr.Charlson~in his report on playgrounds and skating; stated that everything was in order for sliding and skating;except for the cold weather and snow.
